CAMPAIGN: NEW YORK LAW AFFECTING VEHICLE THEFT ALARMS

SUBJECT: New York Law Affecting Motor Vehicle Theft Alarms

MODEL: 1993 Fleetwoods Equipped with Theft Deterrent System Sold in the State of New York on or after January 1, 1993

This is an addendum to Dealer Product Campaign Bulletin 93-C-2 which was issued December, 1992 to all Cadillac dealers in the State of New York.

Effective January 1, 1993, New York Business Law reduced to three (3) minutes the amount of time within which an audible motor vehicle theft alarm sold or installed in New York must automatically shut off after being activated. Since the theft deterrent system installed in the 1993 model Fleetwood did not comply with this law, all Cadillac dealers in the State of New York were instructed to disconnect the audible portion (horn) of the theft deterrent system on all 1993 model Fleetwoods prior to offering these vehicles for sale on or after January 1, 1993. This action was required to ensure immediate compliance with the law until complying parts became available for retrofit.

The purpose of this bulletin is to advise all Cadillac dealers in the State of New York that a new RKE/UTD module which complies with the motor vehicle burglar (theft) alarm 3 minute audible duration limit of current New York Business Law Section 399-U is now available.

DEALER ACTION

To correct this condition, dealers are to install a replacement RKE/UTD module on all involved vehicles as per the Vehicles Involved and Service Procedure sections of this bulletin.

VEHICLES INVOLVED

All 1993 model Fleetwoods equipped with a Cadillac Theft Deterrent System sold or being offered for sale in the State of New York on or after January 1, 1993 and built within the following VIN range require this campaign:

PR700001 Through PR730587

All vehicles indicated on your Dealer List require this campaign; other suspect vehicles should be checked for campaign involvement prior to sale or service utilizing the Vehicle Information Service System (VISS).

DEALER LIST

A list of involved vehicles, which our records indicate were sold by or shipped to you, is enclosed for your follow-up. This list contains owner names, addresses and telephone numbers obtained from Cadillac delivery records. Dealers are to contact the owners of the vehicles indicated on their list and arrange for the campaign correction to be performed as soon as possible. If no list is enclosed, none of the suspect vehicles are known to be in your area.

DEALER CAMPAIGN RESPONSIBILITY

All unsold new vehicles in dealers' possession and subject to this campaign must be held and inspected/repaired per the service procedure of this campaign bulletin before owners take possession of these vehicles.

Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.

Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the dealer, and arrangements made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such owners a copy of the owner letter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the owner may not as yet have received the notification letter.

In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.

OWNER NOTIFICATION

Owners of vehicles affected by this campaign will be notified by letter from Cadillac Motor Car Division. A copy of the owner letter is attached.

COURTESY TRANSPORTATION

The availability of courtesy transportation to owners of vehicles involved in this campaign is of the utmost importance in maintaining customer satisfaction. Dealers are to take the steps necessary to ensure that these owners clearly understand that courtesy transportation is available and will be provided upon request at no charge to the owner.

To support dealer efforts in this regard, Cadillac has made specific adjustments to allow payment of courtesy transportation claims related to the completion of this campaign even though the labor time involved is less than two (2) hours. Dealers should submit such claims in the normal manner and appropriate credit will be issued.

PARTS INFORMATION

The parts required to complete this campaign should be obtained from the Parts Distribution Centers of General Motors Service Parts Operations (GMSPO). A description is provided below:

If there is difficulty obtaining these parts using normal ordering procedures, dealers may place a "CIO" order using advise code "2" with no special instruction code. If necessary, these parts may also be ordered on a "VIP" order and Cadillac will reimburse dealer for any surcharge involved.

SERVICE PROCEDURE

1. Disconnect the negative battery cable from the battery.

2. Remove the high mount stop lamp cover by gently lifting from the rear package shelf

3. Unscrew the two lamps from the high mount stop lamp lens assembly and reposition.

4. Gently lift the rear package shelf covering at the opening to access the RKE/UTD module. It is located approximately one inch forward of the opening. Remove the RKE/UTD module by pulling upward on the unit. It is held in place by two press in clips under the package shelf

5. Disconnect the electrical connector from the RKE/UTD module.

Notice: Proceed to Step 9 if the electrical signal feed between the RKE/UTD module and the horn relay has not been disconnected. Continue to Step 6 if this disconnection is visible.

6. Remove the blue TPA from the connector.

7. Remove electrical tape from the terminal and reinstall the black wire into cavity C-5 of the connector.

8. Reinstall TPA into the back of the connector.

9. Plug electrical connector into new RKE/UTD module.

10. Replace RKE/UTD module into the attaching holes under the package shelf Align the attachments of the RKE/UTD module with the holes under the package shelf and snap into place.

11. Replace both high mount stop lamps into the lens assembly and replace the high mount stop cover.

12. Reconnect the negative battery cable to the battery.

13. Install Campaign Completion Label.

CAMPAIGN COMPLETION LABEL

Upon completion of this campaign, a Campaign Completion Label (CAT. NO. S-1015) should be affixed on a clean, dry surface of the radiator core support in an area clearly visible when the hood is raised. Each label provides space to print in ink (or type) campaign number 93-C-2A and your five-digit Cadillac dealer code. Dealers are to take the steps necessary to ensure that these numbers are recorded and the label is properly affixed.

Credit for this campaign will be issued upon receipt of a properly prepared warranty claim which includes the following information:

* The "Parts Allowance" should be the sum total of the current GMSPO dealer net price plus 30% of all parts required for this repair.

** This labor time represents the actual time required to perform the correction. Dealers should apply for 0.1 additional hour for Campaign Administrative Allowance as "Other Labor Hours".

Dear 1993 Model Cadillac Owner:

Our records indicate that you are the owner of a 1993 model Fleetwood equipped with a Cadillac Theft Deterrent System that was purchased on or after January 1, 1993, from a Cadillac dealer in the State of New York. This letter is intended to advise you of action taken by Cadillac to correct a product condition that affects your vehicle.

Effective January 1, 1993, New York Business Law reduced to 3 minutes the amount of time that an audible motor vehicle burglar (theft) alarm can sound after activation before resetting and ceasing to sound. Offering for sale or installing a noncomplying alarm can result in a fine up to $100 for the first offense and up to $250 for later offenses. This law also facilitates enforcement of applicable noise pollution laws by permitting a notice of violation (ticket) to be affixed to an offending vehicle in a conspicuous place. These noise pollution laws include regulations issued by the State of New York and local law or ordinance such as those in New York City.

Since the theft deterrent system installed in the 1993 model Fleetwood did not comply with this law, all Cadillac dealers in the State of New York were instructed to disconnect the audible portion (horn) of the theft deterrent system on all 1993 model Fleetwoods prior to offering these vehicles for sale on or after January 1, 1993. This action was required to ensure immediate compliance with the law until complying parts became available. Note that all other aspects of the theft deterrent system continued to function as designed and the driver was still able to use the horn when needed.

We are pleased to announce that a new RKE/UTD module which complies with the motor vehicle burglar (theft) alarm 3 minute audible duration limit of current New York Business Law Section 399-U is now available. Your Cadillac dealer will install this replacement module on your vehicle at no cost to you.

The mailing of this letter has been coordinated to ensure that instructions for making this repair have been received by your dealer and that needed parts are available for your car. Please contact your Cadillac dealer as soon as possible to arrange a service appointment and courtesy transportation, if required. Please ask your dealer if you wish to know how much time is needed to perform this repair and process your vehicle.

The enclosed Campaign Owner Identification Card identifies your vehicle. Presentation of this card to your dealer will assist in making the necessary corrections in the shortest possible time. If you no longer own this vehicle, please let us know by completing this postage-paid reply card and returning it to us.
