CAMPAIGN: ACCELERATOR PEDAL ASSEMBLY
Models: 1994-1995 Chevrolet Caprice Classic/Impala, Buick Roadmaster and Cadillac Fleetwoods

General Motors of Canada Limited has determined that certain 1994-1995 Chevrolet Caprice Classic/Impala, Buick Roadmaster and Cadillac Fleetwood vehicles may have been built with a defective accelerator pedal assembly which causes the vehicles to fail to conform to the requirements of the Canada Motor Vehicle Safety Standard (CMVSS) 124, "Accelerator Control Systems." Under some circumstances at low temperatures, there may be excessive friction in the accelerator pedal assembly. If there is excessive friction in the pedal assembly, in the event of a failure of a throttle return spring the engine speed may not return to idle as specified in the CMVSS 124.
To correct this condition, it will be necessary to replace the accelerator pedal assembly.
VEHICLES INVOLVED:
Involved are certain 1994-1995 Chevrolet Caprice Classic/Impala, Buick Roadmaster and Cadillac Fleetwood vehicles built within the following breakpoints:

NOTE: PLEASE CHECK DCS SCREEN 45 OR YOUR V.I.N. LISTING BEFORE PERFORMING CAMPAIGN TO ENSURE THAT THE VEHICLE IS AFFECTED. ONLY AFFECTED VIN'S WILL BE PAID.
All affected vehicles have been identified by the VIN listing provided to involved dealers with this bulletin. Any dealer not receiving a listing was not shipped any of the affected vehicles.
DEALER CAMPAIGN RESPONSIBILITY:
All unsold new vehicles in dealer's possession and subject to this campaign must be held and inspected/repaired per the Service Procedure of this Campaign Bulletin before owners take possession of these vehicles.
Dealers are to perform this campaign on all involved vehicles at no charge to owners, regardless of kilometres traveled, age of vehicle, or ownership, from this time forward.
Owners of vehicles recently sold from your new vehicle inventory with no owner information indicated on the dealer listing, are to be contacted by the dealer, and arrangements made to make the required correction according to instructions contained in this bulletin. This could be done by mailing to such owners a copy of the owner letter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the owner may not as yet have received the notification letter.
In summary, whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.
CAMPAIGN PROCEDURE:
Refer to Section 4 of the Service Policies and Procedures Manual for the detailed procedure on handling Product Campaigns. Dealers are requested to complete the campaign on all transfers as soon as possible.
OWNER NOTIFICATION:
All owners of record at the time of campaign release are shown on the attached computer listing and have been notified by first class mail from General Motors (see copy of owner letter included with this bulletin). The listings provided are for campaign activity only and should not be used for any other purpose.
PARTS INFORMATION:
Parts required to complete this campaign should be ordered through regular channels, as follows:

Per this campaign bulletin, the accelerator pedal assembly is to be replaced on certain 1994 and 1995 model Caprice, Fleetwood, and Roadmaster. However, prior to correcting an involved vehicle, dealers should verify that the correct accelerator pedal assembly has been received from GMSPO and is appropriate for that vehicle.
The accelerator pedal assembly for the Cadillac Fleetwood, Part Number 12553726, has a longer metal bracket that extends downward. When the accelerator pedal is in the full down position, the accelerator pedal rod will contact this longer bracket, which functions as a pedal stop for traction control usage only.
The accelerator pedal assembly for the Chevrolet Caprice/Impala and Buick Roadmaster, Part Number 12553725, does not have a longer metal bracket. When the accelerator pedal is in the full down position, the accelerator pedal rod will contact the dash panel instead.
While the accelerator pedal assembly should be a one-piece assembly when ordered from GMSPO, your dealership may receive the accelerator pedal assembly in disassembled condition.
This condition is likely due to broken shipping retaining tabs. These two (2) tabs are used together with push-on retainers. These parts are located between the three (3) mounting holes of the assembly and are used for shipping purposes only.
The absence of these tabs will NOT affect the function of the accelerator pedal assembly once it is installed to the dash panel.
If your dealership receives an accelerator pedal assembly with broken shipping tab(s), follow the procedure described below:
(1) Inspect assembly or pieces of the assembly to ensure no broken pieces are wedged between any moving parts of the assembly. Remove and discard any loose tab(s), if necessary.
(2) Inspect the black plastic backing plate for damages OTHER than the broken tab(s). Order new assembly if damages OTHER than the broken tab(s) exist.
(3) Assemble backing plate, pedal rod, and bracket. NOTE: Roll pin in pedal rod must protrude through opening in bracket. Also ensure backing plate and bracket fits tightly against each other. If not, inspect for foreign material and correct as necessary.
(4) Install accelerator pedal assembly to dash panel as indicated in this campaign bulletin.
(5) Torque three (3) fasteners to 2.8 N.m (25 lbs. in.) as indicated in this campaign bulletin.
(6) With accelerator cable NOT attached to the accelerator pedal assembly, verify that the pedal falls freely from the up position to the down position. If the pedal binds, disassemble and inspect for cause. If binding still exists, replace with another assembly.

Time allowance includes 0.1 hour for dealer administrative detail associated with this campaign. Parts credit will be based on dealer net plus 40% to cover parts handling.

1. Place ignition in full lock position and set parking brake. For Chevrolet and for Buick (n-m d with sound insulator assembly) go to Step 3.
2. FOR BUICK EQUIPPED WITH SOUND INSULATOR ASSEMBLY:
Remove left-hand sound insulator assembly by disconnecting three (3) clips and removing wing nut (located on accelerator pedal assembly plate). See Figure 1.
FOR CADILLAC:
Remove left-hand sound insulator assembly by removing wing nut (located on accelerator pedal assembly plate) and three (3) screws. See Figure 1.
3. Disconnect accelerator cable from accelerator pedal arm by lifting up on the pedal, pulling cable and collar away from pedal arm and removing cable through slot in pedal arm.
4. Remove three (3) screws, or two (2) screws and one (1) stud, if equipped with sound insulator assembly, from accelerator pedal assembly. Note location of stud, if equipped. See Figure 2.
5. Remove instrument panel/body harness connector mounting screws and connector from accelerator pedal assembly.
6. Remove accelerator pedal assembly from dash panel.
7. Install instrument panel/body harness connector mounting screws and connector to new accelerator pedal assembly. Torque to 7 N.m (62 lb. in.).
8. Install new accelerator pedal assembly to dash panel using three (3) screws, or two (2) screws and one (1) stud, if equipped with sound insulator assembly.
IMPORTANT: ENSURE ACCELERATOR PEDAL ASSEMBLY PLATE IS POSITIONED FLAT AGAINST DASH PANEL. OTHER MATERIAL SUCH AS CARPETING, INSULATION, ETC. MUST NOT INTERFERE WITH THE ACCELERATOR PEDAL ASSEMBLY PLATE AND THE DASH PANEL.
THE FLOOR CARPET ASSEMBLY IN PEDAL AREA MUST BE POSITIONED TO LAY FLAT AND BE FREE OF WRINKLES AND BUNCHES.
9. Torque three (3) screws or studs to 2.8 N.m (25 lbs. in.).
SERVICE PROCEDURE (CONT'D.):
10. Connect accelerator cable to accelerator pedal assembly by sliding cable through slot and inserting cable collar into hole in pedal arm. For Chevrolet and for Buick (not equipped with sound insulator assembly) go to Step 12.
11. FOR BUICK EQUIPPED WITH SOUND INSULATOR ASSEMBLY:
Reinstall left-hand sound insulator assembly by tightening wing nut (located on accelerator pedal assembly plate) and connecting three (3) clips.
FOR CADILLAC:
Reinstall left-hand sound insulator assembly by tightening wing nut (located on accelerator pedal assembly plate) and three (3) screws to 1.9 N.m (17 lbs. in.).
To ensure that the throttle system operates properly after the above service procedure, perform an inspection of the following throttle components.
12. Cable assembly must not be kinked or damaged in any way during assembly.
13. Inspect the accelerator cable and throttle retum spring at the throttle lever on the throttle body. Reposition accelerator cable and throttle return spring, if necessary. See Figure 3.
14. Check for complete throttle opening and closing positions by operating accelerator pedal. Throttle must operate freely without binding between full closed throttle and full open throttle.
15. Install Campaign Identification Label.
BUICK (IF EQUIPPED WITH SOUND INSULATOR ASSEMBLY)
CADILLAC
CHEVROLET & BUICK (NOT EQUIPPED WITH SOUND INSULATOR ASSEMBLY)
INSTALLATION OF CAMPAIGN IDENTIRCATION LABEL
Clean surface of radiator upper mounting panel and apply a Campaign Identification Label. Make sure the correct campaign number is inserted on the label. This will indicate that the campaign has been completed.
