MODEL: CERTAIN 1996 ELDORADOS AND SEVILLES
The National Traffic and Motor Vehicle Safety Act, as amended, provides that each vehicle which is subject to a recall campaign of this type must be adequately repaired within a reasonable time after the customer has tendered it for repair. A failure to repair within sixty (60) days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time.
If the condition is not adequately repaired within a reasonable time, the customer may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price less a reasonable allowance for depreciation.
To avoid having to provide these burdensome solutions, every effort must be made to promptly schedule an appointment with each customer and to repair their vehicle as soon as possible. As you will see in reading the attached copy of the customer letter, if the condition is not remedied within a reasonable time, they are instructed on how to contact the National Highway Traffic Safety Administration.
General Motors has decided that certain 1996 model Cadillac Eldorados and Sevilles fail to conform to Federal Motor Vehicle Safety Standards (FMVSS) 101 - Controls and Displays, 108 - Lamps and Reflective Devices, and 208 - Occupant Crash Protection. The analog instrument panel cluster on some of these vehicles may experience an internal short circuit. This short circuit can disrupt the Pass Key system and cause a no-start condition.
Also, if the short circuit occurs while driving, the instrument cluster will go blank, causing loss of gage function and all tell-tale indicators except for ABS, SIR, Park Brake and Service Engine Soon. The loss of the tell-tales for Seat Belts, Tum Signals, High Beam, Hazard, Oil Pressure, Coolant Temperature and others results in noncompliance with certain safety standards.
To prevent the possibility of this condition from occurring, and in order to comply with MVSS 101, 108 and 208, dealers are to inspect and, if necessary, replace the instrument panel cluster.
Involved are certain 1996 model Cadillac Eldorados and Sevilles equipped with Sport Interior/Analog Instrument Cluster (option code UY9) and built within the following VIN ranges:
Eldorado - From TU606497 Through and Including TU606513 No inspection required - IPC must be replaced (Refer to Step 15 of the Service Procedure)
Eldorado - From TU606763 Through and Including TU607457 Inspect for date codes 2955 through 3025 (Refer to Step 1 of the Service Procedure)
Seville - From TU810786 Through and Including TU810820 No inspection required - IPC must be replaced (Refer to Step 15 of the Service Procedure)
Seville - From TU811282 Through and Including TU812565 Inspect for date codes 2955 through 3025 (Refer to Step 1 of the Service Procedure)
Instrument panel clusters identified with date codes 2955 through 3025 must be replaced. Certain vehicles were corrected prior to shipment to dealers and are not included in this campaign. It is very important that dealers check their Dealer List and/or the Vehicle Information Service System (VISS) to confirm campaign involvement of suspect vehicles.
A list of involved vehicles, which our records indicate were sold by or shipped to you, is enclosed with this bulletin. This list is in VIN sequence and contains customer names, addresses and telephone numbers obtained from Cadillac delivery records. This information will enable dealers to follow-up with customers whose vehicles are involved in this campaign ard arrange for the correction to be performed as soon as possible. If no list is enclosed, none of the involved vehicles are known to be in your area at this time.
Customers will be notified of this campaign on their vehicles by letter from Cadillac Motor Car Division. A copy of the customer letter is included with this bulletin.
All unsold new vehicles in dealers' possession and subject to this campaign must be held and inspected/repaired per the service procedure of this campaign bulletin before customers take possession of these vehicles.
Dealers are to service all vehicles subject to this campaign at no charge to customers, regardless of mileage, age of vehicle, or ownership, from this time forward.
Customers of vehicles recently sold from your vehicle inventory, are to be contacted by the dealer, and arrangements made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such customers a copy of the customer letter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the customer may not as yet have received the notification letter.
In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.
This bulletin is notice to you that the new motor vehicles included in this campaign may not comply with the standards identified above. Under section 108 of the National Traffic and Motor Vehicle Safety Act, it is illegal for a dealer to sell a new motor vehicle which the dealer knows does not comply with an applicable Federal Motor Vehicle Safety Standard. As a consequence, if you sell any of these motor vehicles without first performing the campaign correction, your dealership may be subject to a civil penalty up to $1,000 for each such sale.
The availability of courtesy transportation to customers whose vehicles are involved in this campaign is of the utmost importance in maintaining customer satisfaction. Dealers are to take the steps necessary to ensure that these customers clearly understand that courtesy transportation is available and will be provided upon request at no charge. Dealers should submit such claims in the normal manner and appropriate credit will be issued.

Also, it is very important that defective clusters are promptly returned to United Radio Service.
Refer to the Vehicles Involved Section of this bulletin for specific VIN range service requirements.
Using a TECH 1, follow this procedure to obtain instrument panel cluster date code. Note that date codes are not available through Onboard Diagnostics.

o IPC Option A (IP S01) o IPC Option B (IP S02) o IPC Option C (IP S03) o IPC Option D (IP S04) o IPC Option E (IP S05) o IPC Set Temp (IP S06)
16. Upon receipt of the new cluster, follow the replacement procedure described in Section 8C, page 9, of the 1996 DeVille/Concours/Eldorado/Seville New Product Service Information Manual.
17. Theft Relearn Procedure
o The IPC controls the Pass Key system by reading the ignition key resistor pellet value then comparing it to the vehicle designated pellet value stored in the IPC EEPROM. The result of this comparison determines whether the IPC will allow vehicle starting by sending Vehicle Password message to the PCM which then enables the starter relay and injectors.
o After replacing the IPC, the PCM must be put into Password Learn Mode to be reprogrammed to the new IPC password. To put PCM into Password Learn Mode, turn the ignition on for 11 minutes, then tum it off for at least 30 seconds. Repeat this sequence three times (i.e.: total of 34.5 minutes). Note that battery voltage must be within normal limits (11- 16 volts) during this procedure.
18. Install GM Campaign Identification Label.
Upon completion of this campaign, a GM Campaign Identification Label should be affixed on a clean, dry surface of the radiator core support in an area clearly visible when the hood is raised. Each label provides space to print in ink or type campaign number 96-C-10 and your five-digit Cadillac dealer code. Dealers are to take the steps necessary to ensure that these numbers are recorded and the label is properly affixed along with it's clear protective plastic cover.
Additional labels and plastic covers are available at no cost by calling VISPAC, Incorporated at 1-800-269-5100, Monday through Friday 8:00 A. M. to 4:30 P. M. Eastern Standard Time. Please refer to Item Number S-1015 when ordering.

General Motors bulletins are intended for use by professional technicians, not a "do-it-yourselfer". They are written to inform those technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions and know-how to do a job properly and safely. If a condition is described, do not assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See a General Motors dealer servicing your brand of General Motors vehicle for information on whether your vehicle may benefit from the information.
