PRODUCT RECALL CAMPAIGN
PRODUCT SAFETY CAMPAIGN
THE HIGHWAY SAFETY ACT, AS AMENDED, PROVIDES THAT EACH VEHICLE WHICH IS SUBJECT TO A RECALL CAMPAIGN OF THIS TYPE MUST BE ADEQUATELY REPAIRED WITHIN A REASONABLE TIME AFTER THE CUSTOMER HAS TENDERED IT FOR REPAIR. A FAILURE TO REPAIR WITHIN SIXTY (60) DAYS AFTER TENDER OF A VEHICLE IS PRIMA FACIE EVIDENCE OF FAILURE TO REPAIR WITHIN A REASONABLE TIME.
IF THE CONDITION IS NOT ADEQUATELY REPAIRED WITHIN A REASONABLE TIME, THE CUSTOMER MAY BE ENTITLED TO AN IDENTICAL OR REASONABLY EQUIVALENT VEHICLE AT NO CHARGE OR TO A REFUND OF THE PURCHASE PRICE LESS A REASONABLE ALLOWANCE FOR DEPRECIATION.
TO AVOID HAVING TO PROVIDE THESE BURDENSOME REMEDIES, EVERY EFFORT MUST BE MADE TO PROMPTLY SCHEDULE AN APPOINTMENT WITH EACH CUSTOMER AND TO REPAIR THEIR VEHICLE AS SOON AS POSSIBLE. AS YOU WILL SEE IN READING THE ATTACHED COPY OF THE DIVISIONAL LETTER THAT IS BEING SENT TO CUSTOMERS, THE CUSTOMERS ARE BEING INSTRUCTED TO CONTACT THE APPROPRIATE CUSTOMER ASSISTANCE CENTER IF THEIR DEALER DOES NOT REMEDY THE CONDITION WITHIN FIVE (5) DAYS OF THE MUTUALLY AGREED UPON SERVICE DATE. IF THE CONDITION IS NOT REMEDIED WITHIN A REASONABLE TIME, THEY ARE INSTRUCTED ON HOW TO CONTACT THE NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION.
DEFECT INVOLVED
GENERAL MOTORS HAS DECIDED THAT A DEFECT WHICH RELATES TO MOTOR VEHICLE SAFETY EXISTS IN CERTAIN 1995 CADILLAC CONCOURS, DEVILLE, ELDORADO, AND SEVILLE MODEL VEHICLES. IF THE VEHICLE IS DRIVEN THROUGH DEEP STANDING WATER OR OTHERWISE ACCUMULATES A SUBSTANTIAL AMOUNT OF WATER OR FLUID ON THE CARPETING UNDER THE DRIVER'S SEAT, MOISTURE MAY ENTER THE AIR BAG SENSING AND DIAGNOSTIC MODULE (SDM). IF THE INTERIOR OF THE SDM IS EXPOSED TO WATER, ONE OR BOTH OF THE VEHICLE AIR BAGS MAY DEPLOY WITHOUT PRIOR WARNING. AIR BAGS DEPLOY WITH GREAT FORCE AND CAN SERIOUSLY INJURE ANYONE WHO IS TOO CLOSE TO THEM. TO REDUCE THE POSSIBILITY OF THIS CONDITION OCCURRING, DEALERS ARE TO CLEAN THE EXTERIOR CASE OF THE SDM AND APPLY POTTING COMPOUND (SPECIALIZED SEALER) TO THE SDM CASE AND ELECTRICAL CONNECTOR BODY.
VEHICLES INVOLVED
INVOLVED ARE ALL 1995 CADILLAC CONCOURS, DEVILLE, ELDORADO, AND SEVILLE MODEL VEHICLES BUILT WITHIN THE FOLLOWING VIN BREAKPOINTS:
YEAR DIVISION MODEL PLANT CODE FROM THROUGH 1995 CADILLAC CONCOURS HAMTRAMCK "U" SU200002 SU267821 1995 CADILLAC DEVILLE HAMTRAMCK "U" SU200001 SU267834 1995 CADILLAC ELDORADO HAMTRAMCK "U" SU600001 SU613663 1995 CADILLAC SEVILLE HAMTRAMCK "U" SU800003 SU821127
INVOLVED VEHICLES HAVE BEEN IDENTIFIED BY VEHICLE IDENTIFICATION NUMBER. COMPUTER LISTINGS CONTAINING THE COMPLETE VEHICLE IDENTIFICATION NUMBER, CUSTOMER NAME AND ADDRESS DATA HAVE BEEN PREPARED, AND ARE BEING FURNISHED TO INVOLVED DEALERS WITH THE CAMPAIGN BULLETIN. THE CUSTOMER NAME AND ADDRESS DATA FURNISHED WILL ENABLE DEALERS TO FOLLOW-UP WITH CUSTOMERS INVOLVED IN THIS CAMPAIGN. ANY DEALER NOT RECEIVING A COMPUTER LISTING WITH THE CAMPAIGN BULLETIN HAS NO INVOLVED VEHICLES CURRENTLY ASSIGNED.
THESE DEALER LISTINGS MAY CONTAIN CUSTOMER NAMES AND ADDRESSES OBTAINED FROM STATE MOTOR VEHICLE REGISTRATION RECORDS. THE USE OF SUCH MOTOR VEHICLE REGISTRATION DATA FOR ANY OTHER PURPOSE IS A VIOLATION OF LAW IN SEVERAL STATES. ACCORDINGLY, YOU ARE URGED TO LIMIT THE USE OF THIS LISTING TO THE FOLLOW-UP NECESSARY TO COMPLETE THIS CAMPAIGN.

DEALER CAMPAIGN RESPONSIBILITY
ALL UNSOLD NEW VEHICLES IN DEALERS' POSSESSION AND SUBJECT TO THIS CAMPAIGN MUST BE HELD AND INSPECTED/REPAIRED PER THE SERVICE PROCEDURE OF THIS CAMPAIGN BULLETIN BEFORE CUSTOMERS TAKE POSSESSION OF THESE VEHICLES.
DEALERS ARE TO SERVICE ALL VEHICLES SUBJECT TO THIS CAMPAIGN AT NO CHARGE TO CUSTOMERS, REGARDLESS OF MILEAGE, AGE OF VEHICLE, OR OWNERSHIP, FROM THIS TIME FORWARD.
CUSTOMERS WHO HAVE RECENTLY PURCHASED VEHICLES SOLD FROM YOUR VEHICLE INVENTORY, AND FOR WHICH THERE IS NO CUSTOMER INFORMATION INDICATED ON THE DEALER LISTING, ARE TO BE CONTACTED BY THE DEALER. ARRANGEMENTS ARE TO BE MADE TO MAKE THE REQUIRED CORRECTION ACCORDING TO THE INSTRUCTIONS CONTAINED IN THIS BULLETIN. THIS COULD BE DONE BY MAILING TO SUCH CUSTOMERS A COPY OF THE APPROPRIATE DIVISIONAL CUSTOMER LETTER ACCOMPANYING THIS BULLETIN. CAMPAIGN FOLLOW-UP CARDS SHOULD NOT BE USED FOR THIS PURPOSE, SINCE THE CUSTOMER MAY NOT AS YET HAVE RECEIVED THE NOTIFICATION LETTER.
IN SUMMARY, WHENEVER A VEHICLE SUBJECT TO THIS CAMPAIGN ENTERS YOUR VEHICLE INVENTORY, OR IS IN YOUR DEALERSHIP FOR SERVICE IN THE FUTURE, PLEASE TAKE THE STEPS NECESSARY TO BE SURE THE CAMPAIGN CORRECTION HAS BEEN MADE BEFORE SELLING OR RELEASING THE VEHICLE.
SERVICE PROCEDURE
THE SDM CAN MAINTAIN SUFFICIENT VOLTAGE TO CAUSE A DEPLOYMENT FOR UP TO TEN (10) SECONDS AFTER THE IGNITION SWITCH IS TURNED "OFF", THE BATTERY IS DISCONNECTED, OR THE FUSE POWERING THE SDM IS REMOVED. MANY SERVICE PROCEDURES REQUIRE REMOVAL OF THE SIR FUSE AND DISCONNECTION OF THE DEPLOYMENT LOOPS TO AVOID AN ACCIDENTAL DEPLOYMENT. IF THE INFLATOR MODULES ARE DISCONNECTED FROM THE DEPLOYMENT LOOP AS NOTED IN THE PROCEDURE THAT FOLLOWS, SERVICE CAN BEGIN IMMEDIATELY WITHOUT WAITING FOR THE TEN (10) SECOND TIME PERIOD TO EXPIRE.
1. TURN THE IGNITION SWITCH TO THE "ON" POSITION AND VERIFY THAT THE "AIR BAG" WARNING LAMP FLASHES SEVEN (7) TIMES AND THEN TURNS "OFF".
IF THE "AIR BAG" WARNING LAMP DOES NOT OPERATE AS DESCRIBED, PERFORM THE SIR DIAGNOSTIC SYSTEM CHECK AS DESCRIBED IN SECTION 9J OF THE APPROPRIATE SERVICE MANUAL BEFORE PROCEEDING.

17. THOROUGHLY CLEAN THE EXTERIOR OF THE SDM CASE USING THE 3M SCOTCH BRITE PAD PROVIDED. PAY CAREFUL ATTENTION TO THE AREAS WHERE POTTING COMPOUND WILL BE APPLIED, SO THAT THE POTTING COMPOUND CAN BOND TO A CLEAN SURFACE. IF NECESSARY, CAREFULLY REMOVE ANY LIGHT OXIDATION/CORROSION FROM THE CASE. USING A CLEAN SHOP CLOTH, CAREFULLY REMOVE ANY CLEANING RESIDUE FROM THE SURFACE OF THE SDM CASE.
18. FOR CONTROLLED FLOW OF POTTING COMPOUND, CUT OFF THE TIP OF ONE OF THE APPLICATOR TIPS TO PROVIDE THE SMALLEST POSSIBLE OPENING (APPROXIMATELY 2MM INNER DIAMETER). CAREFULLY APPLY LOCTITE 5140 POTTING COMPOUND AS SHOWN IN FIGURE 5 PER THE FOLLOWING INSTRUCTIONS:
IT IS VERY IMPORTANT THAT THE POTTING COMPOUND BE ALLOWED TO SET UP FOR 15 MINUTES AFTER APPLICATION AROUND THE CONNECTOR BODY, AND FOR 25 MINUTES AFTER THE REMAINING APPLICATION. INSTALLATION OF THE SDM BACK INTO THE VEHICLE BEFORE THE POTTING COMPOUND HAS HAD ADEQUATE TIME TO SET UP MAY RESULT IN AN INEFFECTIVE SEAL, WHICH COULD ALLOW WATER TO ENTER THE SDM CASE. IF WATER ENTERS THE SDM CASE, AN UNWANTED AIR BAG DEPLOYMENT COULD OCCUR.
POSITION THE SDM SO THAT THE ELECTRICAL CONNECTOR IS FACING UP. CAREFULLY APPLY POTTING COMPOUND AROUND THE CONNECTOR BODY AS SHOWN IN FIGURE 5. ALLOW THE POTTING COMPOUND TO SET UP FOR 15 MINUTES BEFORE REPOSITIONING THE SDM FOR THE NEXT APPLICATION OF POTTING COMPOUND.

POSITION THE SDM SO THAT THE BOTTOM IS FACING UP. CAREFULLY APPLY POTTING COMPOUND TO THE CASE JOINT, MAKING SURE THAT THE ENTIRE LENGTH OF THE JOINT IS SEALED. APPLY POTTING COMPOUND TO THE TWO (2) SCREW RECESSES IN THE BOTTOM OF THE CASE AS SHOWN IN FIGURE 5. APPLY SUFFICIENT POTTING COMPOUND TO THE SCREW CAVITIES TO FILL THEM, BUT DO NOT OVERFLOW ONTO THE BOTTOM OF THE CASE. ALLOW THE POTTING COMPOUND TO SET UP FOR 25 MINUTES BEFORE RE-INSTALLING THE SDM INTO THE VEHICLE.
IF ONLY ONE SDM IS BEING SEALED, IMMEDIATELY REMOVE AND DISCARD THE APPLICATOR TIP, AND SECURELY INSTALL THE CAP TO THE TUBE. EACH TUBE OF POTTING COMPOUND WILL SERVICE EIGHT VEHICLES; RETAIN UNUSED PORTION TO SERVICE FUTURE VEHICLES. ADDITIONAL APPLICATOR TIPS HAVE BEEN PROVIDED (8 TIPS PER TUBE OF POTTING COMPOUND) SO THAT IT IS NOT NECESSARY TO SAVE THE APPLICATOR TIP FOR RE-USE ON ANOTHER VEHICLE AT A LATER DATE.
19. WITH THE ARROW ON THE TOP OF THE SDM POINTING TOWARD THE FRONT OF THE VEHICLE, INSTALL THE MODULE TO THE FLOOR PAN. SEE FIGURE 4.
20. INSTALL THE SDM FASTENERS AND TIGHTEN TO 11 N M (98 LB. IN.).
21. RECONNECT THE ELECTRICAL CONNECTOR TO THE SDM AND INSTALL THE CONNECTOR POSITION ASSURANCE (CPA).
22. APPLY DOUBLE-SIDED TAPE TO THE CARPET AND SECURE CARPET IN PLACE OVER THE SDM.

GM BULLETINS ARE INTENDED FOR USE BY PROFESSIONAL TECHNICIANS, NOT A "DO-IT-YOURSELFER". THEY ARE WRITTEN TO INFORM THESE TECHNICIANS OF CONDITIONS THAT MAY OCCUR ON SOME VEHICLES, OR TO PROVIDE INFORMATION THAT COULD ASSIST IN THE PROPER SERVICE OF A VEHICLE. PROPERLY TRAINED TECHNICIANS HAVE THE TOOLS, EQUIPMENT, SAFETY INSTRUCTIONS, AND KNOW-HOW TO DO A JOB PROPERLY AND SAFELY. IF A CONDITION IS DESCRIBED, DO NOT ASSUME THAT THE BULLETIN APPLIES TO YOUR VEHICLE, OR THAT YOUR VEHICLE WILL HAVE THAT CONDITION.
