CAMPAIGN: ACCELERATOR PEDAL ASSEMBLY

SUBJECT: ACCELERATOR PEDAL ASSEMBLY

MODEL: CERTAIN 1994-95 FLEETWOODS

The National Traffic and Motor Vehicle Safety Act, as amended, provides that each vehicle which is subject to a recall campaign of this type must be adequately repaired within a reasonable time after the owner has tendered it for repair. A failure to repair within sixty (60) days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time.

If the condition is not adequately repaired within a reasonable time, the owner may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price less a reasonable allowance for depreciation.

To avoid having to provide these burdensome solutions, every effort must be made to promptly schedule an appointment with each owner and to repair their vehicle as soon as possible. As you will see in reading the attached copy of the owner letter, if the condition is not remedied within a reasonable time, owners are instructed on how to contact the National Highway Traffic Safety Administration.

CONDITION

General Motors has decided that certain 1994-95 Fleetwoods may have been built with a defective accelerator pedal assembly which causes the vehicles to fail to conform to the requirements of the Federal Motor Vehicle Safety Standard 124, "Accelerator Control Systems." Under some circumstances at low temperatures, there may be excessive friction in the accelerator pedal assembly. If there is excessive friction in the pedal assembly, in the event of a failure of the throttle return spring the engine speed may not return to idle as specified in FMVSS 124.

To correct this condition, dealers are to replace the accelerator pedal assembly.

VEHICLES INVOLVED

Involved are certain 1994 and 1995 model Fleetwoods built within the following VIN ranges:

1994 - From RR723695 Through and Including RR727475 1995 - From SR700001 Through and Including SR707130

All vehicles indicated on your Dealer List require this campaign; other suspect vehicles should be checked for campaign involvement prior to sale or service utilizing the Vehicle Information Service System (VISS).

DEALER LIST

A list of involved vehicles, which our records indicate were sold by or shipped to you, is enclosed for your follow-up. This list contains owner names, addresses and telephone numbers obtained from Cadillac delivery records. Dealers are to contact the owners of the vehicles indicated on their list and arrange for the campaign correction to be performed as soon as possible. If no list is enclosed, none of the involved vehicles are known to be in your area at this time.

DEALER CAMPAIGN RESPONSIBILITY

All unsold new vehicles in dealers' possession and subject to this campaign must be held and inspected/repaired per the service procedure of this campaign bulletin before owners take possession of these vehicles.

Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.

Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the dealer, and arrangements made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such owners a copy of the owner letter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the owner may not as yet have received the notification letter.

In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.

This bulletin is notice to you that the new motor vehicles included in this campaign may not comply with the standard identified above. Under section 108 of the National Traffic and Motor Vehicle Safety Act, it is illegal for a dealer to sell a new motor vehicle which the dealer knows does not comply with an applicable Federal Motor Vehicle Safety Standard. As a consequence, if you sell any of these motor vehicles without first performing the campaign correction, your dealership may be subject to a civil penalty up to $1,000 for each such sale.

OWNER NOTIFICATION

Owners of vehicles affected by this campaign will be notified by letter from Cadillac Motor Car Division. A copy of the owner letter is included with this bulletin.

COURTESY TRANSPORTATION

The availability of courtesy transportation to owners of vehicles involved in this campaign is of the utmost importance in maintaining customer satisfaction. Dealers are to take the steps necessary to ensure that these owners clearly understand that courtesy transportation is available and will be provided upon request at no charge. Dealers should submit such claims in the normal manner and appropriate credit will be issued.

PARTS INFORMATION

On June 1, 1995 an initial supply of parts required to complete this campaign will be preshipped to dealers who have involved vehicles assigned to them. This preshipment will equal the parts for 50% of the number of vehicles to be repaired. These preshipped parts will be charged to the dealers open parts account.

Additional parts should be obtained from General Motors Service Parts Operations (GMSPO). A description is provided below:

To ensure that this part is obtained as soon as possible, it should be ordered from GMSPO on a "CIO" order using advise code "2" with no special instruction code. Also, if necessary, this part may be ordered on a "VIP" order and Cadillac will reimburse dealer for any surcharge involved. All Goodwrench Parts System test dealers should order this part on a "VIP" order.

SERVICE PROCEDURE

1. Place ignition in full lock position and set parking brake.

2. Remove left-hand sound insulator by removing wing nut (located on accelerator pedal assembly plate) and three (3) screws.

3. Disconnect accelerator cable from accelerator pedal arm by lifting up on the pedal, pulling cable and collar away from pedal arm, and removing cable through slot in pedal arm.

4. Remove two (2) screws and one (1) stud from accelerator pedal. Note location of stud.

5. Remove instrument panel body harness connector mounting screws and connector from accelerator pedal assembly.

6. Remove accelerator pedal assembly from dash panel.

7. Install instrument panel body harness connector mounting screws and connector to new accelerator pedal assembly. Torque to 7 N.m (62 lb. in.).

8. Mount new accelerator pedal assembly to dash panel using two (2) screws and one (1) stud.

Important: Ensure that accelerator pedal assembly plate is positioned flat against dash panel. Other material such as carpeting, insulation, etc. must not interfere with the accelerator pedal assembly plate and the dash panel. The floor carpet assembly in the pedal area must be positioned to lay flat and be free of wrinkles and bunches.

9. Torque two (2) screws and stud to 2.8 N.m (25 lb. in.).

10. Connect accelerator cable to accelerator pedal assembly by sliding cable through slot and inserting cable collar into hole in pedal arm.

Important: To ensure that the throttle system operates properly after the above service procedure, perform an inspection of the following throttle components.

11. Cable assembly must not be kinked or damaged in any way during assembly.

12. Inspect the accelerator cable and throttle return spring at the throttle lever on the throttle body. Reposition accelerator cable and throttle return spring if necessary.

13. Check for complete throttle opening and closing positions by operating accelerator pedal. Throttle must operate freely without binding between full closed throttle and full open throttle.

14. Install left-hand sound insulator by tightening wing nut (located on accelerator pedal assembly plate) and three (3) screws to 1.9 N. m (17 lb. in.).

15. Install GM Campaign Identification Label.

GM CAMPAIGN IDENTIFICATION LABEL

Upon completion of this campaign, a GM Campaign Identification Label (Item Number S- 1015) should be affixed on a clean, dry surface of the radiator core support in an area clearly visible when the hood is raised. Each label provides space to print in ink or type corporate campaign number 95-C-23 and your five-digit Cadillac dealer code. Dealers are to take the steps necessary to ensure that these numbers are recorded and the label is properly affixed along with it's clear protective plastic cover.

Dear Cadillac Fleetwood Owner:

This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act.

To prevent this condition from occurring, your Cadillac dealer will replace the accelerator pedal assembly on your vehicle. Of course, this service will be performed at no cost to you.

The mailing of this letter has been coordinated to ensure that instructions for making this repair have been received by your dealer and that needed parts are available for your car. Please contact your Cadillac dealer as soon as possible to arrange a service appointment and courtesy transportation, if required. Please ask your dealer if you wish to know how much time is needed to perform this repair and process your vehicle.

The enclosed Campaign Owner Identification Card identifies your vehicle. Presentation of this card to your dealer will assist in making the necessary corrections in the shortest possible time. If you no longer own this vehicle, please let us know by completing this postage-paid reply card and returning it to us.
