CAMPAIGN: W/S WIPER MOTOR RELAY CAPACITOR MAY FAIL

SUBJECT: 1983 ELDORADO AND SEVILLE (EQUIPPED WITH DELCO/BOSE RADIO SOUND SYSTEM AND CONTROLLED CYCLE WIPER SYSTEM) WINDSHIELD WIPER MOTOR RELAY CAPACITOR MAY FAIL

The National Traffic and Motor Vehicle Safety Act, as amended, provides that each vehicle which is subject to a recall campaign of this type must be adequately repaired within a reasonable time after the owner has tendered it for repair. A failure to adequately repair within sixty (60) days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time. If the condition is not adequately repaired within a reasonable time, the owner may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price less a reasonable allowance for depreciation.

To avoid having to provide these burdensome solutions, every effort must be made to promptly schedule an appointment with each owner and to repair their vehicle as soon as possible. As you will see in reading the attached copy of the letter which is being sent to owners, the owners are being instructed to contact the nearest Cadillac Zone Off ice if the dealer does not remedy the condition within five (5) days of the agreed upon service date. If the condition is not remedied within a reasonable time, owners are instructed on how to contact the National Highway Traffic Safety Administration.

Defect Involved

General Motors has determined that a defect which relates to motor vehicle safety exists in some early production 1983 Cadillac Eldorados and Sevilles equipped with a Delco/Bose radio sound system and a controlled cycle (delay) windshield wiper system. These vehicles have a noise suppression capacitor in the windshield wiper motor delay relay which may overheat during operation of the delay feature. This condition could result in loss of windshield wiper operation and under certain conditions could result in an underhood fire. Such a fire could, in time, spread to the passenger compartment and cause burn injuries to occupants remaining in the vehicle.

To prevent the possibility of this condition occurring in vehicles involved, the windshield wiper motor delay relay capacitor is to be removed as instructed in the Service Procedure of this bulletin.

Vehicles Involved

1983 Cadillac Eldorados and Sevilles equipped with a Delco/Bose radio sound system (Option UU8) and a controlled cycle (delay) windshield wiper system within the following VIN range require this campaign (Cadillac records indicate that a total of 2,265 vehicles are af f ected):

Eldorado - DE600001 through DE610495 Seville - DE800001 through DE804838

Owner Notification

Owners of all affected vehicles will be notified by Cadillac of this campaign. A copy of the owner letter is attached. A list of those vehicles involved, which our records indicate were sold by you, is enclosed for your follow-up. This listing contains owner names and addresses obtained from Cadillac delivery records. You are urged to limit the use of this listing for the follow-up necessary to complete this campaign.

Dealer Campaign Responsibility

Dealers are to service all vehicles subject to this campaign, regardless of mileage, age of vehicle, or ownership, from this time forward.

Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your dealership for service in the future, you should take the steps necessary to be sure the campaign correction has been made before reselling or releasing the vehicle.

Service Procedure

1. Open hood. Loosen and move windshield washer fluid reservoir located on left front fender inner wheelhouse to gain access to windshield wiper motor.

2. Remove both electrical connectors from windshield wiper motor.

3. Remove windshield wiper motor black plastic cover by grasping cover in area of electrical terminals and pulling outward.

4. Remove delay relay yellow plastic cover by unlatching from its base and rotating clockwise to clear printed circuit board components.

5. Remove capacitor from delay relay by cutting the leads as close to terminals A and B as possible. Refer to illustration.

NOTICE: BE EXTREMELY CAREFUL NOT TO CUT RED COIL WIRES WHEN CUTTING THE CAPACITOR LEADS. A RED COIL WIRE IS ATTACHED TO TERMINAL B (REFER TO ILLUSTRATION) AND IS VERY DIFFICULT TO SEE. CUTTING THE RED COIL WIRE WILL RESULT IN TOTAL LOSS OF WIPER OPERATION.

6. Reinstall relay yellow plastic cover, windshield wiper motor black plastic cover and electrical connectors to motor terminals.

7. Reinstall washer fluid reservoir.

8. Inspect operation of windshield wiper motor, washer and delay feature. If the windshield wipers do not work, verify that the red coil wire was not cut. If the red coil wire was cut, replace the relay.

9. Install campaign completion label described in this bulletin and close hood.

Campaign Completion Label

Upon completion of this campaign, a white campaign label (Cat. No. S-1015) should be affixed on a clean, dry surface of the radiator core support in an area clearly visible when the vehicle hood is raised. Each label provides space to print in ink or type Campaign 83-C-2 and your five-digit dealer code. Dealers are to take the steps necessary to insure that the numbers are properly recorded on the label.

Credit for this campaign will be issued upon receipt of a properly prepared warranty claim as follows:

The labor time listed above represents the actual time required to perform the correction. Dealers should apply for 0.1 additional hour for administrative allowance as "Other Labor Hours".

This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act.

To prevent the possibility of this condition occurring on your vehicle, please contact your Cadillac Dealer to arrange a service date to have your vehicle corrected by modifying the windshield wiper motor delay relay. This service will be perf ormed at no charge to you.

Instructions for making this correction have been sent to your Cadillac Dealer. The labor time necessary to perform this correction is approximately 10 minutes. Please allow additional time for the dealer to process your vehicle. Until you have your vehicle corrected do not use the windshield wiper delay feature. When it is necessary to use the windshield wiper system, you should only use the medium or high position.

Your Cadillac Dealer is best equipped to provide service to ensure your vehicle is corrected as promptly as possible. However, if you take your vehicle to your dealer on the agreed service date and they do not remedy this condition on that date or within five days, we recommend you contact your nearest Cadillac Zone Off ce, either in person or by telephone for assistance. The zone office will assist you and your dealer in getting your vehicle corrected. The locations and telephone numbers of the zone offices are listed in your Owner's Manual.

After contacting your dealer and the zone off ice, if you are still not satisfied that we have done our best to remedy this condition without charge within a reasonable time, you may wish to write the Administrator, National Highway Traffic Safety Administration, 400 Seventh Street, S.W., Washington, D.C. 20590, or call 800- 424-9393 (Washington, D.C. residents use 426-0123).

The enclosed Owner Identification Card identifies your vehicle. Presentation of this card to your dealer will assist in making the necessary correction to your vehicle in the shortest possible time. If you have sold or traded your vehicle, please let us know by completing the postage-paid Owner Identification Card and returning it to us. This will assist us in correcting all affected vehicles and will eliminate the necessity for contacting you during any subsequent follow-up notification.
