General Motors has determined that some 1980 Federal Cadillac Limousines and Commercial Chassis may have been assembled with an incorrect Vehicle Emission Control Information Label. The economy vacuum switch is not present on the vacuum diagram on the incorrect labels. The correct Vehicle Emission Control Information Label is required by Environmental Protection Agency regulations.
All 1980 Federal Cadillac Limousines and Commercial Chassis within the following VIN range require the campaign services specified in this bulletin (Cadillac records indicate that a total of 41 vehicles are affected):
Limousine A9182530 through A9191533 Commercial Chassis A9182530 through A9191050
Owners are being asked to install the correct Vehicle Emission Control Information Label on their vehicle as indicated in the attached owner letter. If an owner would prefer to have a dealer install this label, they should not be refused.
Dealers are to service, at no charge to the owner, all vehicles subject to this campaign regardless of mileage, age of vehicle, or ownership.
Whenever a vehicle subject to the campaign is taken into your new or used vehicle inventory in the future, you should take the steps necessary to be sure the campaign correction has been made before reselling the vehicle.
In addition, dealers are to provide the campaign services on all affected vehicles as they are brought in for any kind of service until all affected vehicles have been corrected.
1. Open the hood and locate the Vehicle Emission Control Information Label on the radiator support panel. Wipe off this label to insure there is a clean, dry surface for good adhesion.
2. Peel the paper backing from the new label and install this label on top of the old label. Smooth out any wrinkles or air bubbles and press the label down firmly for the best adhesion. Close the hood.
Since there are relatively few vehicles involved in this campaign, no campaign completion labels will be required.
Cadillac is sending the new Vehicle Emission Control Information Label to each owner of record; additional labels will be available from the zone office.
Credit for the campaign will be issued upon receipt of a properly prepared warranty claim as follows:

The labor time listed above represents the time required to perform the correction. Dealers should apply for 0.1 additional hour for administrative allowance as "Other Labor Hours".

Enclosed with this letter is one Vehicle Emission Control Information Label. Please open the hood of your vehicle and locate the current label on the radiator support panel, as shown in the illustration on the reverse side of this letter. It is necessary to have this label installed to avoid any incorrect tune-up adjustments which could result in excessive vehicle emissions.
The enclosed Campaign Identification Card identifies your vehicle. After the Vehicle Emission Control Information Label is installed, or if you have sold or traded your vehicle, please let us know by completing the appropriate section and mailing this postage-paid owner reply card.
If you prefer not to install the label yourself, please take your vehicle, campaign card, and the enclosed label to your local Cadillac dealer who will install the label for you, at no charge.
