CAMPAIGN: ECC AND WATER PUMP POWER MODULE REPLACEMENT

Cadillac Motor Car Division has determined that certain 1985 FWD Fleetwood and DeVille Models equipped with 4.1 liter V8 DFI (Engine Code 8) engines might experience one or both of two conditions:

(1) The water pump pulley hub might separate from the water pump shaft. This would result in loss of the water pump drive belt and could cause engine overheating possibly resulting in engine damage.

(2) Some of the vehicles might experience capacitor failure in the Electronic Climate Control (ECC) power module. If this were to occur it could cause illumination of the "SERVICE NOW" light and static interf erence in the radio sound system.

To prevent these conditions from occurring, dealers will be required to replace water pumps on all affected vehicles, and inspect, and if necessary, replace ECC power modules on some of the vehicles, according to the VIN ranges and service procedures contained in this bulletin.

VEHICLES INVOLVED

All 1985 FWD Fleetwood and Deville Models within the following VIN ranges:

Replace ECC Power Module AND Water Pump (4.1 liter VB DFI - engine code 8): From F4200001 through F4234578

Replace ONLY the Water Pump (4.1 liter V-8 DFI - engine code 8): From F4234579 through F4248478

SERVICE PROCEDURE

WATER PUMP REMOVAL

CAUTION:

With a pressurized cooling system, coolant temperature in the radiator can be considerably higher than the boiling point of the solution at atmospheric pressure. Removal of the radiator cap, while the cooling system is hot and under high pressure, will cause the solution to boil instantaneously with explosive force, spewing the solution over engine, fenders and persons nearby. If the solution contains flammable anti-freeze such as alcohol (not recommended for use at any time), there is also the possibility of causing a serious fire.

NOTE: For additional guidance refer to the service procedure and figures on pages 6B-10 and 6B-11 of the 1985 Cadillac Front Wheel Drive DeVille and Fleetwood Service Manual.

1. Disconnect the negative battery cable.

2. Remove the radiator cap when the engine is cool (See CAUTION at start of Procedure).

A. Turn the cap slowly to the left until it reaches a stop. Do not press down while turning the cap.

B. Wait until any remaining pressure (indicated by a hissing sound) is relieved, then press down on the cap and continue turning it to the left.

3. Drain the cooling system by opening the radiator drain valve.

4. Loosen the A/C accumulator from its bracket and position it out of the way.

5. Remove the A/C accumulator bracket from the wheelhouse.

6. Remove right hand cross-car brace.

7. Remove accessory drive belt.

8. Remove accessory drive belt idler pulley and bracket.

9. Remove the old water pump pulley and the old water pump.

10. Remove the old water pump gasket and discard it.

WATER PUMP INSTALLATION

1. Clean water pump and engine front cover sealing surfaces.

2. Thread the 3 water pump pulley bolts into the hub of the new water pump, then remove the 3 bolts. This will pre-thread the hub. Be sure to start the bolts square to the hub.

3. Install the new water pump gasket on the front cover studs.

4. Install the new water pump and tighten all fasteners to proper specifications, as shown at the top of page 6B-11 of the 1985 FWD DeVille and Fleetwood Service Manual.

5. Install the new water pump pulley. Torque the bolts to 30 N - m (22 ft. lbs.).

6. Reinstall the following:

A. Accessory drive belt idler pulley and bracket, leaving fasteners loose.

B. Right hand cross-car brace.

C. A/C accumulator bracket.

D. A/C accumulator.

E. Accessory drive belt.

7. Close the radiator drain valve, then refill cooling system with ethylene glycol base coolant, P/N 1052753, or equivalent which meets GM Spec. 1825M.

8. Reconnect the negative battery cable.

9. Run engine at idle and check for proper alignment of idler pulley. First, torque the attaching bolt to 45 N - m (33 ft. lbs.). Second, torque the two attaching nuts to 45 N - m (33 ft. lbs.).

10. Install the campaign label as described in this bulletin.

ECC POWER MODULE INSPECTION AND REPLACEMENT

NOTE: The ECC Power Module should first be inspected to see if it already has been serviced. The Power Module is OK, and need not be replaced if:

It has a 3/4"square, green sticker on the plastic mounting flange, or,

It has a 1/2" round, white sticker on the plastic mounting flange.

If neither sticker is present, proceed to step 1.

1. Disconnect the negative battery cable.

2. Locate the A/C evaporator and blower assembly, and find the ECC power module (See: Figure 1).

CAUTION:

The heat sink of the power module may be very hot. To help avoid personal injury, do not touch the heat sink unless you are sure that it is cool enough that it will not burn your hands.

3. Disconnect the two electrical connectors attached to the ECC power module.

4. Remove and save the 3 screws which secure the ECC power module, and remove the old module from the A/C Evaporator and Blower Housing.

5. Insert the new ECC power module, P/N 16049206, and secure it with the 3 screws saved from Step 4.

6. Reconnect the two electrical connectors to the new ECC power module.

7. Reconnect the negative battery cable.

CAMPAIGN COMPLETION LABEL

Upon completion of this campaign, a white campaign label (Cat. No. S-1015) should be affixed on a clean, dry surface of the radiator support tie bar in an area clearly visible when the hood is raised. Each label provides space to print in ink (or type) campaign number 85-C-1 and your five-digit Cadillac dealer code. Dealers are to take the steps necessary to insure that the numbers are properly recorded on the label.

Dear Cadillac Owner:

Records available to Cadillac Motor Car Division indicate you are the owner of a 1985 front-wheel-drive Fleetwood or DeVille equipped with a 4.1 liter V-8 DFI engine.

Cadillac has determined that your vehicle might experience water pump pulley hub separation from the water pump shaft. This condition would result in loss of the water pump drive belt and could cause engine overheating possibly resulting in engine damage.

To prevent this from occurring on your vehicle, please contact your Cadillac dealer to arrange a service date to have this condition corrected. Your dealer will install an improved water pump. Since your vehicle was produced there has been an improvement in the Electronic Climate Control (ECC) power module. Your dealer will inspect your vehicle and assure it is equipped with the new improved ECC power module. These services will be performed at no charge to you.

Instructions for making these corrections have been sent to your Cadillac dealer. The labor time to install the new water pump is approximately 2 hours. If the ECC power module needs to be replaced, it will take an additional 20 minutes. Please allow additional time for your dealer to process your vehicle.

The enclosed Owner Identification Card identifies your vehicle. Presentation of this card to your dealer will assist in making the inspection and correction in the shortest possible time. If you have sold or traded your vehicle, please complete the postage-paid card and return it to us. This will assist us in assuring all affected vehicles have been corrected.

We are sorry to cause you this inconvenience; however, we have taken this action in the interest of your continued satisfaction with our products.

General Motors bulletins are intended for use by professional technicians, not a "do-it-yourselfer". They are written to inform those technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions and know-how to do a job properly and safely. If a condition is described, do not assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See a General Motors dealer servicing your brand of General Motors vehicle for information on whether your vehicle may benefit from the information.
