Cadillac introduced a program to dealers for exchange and repair of the optional digital cluster tube and circuit board assemblies in Dealer Service Information Bulletin No. 82-I-16 dated February, 1982. Dealers were at that time advised to use those tube and circuit board assemblies in dealer parts inventory until gone, and then order exchange units from the A/C-Delco Service Center from that point on. Dealer inventories of tube and circuit board assemblies purchased through GM Parts should now be exhausted.
Effective immediately, only exchange repair units from an authorized AC-Delco Service Center listed in this bulletin will be accepted under warranty. Use of a new tube and circuit board assembly from GM Parts will require zone approval.
The repair program has been extended to cover exchanges of 1983 tube and circuit board assemblies. Following is a list of all available exchange units:
An exchange tube and circuit board assembly may be obtained by calling one of the three authorized service centers listed in this bulletin. Please note that all three Service Centers have toll free numbers available for this purpose. A requested unit will be shipped via UPS within 24 hours along with a memo billing for the unit. After replacing the tube and circuit board in a vehicle, dealers are to immediately return the failed unit, packaged as instructed in this bulletin, to the AC-Delco Service Center from which the exchange tube and circuit board assembly was obtained.
The Service Center will bill dealers directly for all out-of-warranty repairs and cancel the memo billing upon receipt of the failed tube and circuit board assembly. Use the following procedure for all in-warranty repairs:
In-Warranty Tube and Circuit Board Claim Procedure
1. Fill out all applicable sections of the AC-Delco warranty repair claim form ACD-1078 Cat.No. S1016) including a description of the condition in the "nature of problem" area of the warranty form to assist the Service Center in isolating the cause of the condition.
2. Usihg the shipping instructions contained in this bulletin, send the inoperative tube and circuit board assembly only (DO NOT SEND ENTIRE CLUSTER) and all five copies of the completed ACD-1078 warranty form to the AC-Delco Service Center. This must be done the same day the exchange unit is installed on a vehicle. The dealer copy of the ACD-1078 will be returned and the memo billing cancelled upon completion of the repair.
3. Attach the returned "dealer copy" of the AC-Delco ACD-1078 warranty form to the scrapping copy of the R.O.
Packaging Instructions
Digital cluster tube and circuit board assemblies are delicate electronic components. To avoid shipping damage, use the following packing instructions:
1. The inoperative tube and circuit board must be immediately packed and returned to the Service Center in the reusable container in which the exchange unit was received. Failure to return the unit in this special container can result in a $10.00 container replacement fee charged to you.
2. The tube and circuit board should be placed upside down in the inner carton making sure each end is aligned to fit properly in the molded carton padding.
3. Slide the outer carton over the inner carton and seal the two together with sealing tape.

General Motors bulletins are intended for use by professional technicians, not a "do-it-yourselfer". They are written to inform those technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions and know-how to do a job properly and safely. If a condition is described, do not assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See a General Motors dealer servicing your brand of General Motors vehicle for information on whether your vehicle may benefit from the information.
