NEW CARRIER DELIVERY RECEIPT 5-DIGIT VEHICLE DAMAGE CODE

IN THE NEAR FUTURE, GENERAL MOTORS WILL INTRODUCE A NEW TRANSPORTATION CLAIM SUBMISSION PROCEDURE, SIMILAR TOTHE CURRENT WARRANTY CLAIM SUBMISSION PROCEDURES. THE NEW PROCESS WILL STREAMLINE THE ENTIRE TRANSPORTATION CLAIM PROCESSIN CYCLE FOR GM DIVISIONS AND ASSEMBLY PLANTS, CARRIERS AND GM DEALERS.

THE NEW PROCEDURE WILL PROVIDE THE DEALERS WITH SEVERAL IMPORTANT ADVANTAGES:

SIMPLIFIED TRANSPORTATION CLAIM SUBMISSION USE OF THE ONE LINE CLAIM FORMAT USE OF DCS FOR CLAIM SUBMISSION ALL SUPPORTING DOCUMENTATION RETAINED AT THE DEALERSHIP FASTER AUTOMATED PROCESSING - IMPROVING DEALER CASH FLOW

THE KEY TO THIS NEW PROCEDURE IS A NEW 5-DIGIT DAMAGE CODE SYSTEM THAT ACCURATELY DESCRIBES TRANSPORTATION DAMAGE AND/OR SHORTAGES, AND ELIMINATES THE NEED FOR HANDWRITTEN NOTATIONS. THIS NEW 5-DIGIT DAMAGE CODE IS CURRENTLY BEING USED ON ALL ASSEMBLY PLANT AND RAIL RAMP INSPECTIONS.

THE FIRST STEP TOWARD THE IMPLEMENTATION OF THE NEW TRANSPORTATION CLAIM SUBMISSION PROCEDURE LATER THIS YEAR WILL BE THE INTTODUCTION OF NEW CARRIER DELIVERY RECEIPTS USING THE 5-DIGIT DAMAGE CODES.

NOTE: THE INTRODUCTION OF THE NEW CARRIER DELIVERY RECEIPT DOES NOT CHANGE THE CURRENT TRANSPORTATION CLAIM SUBMISSION PROCEDURES (EXCEPT TO ENTER THE 5-DIGIT DAMAGE CODE ON THE CLAIM). ALL DEALERS WILL CONTINUE TO SUBMIT THE CURRENT TRANSPORTATION CLAIM FORM WITH REQUIRED DOCUMENTATION.

A. NEW DELIVERY RECEIPT USING A 5-DIGIT VEHICLE DAMAGE CODE (ATTACHMENT 1)

ON APRIL 1, 1983 TRUCK CARRIERS WILL BEGIN PHASING IN AND DELIVERING NEW VEHICLES TO ALL GENERAL MOTORS DEALERS (INCLUDING CADILLAC DEALERS) USING A 5-DIGIT VEHICLE DAMAGE CODE DELIVERY RECEIPT. IT IS EXPECTED THAT THERE WILL BE A TRANSITION PERIOD WHERE VEHICLES MAY BE RECEIVED EITHER WITH THE DELIVERY RECEIPT PRESENTLY IN USE OR WITH THE NEW 5-DIGIT VEHICLE DAMAGE CODE DELIVERY RECEIPT.

THE DAMAGE CODE SECTION OF THE CARRIER DELIVERY RECEIPT IS DESIGNED TO FOLLOW A WALK AROUND INSPECTION STARTING AT THE LEFT SIDE OF THE VEHICLE AND PROCEEDING IN A COUNTERCLOCKWISE DIRECTION (ATTACHMENT 2). FOLLOWING THIS INSPECTION ROUTINE WILL ASSIST IN THE DISCOVERY OF ALL DAMAGES AND PROMOTE ACCURATE AND COMPLETE DELIVERY RECEIPTS.

THE 5-DIGIT DAMAGE CODE SYSTEM HAS BEEN DESIGNED TO ELIMINATE WRITTEN NOTATIONS ON THE DELIVERY RECEIPT. THIS NEW SYSTEM MORE ACCURATELY DESCRIBES THE AREA OF THE VEHICLE HAVING THE DAMAGE AND/OR SHORTAGE, THE TYPE OF DAMAGE AND/OR SHORTAGE AND THE EXTEND OR SEVERITY OF DAMAGE.

EACH INSTANCE OF DAMAGE AND/OR SHORTAGE WILL BE NOTED THROUGH THE USE OF A 5-DIGIT DAMAGE CODE:

DAMAGE AREA CODE - FIRST TWO DIGITS DAMAGE TYPE CODE - NEXT TWO DIGITS SEVERITY CODE - LAST DIGIT

INSTRUCTIONS FOR NOTING DAMAGE UNDER THE 5-DIGIT DAMAGE CODE SYSTEM ARE SHOWN ON THE FACE OF THE DELIVERY RECEIPT. THE DAMAGE AREA CODE IS PRE-PRINTED ON THE DELIVERY RECEIPT. UPON INSPECTION OF VEHICLE AND NOTING DAMAGE, SELECT THE PROPER DAMAGE TYPE CODE AND SEVERITY CODE AND ENTER THE CODES IN THE SPACES NEXT TO THE DAMAGE AREA CODE (ATTACHMENT 4) NOTE: ATTACHMENT 5 IS CORRESPONDING "T" CLAIM.

MULTIPLE INSTANCES OF DAMAGE TO THE SAME AREA OF THE VEHICLE

IF THERE ARE MULTIPLE INSTANCES OF DAMAGE TO THE SAME AREA OF THE VEHICLE (SAME DAMAGE AREA CODE SUCH AS DENTED LEFT FRONT DOOR AND DAMAGED LEFT FRONT DOOR MOLDING), THEN A 5-DIGIT DAMAGE CODE MUST BE ENTERED ON THE DELIVERY RECEIPT TO DESCRIBE EACH INSTANCE OF DAMAGE. THE ADDITIONAL DAMAGE CODES ARE TO BE ENTERED IN THE BLANK SPACES PROVIDED AT THE BOTTOM OF THE DAMAGE CODE PORTION OF THE DELIVERY RECEIPT (SEE ATTACHMENT 6). NOTE: ATTACHMENT 7 IS CORRESPONDING "T" CLAIM. IF NO BLANK SPACES ARE PROVIDED, THEN MAKE NOTATIONS BY ENTERING A 5-DIGIT DAMAGE CODE IN THE DEALER REMARKS SECTION LOCATED IN THE LOWER PORTION OF THE DELIVERY RECEIPT.

DAMAGE NOTATIONS FOR A DAMAGE AREA NOT DEFINED OR COVERED BY AN EXISTING DAMAGE AREA CODE

IF A NEW VEHICLE IS RECEIVED WHICH HAS SUSTAINED DAMAGE TO AN AREA NOT DEFINED OR COVERED BY AN EXISTING DAMAGE AREA CODE, DAMAGE IS TO BE NOTED BY SELECTING THE MOST APPROPRIATE DAMAGE AREA CODE. THE CODE SELECTED IS TO BE USED WIHT THE CORRECT DAMAGE TYPE AND DAMAGE SEVERITY CODE. FOR EXAMPLE, A BROKEN DOME LIGHT WOULD BE NOTED AS DOME LIGHT 98-02-0 (ATTACHMENTS 8). NOTE: ATTACHMENT 9 IS CORRESPONDING "T" CLAIM. SUCH NOTATIONS WOULD BE ENTERED ON THE DELIVERY RECEIPT IN THE SAME AREA OF THE DELIVERY RECEIPT USED FOR MULTIPLE INSTANCES OF DAMAGE.

ALL TRANSPORTATION CLAIM FORMS SUBMITTED FOR DAMAGED VEHICLES RECEIVED AND REPAIRED UNDER THE 5 DIGIT DAMAGE CODE SYSTEM MUST INDICATE THE SAME 5-DIGIT DAMAGE CODE NOTED ON THE DELIVERY RECEIPT.

B. THE GENERAL MOTORS CORPORATION NEW VEHICLE RECEIVING AND INSPECTION PROCEDURES MANUAL

ON OR ABOUT APRIL 1, 1983, TWO COPIES OF THE NEW VEHICLE RECEIVING AND INSPECTION PROCEDURES MANUAL WILL BE DISTRIBUTED TO ALL CADILLAC BUSINESS MANAGEMENT CONTACT DEALERS. ALL OTHER CADILLAC DEALERS WILL RECEIVE COPIES FROM THEIR BUSINESS MANAGEMENT CONTACT DIVISION. THE MANUAL COVERS PROCEDURES FOR RECEIVING, INSPECTING AND NOTING DAMAGE ON ALL NEW VEHICLES RECEIVED FROM CARRIERS.

THE MANUAL ALSO INCLUDES A COMPLETE DESCRIPTION OF THE 5-DIGIT DAMAGE CODE WITH DEFINITIONS AND PHOTOGRAPHS, AND WILL EVENTUALLY REPLACE THE APPROPRIATE SECTIONS OF SECTION II OF THE CADILLAC SERVICE POLICIES AND PROCEDURES MANUAL.

THE CURRENT 1983 MANUAL (SECTION II) WILL CONTINUE TO BE USED TO COVER NEW VEHICLES RECEIVED AN OLD STYLE DELIVERY RECEIPTS.

C. NEW GM TRANSPORTATION CLAIM LETTER OF NOTIFICATION (FORM NUMBER 1672)

A SUPPLY OF GM FORM NUMBER 1672 TRANSPORTATION CLAIM LETTER OF NOTIFICATION (ATTACHMENT 10) WILL BE SENT TO EACH DEALER UNDER SEPARATE COVER.

THIS NEW LETTER OF NOTIFICATION IS TO BE USED IN THE SAME MANNER AS THE PRESENT CADILLAC LETTER OF NOTIFICATION AND IS TO BE USED ONLY FOR NEW VEHICLES RECEIVED ON 5-DIGIT DAMAGE CODE DELIVERY RECEIPTS.

ONCE THE NEW TRANSPORTATION CLAIM SUBMISSION PROCEDURE IS FULLY IMPLEMENTED, CADILLAC DEALERS WILL BE ANOTHER STEP CLOSER TO REALIZING THE EFFICIENCIES AVAILABLE FROM COMPLETELY AUTOMATED SYSTEMS.
