THIS BULLETIN SUPPLEMENTS THE INFORMATION IN DEALER SERVICE INFORMATION BULLETIN 88-I-27 (CORPORATE REFERENCE NUMBER 810119), DATED AUGUST, 1988. PLEASE REFER TO BULLETIN 88-I-27 FOR ADDITIONAL INFORMATION ON SPECIFIC SCAN TOOLS AND SOURCES.
DURING THE 1989 MODEL YEAR CADILLAC WILL OFFER TWO VEHICLE SYSTEMS WHICH REQUIRE THE USE OF A SCAN TOOL FOR PROPER DIAGNOSIS; THE DEVILLE AND FLEETWOOD SUPPLEMENTAL INFLATABLE RESTRAINT SYSTEM (SIR) AND BROUGHAM CLOSED LOOP CATALYTIC CONVERTER (CLCC). ALL OTHER 1989 SYSTEMS REQUIRING DATA ACCESS ARE PROVIDED FOR IN ON-BOARD DIAGNOSTICS AND WILL NOT REQUIRE THE USE OF A SCAN TOOL.
MANY SCAN TOOL MANUFACTURERS HAVE INDICATED THAT THEY WILL PROVIDE TOOL UPDATES TO ADDRESS SIR SYSTEMS; AND ALMOST ALL SCAN TOOL MANUFACTURERS NOW PROVIDE TOOLS THAT ARE COMPATIBLE WITH BROUGHAM AND CIMARRON AND PAST MODEL CLCC, TBI AND PFI SYSTEMS USED ON CADILLAC VEHICLES.
THIS BULLETIN PROVIDES SOME ADVANCE INFORMATION FROM THE TOOL COMPANIES ABOUT 1989 UPDATES AND SOME ORDERING INFORMATION FOR CURRENTLY AVAILABLE TOOLS.
1989 BROUGHAM
THE BROUGHAM CLCC SYSTEM IS CARRYOVER FOR 1989. SCAN TOOLS WHICH WOULD PROPERLY DISPLAY DATA AND TROUBLE CODES ON A 1988 BROUGHAM WILL ALSO WORK ON 1989 BROUGHAM SYSTEMS. THE SERVICE DIAGNOSTIC PROCEDURES OUTLINED IN THE SERVICE INFORMATION MANUAL WILL CONTINUE TO REQUIRE THE USE OF A SCAN TOOL. (THE "CHECK ENGINE" LIGHT CAN STILL BE USED TO FLASH TROUBLE CODES, BUT "NON-SCAN" DIAGNOSTICS WILL NOT BE PROVIDED BY CADILLAC.)
SUPPLEMENTAL INFLATABLE RESTRAINTS (SIR)
THE SUPPLEMENTAL INFLATABLE RESTRAINT SYSTEM (SIR) WILL BECOME AVAILABLE AS OPTIONAL EQUIPMENT ON 1989 DEVILLES AND FLEETWOODS SOMETIME IN THE 1989 CALENDAR YEAR. SCAN TOOLS AND CARTRIDGES OBTAINED FOR SERVICING 1989 SIR SYSTEMS SHOULD ALSO BE COMPATIBLE WITH 1990 CADILLAC SIR SYSTEMS. (THE DIAGNOSTIC DATA IS PLANNED TO BE THE SAME IN 1990 AS 1989.)
ALTHOUGH CURRENT CODES CAN BE FLASHED ON THE "INFLATABLE RESTRAINT" TELLTALE LIGHT, THE SYSTEM DIAGNOSTIC PROCEDURES REQUIRE THAT A SCAN TOOL BE USED TO ACCESS ALL HISTORY TROUBLE CODES AND TO CLEAR CODES IN THE PROCESS OF DIAGNOSIS.
NOTES ON TECH 1
WHILE THE TECH 1 TOOL HAS BEEN MADE ESSENTIAL IN 1989 FOR OTHER GM DIVISIONS, TECH 1 WILL NOT BE ESSENTIAL FOR CADILLAC IN 1989 AND PROBABLY NOT IN 1990. HOWEVER, BECAUSE THE TOOL WILL BE ESSENTIAL FOR OTHER DIVISIONS, THE SUPPLIER IS OFFERING TECH 1 AT A SPECIAL PRICE TO ALL GM DEALERS AND A.S.E.P. COLLEGES FROM JUNE 1 THROUGH SEPTEMBER 1, 1988. SEE THE ATTACHED BROCHURE FOR MORE INFORMATION.
NOTES ON ON-BOARD DIAGNOSTICS AND SCAN TOOLS
SOME SCAN TOOLS CAN BE USED TO ACCESS DATA AND TROUBLE CODES ON VEHICLES EQUIPPED WITH ON-BOARD DIAGNOSTICS (ALLANTE, DFI, 1985- 1989 DEVILLES, ETC.) SCAN TOOLS ALSO OFFER ADDITIONAL VERSATILITY OVER ON-BOARDS BECAUSE THEY CAN BE USED UNDERHOOD AND OFFER ADDITIONAL FEATURES SUCH AS RECORDING SNAPSHOT DATA. HOWEVER, BECAUSE THE TOOL USES THE ALDL DATA STREAM TO GET PARAMETERS, THE TOOL DATA AND THE DIAGNOSTIC DATA WILL SOMETIMES NOT MATCH - WHEN IN DOUBT, DOUBLE CHECK USING THE ON-BOARD DISPLAY.
ONE EXAMPLE IS THAT WHEN A CODE IS SET ON SOME PAST MODEL DFI CARS, THE TOOL WILL SHOW THE SUBSTITUTED OR "FAILSOFT" SENSOR VALUE. DIAGNOSIS USING THE TOOL DATA WOULD LEAD TO FALSE REPLACEMENT OF AN ECM.

SCAN TOOL PURCHASE DECISIONS
POINTS TO CONSIDER:
1. DO YOU OWN A TOOL THAT CAN BE UPDATED TO MEET YOUR NEEDS?
MANY DEALERSHIPS AND TECHNICIANS CAN ACCOMMODATE THEIR REQUIREMENTS FOR TOOLS BY GETTING AN UPDATE OR ADAPTOR FOR AN EXISTING TOOL MODEL. THIS INCLUDES MAJOR EQUIPMENT SUCH AS SMART ENGINE ANALYZERS AND GM-CAMS.
2. IS THE TOOL USABLE WITH ALL GM PRODUCTS FROM 1981 THROUGH 1989?
THE CONSTRAINT ON MANY AVAILABLE TOOLS IS THE ABILITY TO WORK WITH HIGH SPEED DATA. HIGH SPEED DATA IS REFERRED TO AS 8192 CHARACTERS PER SECOND OR 8192 BAUD. THE ABILITY TO READ HIGH SPEED DATA IS ESSENTIAL. TOOLS THAT WILL READ DATA FROM A 1988 CIMARRON 2.8L ENGINE HAVE "HIGH SPEED" OR "8192 BAUD" OR "GMP4" CAPABILITY. MOST TOOLS THAT WILL READ HIGH SPEED DATA CAN ALSO READ DATA FROM ALLANTE, ELDORADO, AND SEVILLE DATA BUS OR "UART" SYSTEM.
SOME TOOLS CAN BOTH READ DATA AND "TALK" TO THE CAR BY SENDING ECM OR BCM COMMANDS AND REQUESTS FOR SPECIAL TESTS. WHILE THIS COULD BE A USEFUL FEATURE, CADILLAC SERVICE INFORMATION DOES NOT REQUIRE THAT THE TOOL BE CAPABLE OF COMMANDING SPECIAL TESTS.
DUAL DEALERS SHOULD NOTE THAT A NEW CAPABILITY REQUIRED FOR SOME NON-CADILLAC GM VEHICLES IS THE ABILITY TO READ DATA FROM STEERING WHEEL CONTROLS AND REMOTE RADIO SYSTEM DATA LINKS WHICH COMMUNICATE USING "E+C" OR "ENTERTAINMENT AND COMFORT" DATA FORMAT. APPLICATIONS INCLUDE "W" CARS AND 1989 OLDSMOBILE TORONADO. OTHER GM SYSTEMS SUCH AS DELCO ABS USED ON THE "W" CAR MAY REQUIRE THE USE OF A TOOL. AT PRESENT, GM TECHLINE PRODUCTS SUCH AS TECH 1 AND GM-CAMS ARE THE ONLY AVAILABLE TOOLS THAT HAVE THIS CAPABILITY.
3. HOW IS THE TOOL UPDATED?
TOOLS CAN BE UPDATED BY PURCHASING OR EXCHANGING A CARTRIDGE OR BY RETURNING THE ENTIRE TOOL FOR UPDATE. CONSIDER THE UPDATE COSTS CAREFULLY. THE RECURRING COST OF UPDATES COULD EXCEED THE TOOL PRICE WITHIN A FEW YEARS OF PURCHASE.
4. IS THE TOOL COMPATIBLE WITH NON-GM PRODUCTS?
TECHNICIANS AND DUALED DEALERSHIPS MAY NEED TOOLS THAT DIAGNOSE FORD, CHRYSLER, OR FOREIGN-MADE FUEL SYSTEMS, SIR, ETC. SOME SCAN TOOLS ARE COMPATIBLE WITH MORE THAN ONE MAKE OF CAR.
5. DOES THE TOOL WORK ON CARS WITH ON-BOARD DIAGNOSTICS?
A SCAN TOOL CAN DISPLAY DATA NOT AVAILABLE THROUGH DIAGNOSTICS. AN EXAMPLE IS FUEL INTEGRATOR ON PAST MODEL DFI, NOT AVAILABLE IN ON-BOARD DISPLAY BUT AVAILABLE THROUGH A SCAN TOOL. SEE "NOTES ON ON-BOARD DIAGNOSTICS AND SCAN TOOLS".
6. WILL THE TOOL RECORD DATA?
SOME TOOLS WILL RECORD AND PLAY BACK (SNAPSHOT) SEVERAL MINUTES OF DATA FOR USE IN DIAGNOSING INTERMITTENT CONDITIONS OF OTHER DRIVEABILITY CONDITIONS.
7. ESSENTIAL TOOL REQUIREMENTS.
OTHER DIVISIONS OF GM OR NON-GM FRANCHISES MAY HAVE A REQUIREMENT FOR A PARTICULAR MAKE OF SCAN TOOL AS ESSENTIAL. TECHNICIANS MAY WISH TO CONSIDER PURCHASE OF THE ESSENTIAL TOOL FOR THEIR OWN USE. DUALED DEALERSHIPS MAY WISH TO CONSIDER PURCHASE OF MORE TOOLS THAN THE ESSENTIAL TOOL QUANTITY REQUIRED. WHILE SERVICE OF SOME CADILLAC PRODUCTS REQUIRES THE USE OF A SCAN TOOL, THE CHOICE OF NAME BRAND IS LEFT TO THE DISCRETION OF THE PURCHASER.

WHILE IT IS POSSIBLE TO FLASH CURRENT SIR CODES ON THE "INFLATABLE RESTRAINT" TELLTALE LIGHT, A SCAN TOOL IS REQUIRED TO READ HISTORY CODES AND TO CLEAR CODES. THEREFORE, IT IS STRONGLY RECOMMENDED THAT ALL CADILLAC DEALERS UTILIZE A SCAN TOOL IN SIR DIAGNOSIS.
THE SCAN TOOLS AND CARTRIDGES USED ON THE 1989 DEVILLE AND FLEETWOOD WILL ALSO BE COMPATIBLE WITH THE 1990 DEVILLE AND FLEETWOOD SIR SYSTEM. THE 1990 ELDORADO, SEVILLE, AND ALLANTE WILL FEATURE A DIAGNOSTIC SYSTEM WHICH ALLOWS SIR CODES TO BE READ AND CLEARED USING THE ON-BOARD VEHICLE DISPLAYS.
