CAMPAIGN: STARTER MOTOR PINION STOP

SUBJECT: STARTER MOTOR PINION STOP

MODEL: CERTAIN 1994 DEVILLES (4.9L ENGINE)

CONDITION

General Motors has determined that certain 1994 model DeVilles (4.9L engine) may have improperly heat treated starter motor pinion stop collars. This condition could result in a part failure causing slow engine crank speeds or an engine no start condition.

DEALER ACTION

To prevent the failure from occurring, dealers are to inspect and, if necessary, repair certain starter motors on all affected vehicles as per the Service Procedure section of this bulletin. Starter motors with date codes of N093, N103, N113, N123, N133, N153 and N163 are to be repaired by replacing the pinion stop collar and retaining ring. No repairs are necessary on motors that fall outside of these date codes.

VEHICLES INVOLVED

All 1994 model DeVilles (4.9L engine) within the following VIN range require this campaign: From RU223740 Through and Including RU231486

All vehicles indicated on your Dealer List require this campaign; other suspect vehicles should be checked for campaign involvement prior to sale or service utilizing the Vehicle Information Service System (VISS).

DEALER LIST

A list of involved vehicles, which our records indicate were sold by or shipped to you, is enclosed for your follow-up. This list contains owner names, addresses and telephone numbers obtained from Cadillac delivery records. Dealers are to contact the owners of the vehicles indicated on their list and arrange for the campaign correction to be performed as soon as possible. If no list is enclosed, none of the involved vehicles are known to be in your area at this time.

DEALER CAMPAIGN RESPONSIBILITY

All unsold new vehicles in dealers' possession and subject to this campaign must be held and inspected/repaired per the service procedure of this campaign bulletin before owners take possession of these vehicles.

Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.

Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the dealer, and arrangements made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such owners a copy of the owner letter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the owner may not as yet have received the notification letter.

In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.

COURTESY TRANSPORTATION

The availability of courtesy transportation to owners of vehicles involved in this campaign is of the utmost importance in maintaining customer satisfaction. Dealers are to take the steps necessary to ensure that these owners clearly understand that courtesy transportation is available and will be provided upon request at no charge to the owner.

To support dealer efforts in this regard, Cadillac has made specific adjustments to allow payment of courtesy transportation claims related to the completion of this campaign even though the labor time involved is less than two (2) hours. Dealers should submit such claims in the normal manner and appropriate credit will be issued.

PARTS INFORMATION

The parts required to complete this campaign should be obtained from the Parts Distribution Centers of General Motors Service Parts Operations (GMSPO). A description is provided below:

GMSPO has limited quantities of parts which are in merchandised packages of 10 pieces each. If there is difficulty in ordering these parts using normal ordering procedures, dealers may place a "CIO" order using advise code "2" with no special instruction code. If necessary, these parts may also be ordered on a "VIP" order and Cadillac will reimburse dealer for any surcharge involved.

In order to ensure parts availability, please do not over order. Also, please make sure that removed parts are properly disposed of to prevent potential reuse. Note that these parts may also be obtained through other GM parts distribution channels, if necessary.

OWNER NOTIFICATION

Owners of vehicles affected by this campaign will be notified by letter from Cadillac Motor Car Division. A copy of the owner letter is attached.

SERVICE PROCEDURE

*** INSPECTION ***

1. All vehicles within the VIN range should be inspected to determine the starter motor date codes. The date codes are imprinted on the upper half of a tag located on the motor end of the starter. The tag information is read upside down as viewed from the bottom.

2. Vehicles should be inspected by raising the vehicle on a hoist and utilizing a mirror and a flashlight to read the date code in the mirror from below the vehicle. It is also acceptable to use a pliable material such as modeling clay or similar material to make an impression of the date code and then reading the impression in the mirror.

3. Starter motors with date codes of N093, N103, N113, N123, N133, N153 and N163 are to be repaired by replacing the pinion stop collar and retaining ring. Proceed to Step 5.

4. No repairs are necessary on starter motors that do not match the date codes indicated in Step 3. Proceed to Step 17.

*** REPAIR ***

Important: Remove negative battery cable at battery and remove starter from vehicle. Refer to pages 6D2-8, 6D2-11 and 6D2-13 of the 1993 Eldorado/Seville Service Information Manual - Final Edition regarding this "bench" repair.

5. Remove field lead attaching screw, from solenoid terminal.

6. Loosen but do not remove through bolts in the starter motor assembly. Do not separate the commutator end and frame.

7. Separate the frame with the armature inside from the housing.

8. Remove the thrust collar from the end of the shaft if it is not stuck to the housing.

9. Use care in removing and installing the retaining ring to prevent scratching or damaging the armature shaft.

10. Remove the pinion stop retaining ring first prying the pinion stop collar off the ring. Pry the pinion stop ring off of the armature with a small screw driver. Discard ring.

11. Remove pinion stop collar from armature shaft.

12. Install new pinion stop collar on armature shaft. Flat side goes towards pinion.

13. Install new retaining ring onto armature shaft and seat it in the shaft groove. Use due care not to damage the armature shaft.

14. Install thrust collar onto armature shaft with small flange toward retaining ring. Use two pliers to squeeze pinion stop collar and the thrust collar to seat the stop collar on the retaining ring.

15. Assemble the frame, armature, and drive assembly into the housing. Ensure the shift lever is engaged with the drive assembly. Ensure the armature shaft is engaged with the housing bearing. Tighten the through bolts.

16. Install starter field lead to solenoid and re-install starter on vehicle.

17. Install Campaign Completion Label.

CAMPAIGN COMPLETION LABEL

Upon completion of this campaign, a Campaign Completion Label (CAT. NO. S-1015) should be affixed on a clean, dry surface of the radiator core support in an area clearly visible when the hood is raised. Each label provides space to print in ink (or type) campaign number 94-C-2 and your five-digit Cadillac dealer code. Dealers are to take the steps necessary to ensure that these numbers are recorded and the label is properly affixed.

Credit for this campaign will be issued upon receipt of a properly prepared warranty claim which includes the following information:

* This labor time represents the actual time required to perform the correction. Dealers should apply for 0.1 additional hour for Campaign Administrative Allowance as "Other Labor Hours".

** The "Parts Allowance" should be the sum total of the current GMSPO dealer net price plus 40% of all parts required for this repair.

General Motors has determined that certain 1994 model DeVilles may have improperly heat treated starter motor pinion stop collars. This condition could result in a part failure causing slow engine crank speeds or an engine no start condition.

To prevent this failure from occurring, your Cadillac dealer will inspect and, if necessary, repair the starter motor on your vehicle at no cost to you.

The mailing of this letter has been coordinated to ensure that instructions for making this repair have been received by your dealer and that needed parts are available for your car. Please contact your Cadillac dealer as soon as possible to arrange a service appointment and courtesy transportation, if required. Please ask your dealer if you wish to know how much time is needed to perform this repair and process your vehicle.

The enclosed Campaign Owner Identification Card identifies your vehicle. Presentation of this card to your dealer will assist in making the necessary corrections in the shortest possible time. If you no longer own this vehicle, please let us know by completing this postage-paid reply card and returning it to us.
