CAMPAIGN: TRANSMISSION SHIFT LINKAGE BRACKET

THE NATIONAL TRAFFIC AND MOTOR VEHICLE SAFETY ACT AS AMENDED PROVIDES THAT EACH VEHICLE WHICH IS SUBJECT TO A PRODUCT CAMPAIGN OF THIS TYPE MUST BE ADEQUATELY REQIRED WITHIN A REASONABLE TIME AFTER THE OWNER HAS TENDERED IT FOR REPAIR. FAILURE TO ADEQUATELY REPAIR WITHIN 60 DAYS AFTER TNEDER OF A VEHICLE IS PRIMA FACIE EVIDENCE OF FAILURE TO REPAIR WITHIN A REASONABLE TIME. IF THE CONDITION IS NOT ADEQUATELY REPAIRED WITHIN A REASONABLE TIME, THE OWNER MAY BE ENTITLED TO AN IDENTICAL OR REASONABLY EQUIVALENT VEHICLE AT NO CHARGE OR TO A REFUND OF THE PURCHASE PRICE LESS A REASONABLE ALLOWANCE FOR DEPRECIATION.

IN ORDER TO AVOID HAVING TO PROVIDE THESE BURDENSOME SOLUTIONS, EVERY EFFORT MUST BE MADE TO PROMPTLY SCHEDULE AN APPOINTMENT WITH EACH OWNER AND TO REPAIR HIS VEHCILE AS SOON AS POSSIBLE. AS YOU WILL SEE IN READING THE ATTACHED COPY OF THE LETTER WHICH IS BEING SENT TO OWNERS, THE OWNER IS BEING INSTRUCTED TO CONTACT THE NEAREST CADILLAC ZONE OFFICE IF HIS DEALER DOES NOT REMEDY THE CONDITION WITHIN FIVE DAYS OF THE MUTUALLY AGREED UPON SERVICE DATE. IF THE CONDITION IS NOT REMEDIED WITHIN A REASONABLE TIME, HE IS INSTRUCTED ON HOW TO CONTACT THE NATIONAL HIGHWAY TRAFFIC AND SAFETY ADMINISTRATION.

DEFECT INVOLVED

GENERAL MOTORS HAS DETERMINED THAT A SAFETY RELATED DEFECT EXISTS ON CERTAIN 1980 CADILLAC ELDORADOS AND SEVILLES. TWO SCREWS WHICH SECURE A TRANSMISSION SHIFT LINKAGE BRACKET TO ITS SUPPORT BRACKET MAY NOT HAVE BEEN PROPERLY TIGHTENED AND COULD FALL OUT. AS A RESULT, THE GEAR POSITIONS INDICATED BY THE TRANSMISSION SELECTOR MAY DIFFER FROM THE ACTUAL GEAR POSITION OF THE TRANSMISSION. SPECIFICALLY, IF THE DRIVER PLACES THE TRANSMISSION SELECTOR IN "PARK" POSITION WITHOUT SETTING THE PARKING BRAKE, THE TRANSMISSION MAY NOT ACTUALLY BE IN THE "PARK" POSITION AND THE VEHICLE MAY ROLL IF LEFT UNATTENDED ON AN INCLINED SURFACE. IN ADDITION, WHEN STARTING A VEHICLE WITH THE SELECTOR IN THE "N" (NEUTRAL) OR "P" (PARK) POSITION, THE TRANSMISSION MAY ACTUALLY BE IN GEAR AND THE VEHICLE MAY MOVE FORWARD OR REARWARD WHEN THE ENGINE IS STARTED. IN EITHER OF THESE CASES, A VEHICLE CRASH WITHOUT PRIOR WARNING COULD OCCUR.

TO PREVENT THE POSSIBILITY OF THESE CONDITIONS OCCURRING, DEALERS ARE TO TIGHTEN THE SCREWS TO THE PROPER TORQUE ACCORDING TO THE SERVICE PROCEDURES INCLUDED IN THIS BULLETIN.

ALL 1980 SEVILLES AND ELDORADOS WITHIN THE FOLLOWING BROADCAST NUMBER RANGE REQUIRE THIS CAMPAIGN:

OWNER NOTIFICATION

OWNERS OF ALL AFFECTED VEHICLES WILL BE NOTIFIED BY CADILLAC OF THIS CAMPAIGN. A COPY OF THE OWNER LETTER IS ATTACHED. A LIST OF THOSE VEHICLES INVOLVED, WHICH OUR RECORDS INDICATE WERE SOLD BY YOU, IS ENCLOSED FOR YOUR FOLLOW UP. A SUGGESTED OWNER FOLLOW UP LETTER FOR DEALERSHIP USE IS ATTACH- ED. THIS LISTING CONTAINS OWNER NAMES AND ADDRESSES OBTAINED FROM CADILLAC DELIVERY RECORDS.

DEALER CAMPAIGN RESPONSIBILITY

DEALERS ARE TO SERVICE, AT NO CHARGE TO THE OWNER, ALL VEHICLES SUBJECT TO THIS CAMPAIGN REGARDLESS OF MILEAGE, AGE OF VEHICLE, OR OWNERSHIP. WHENEVER A VEHICLE SUBJECT TO THIS CAMPAIGN IS TAKEN INTO YOUR NEW OR USED VEHICLE INVENTORY OR IS IN YOUR DEALERSHIP FOR SERVICE IN THE FUTURE, YOU SHOULD TAKE THE STEPS NECESSARY TO BE SURE THE CAMPAIGN CORRECTION HAS BEEN MADE.

SERVICE PROCEDURE

1. OPEN HOOD.

2. INSPECT TRANSMISSION SHIFT LINKAGE BRACKET SHOWN IN ILLUSTRATION TO DETERMINE PRESENCE OF TWO SCREWS SECURING LINKAGE BRACKET TO LINKAGE BRACKET SUPPORT AND TO ENSURE THAT A SPACER IS PRESENT UNDER THE HOOD OF EACH SCREW. INSTALL SPACER (P/N 4910181) IF MISSING.

CAUTION:

BRACKET MAY BE HOT. CARE SHOULD BE TAKEN TO AVOID BURNING FINGERS.

3. TORQUE BOTH SCREWS TO 3.4 TO 4.6 NEWTON METERS (30 TO 41 IN LBS.). INSPECT FOR PROPER THREAD PENETRATION OF BOTH SCREWS THROUGH THE SHIFT LINKAGE BRACKET. AT LEASE THREE COMPLETE THREADS SHOULD BE EXPOSED.

4. CAREFULLY DAB WHITE PAINT ON THE THREADED ENDS OF BOTH SCREWS.

5. INSTALL CAMPAIGN COMPLETION LABEL AND CLOSE HOOD.

CREDIT FOR THE CAMPAIGN WILL BE ISSUED UPON RECEIPT OF A PROPERLY PREPARED WARRANTY CLAIM AS FOLLOWS:

THE LABOR TIME REPRESENTS THE TIME REQUIRED TO PERFORM THE CORRECTION. ADD .1 HOUR FOR ADMINISTRATIVE ALLOWANCE.

INCLUDE SPACER PART NUMBER AND QUANTITY IF REQUIRED.

CAMPAIGN COMPLETION LABEL

EACH LABEL PROVIDES SPACE IN WHICH TO PRINT OR TYPE CAMPAIGN NO. 80-C-1 AND THE 5 DIGIT DEALER CODE. DEALERS ARE TO TAKE THE NECESSARY STEPS TO ENSURE THAT BOTH NUMBERS ARE PROPERLY RECORDED BEFORE AFFIXING THE LABEL ON THE RADIATOR CRADLE. LABELS ARE TO BE INSTALLED ON A CLEAN, DRY SURFACE OF THE RADIATOR CRADLY TO THE RIGHT OF THE RADIATOR ASSEMBLY IN AN AREA VIAIBLE WHENEVER THE VEHICLE IS BROUGHT IN FOR SERVICE BY THE OWNER.
