CAMPAIGN:ENGINE OIL COOLER INLET HOSE

SUBJECT: ENGINE OIL COOLER LINE CONTACTS STEERING GEAR

MODEL: CERTAIN 1994 FLEETWOODS

The National Traffic and Motor Vehicle Safety Act, as amended, provides that each vehicle which is subject to a recall campaign of this type must be adequately repaired within a reasonable time after the owner has tendered it for repair. A failure to repair within sixty (60) days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time.

If the condition is not adequately repaired within a reasonable time, the owner may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price less a reasonable allowance for depreciation.

To avoid having to provide these burdensome solutions, every effort must be made to promptly schedule an appointment with each owner and to repair their vehicle as soon as possible. As you will see in reading the attached copy of the owner letter, if the condition is not remedied within a reasonable time, owners are instructed on how to contact the National Highway Traffic Safety Administration.

CONDITION

General Motors has determined that a defect which relates to motor vehicle safety exists in certain 1994 model Cadillac Fleetwoods equipped with engine oil coolers (RPO KC4), and 5.7L engines (RPO LT 1). The engine oil cooler inlet hose on these vehicles may have been installed too close to the steering gear. The hose may wear through if the slit in the protective sleeve on the hose faces and contacts the steering gear. This wear through could allow engine oil to leak onto the engine and could cause an engine compartment fire.

DEALER ACTION

To prevent the possibility of this condition occurring, dealers are to inspect the engine oil cooler inlet hose for proper clearance and, as necessary, reposition the hose to create the proper clearance and assure that the protective sleeve slit faces the proper direction. Also, if hose wear is evident, the hose should be replaced.

VEHICLES INVOLVED

All 1994 model Fleetwoods equipped with engine oil coolers (RPO KC4) and 5.7L engines (RPO LT1) built within the following VIN range require this campaign:

All vehicles indicated on your Dealer List require this campaign; other suspect vehicles should be checked for campaign involvement prior to sale or service utilizing the Vehicle Information Service System (VISS).

DEALER LIST

A list of involved vehicles, which our records indicate were sold by or shipped to you, is enclosed for your follow-up. This list contains owner names, addresses and telephone numbers obtained from Cadillac delivery records. Dealers are to contact the owners of the vehicles indicated on their list and arrange for the campaign correction to be performed as soon as possible. If no list is enclosed, none of the suspect vehicles are known to be in your area at this time.

DEALER CAMPAIGN RESPONSIBILITY

All unsold new vehicles in dealers' possession and subject to this campaign must be held and inspected/repaired per the service procedure of this campaign bulletin before owners take possession of these vehicles.

Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.

Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the dealer, and arrangements made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such owners a copy of the owner letter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the owner may not as yet have received the notification letter.

In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.

OWNER NOTIFICATION

Owners of vehicles affected by this campaign will be notified by letter from Cadillac Motor Car Division. A copy of the owner letter is attached.

COURTESY TRANSPORTATION

The availability of courtesy transportation to owners of vehicles involved in this campaign is of the utmost importance in maintaining customer satisfaction. Dealers are to take the steps necessary to ensure that these owners clearly understand that courtesy transportation is available and will be provided upon request at no charge to the owner. Cadillac has made specific adjustments to allow payment of courtesy transportation claims related to the completion of this campaign even though the labor time involved is less than two (2) hours. Dealers should submit such claims in the normal manner and appropriate credit will be issued.

PARTS INFORMATION

The parts required to complete this campaign should be obtained from the Parts Distribution Centers of General Motors Service Parts Operations (GMSPO). A description is provided below:

If there is difficulty in ordering these parts using normal ordering procedures, dealers may place a "CIO" order using advise code "2" with no special instruction code. If necessary, these parts may also be ordered on a "VIP" order and Cadillac will reimburse dealer for any surcharge involved. Only an estimated 10% of the involved vehicles will require hose replacement. Dealers are encouraged to order parts accordingly. Please do not over-order.

SERVICE PROCEDURE

INSPECTION

1. Locate engine oil cooler inlet hose and inspect to ensure that hose shows no evidence of contact with steering gear and that hose has at least 25mm (1 inch) clearance from steering gear. See Figure 1 on page 6 of this bulletin.

A. If hose has at least 25mm (1 inch) clearance and shows no evidence of contact, no repair is required. Proceed to Step 7.

B. If hose has less than 25mm (1 inch).clearance and/or shows evidence of contact (witness marks), rotate and further inspect hose for signs of wear.

If there is evidence of wear on hose (slight wear on conduit is acceptable), replace hose assembly following the procedure described on page 6A4A-23 of the 1994 Fleetwood New Product Service Information Manual.

If there is no evidence of wear on hose, reroute hose as described in "Rerouting Procedure" below.

REROUTING PROCEDURE

2. Loosen upper engine oil cooler inlet hose to oil cooler fitting but do not disconnect.

3. Rotate hose up to a quarter (1/4) turn so that it is approximately 25mm (1 inch) away from power steering gear bolt. See Figure 1 page 6.

4. Tighten fitting with hose in position using caution that hose does not rotate back to original position while tightening.

5. Ensure that orientation of conduit is correct. Open side of hose conduit should be facing away from steering gear.

6. Run vehicle and check for leaks. Check and fill oil level as required.

7. Install Campaign Completion Label.

CAMPAIGN COMPLETION LABEL

Upon completion of this campaign, a Campaign Completion Label (CAT. NO. S-1015) should be affixed on a clean, dry surface of the radiator core support in an area clearly visible when the hood is raised. Each label provides space to print in ink (or type) campaign number 94-C-5 and your five-digit Cadillac dealer code. Dealers are to take the steps necessary to ensure that these numbers are recorded and the label is properly affixed.

Credit for this campaign will be issued upon receipt of a properly prepared warranty claim which includes the following information:

* This labor time represents the actual time required to perform the correction. Dealers should apply for 0.1 additional hour for Campaign Administrative Allowance as "Other Labor Hours".

** The "Parts Allowance" should be the sum total of the current GMSPO dealer net price plus 40% of all parts required for this repair.

*** The amount identified in the "Net Amount" column should represent the sum of the current GMSPO dealer net price plus 40% for 4 oz. engine oil used to perform the required repairs.

Dear 1994 Model Cadillac Owner:

This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act.

The mailing of this letter has been coordinated to ensure that instructions for making this repair have been received by your dealer and that needed parts are available for your car. Please contact your Cadillac dealer as soon as possible to arrange a service appointment and courtesy transportation, if desired. Please ask your dealer if you wish to know how much time is needed to perform this repair and process your vehicle.

The enclosed Campaign Owner Identification Card identifies your vehicle. Presentation of this card to your dealer will assist in making the necessary corrections in the shortest possible time. If you no longer own this vehicle, please let us know by completing this postage-paid reply card and returning it to us.
