CAMPAIGN: ACCELERATOR LEVER INTERFERENCE

Models: 1986 Fleetwood Brougham (RWD)

CONDITION:

General Motors of Canada has determined that a defect, which relates to motor vehicle safety, exists in some early production 1986 Cadillac Fleetwood Brougham vehicles equipped with 5.0L V-8 engines. On some of these vehicles, a wiring harness located under the instrument panel may not have been properly secured in its retainer. Under certain conditions, if the wiring harness is not secured it could interfere with the accelerator lever preventing the throttle from returning to the closed (idle) position when the accelerator pedal is released.

DEALER ACTION

DEALERS SHOULD IMMEDIATELY PERFORM THIS CORRECTION ON ALL AFFECTED VEHICLES IN THEIR NEW CAR INVENTORY BEFORE SELLING THESE VEHICLES.

To prevent this condition, Dealers are required to inspect and, if necessary, secure the wiring harness on suspect vehicles per the Vehicles Involved and Service Procedure sections of this bulletin.

VEHICLES INVOLVED

All 1986 Cadillac Fleetwood Broughams (RWD) within the following VIN range require this campaign:

G9700001 through G9709032

All affected vehicles have been identified by the VIN listing provided to involved dealers with this bulletin. Any dealer not receiving a listing was not shipped any of the affected vehicles.

DEALER CAMPAIGN RESPONSIBILITY:

Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.

Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your Dealership for service in the future, you should take the steps necessary to be sure the campaign correction has been made before reselling or releasing the vehicle.

Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the Dealer, and arrangements made to make the required modification according to instructions contained in this bulletin.

CAMPAIGN PROCEDURE:

Refer to Section 4 of the Service Policies and Procedures Manual for the detailed procedure on handling Product Campaigns. Dealers are requested to complete the campaign on all transfers as soon as possible.

OWNER NOTIFICATION:

All owners of record at the time of campaign release are shown on the attached computer listing and have been notified by first class mail from General Motors. The listings provided are for campaign activity only and should not be used for any other purpose.

PARTS INFORMATION:

No parts required.

PARTS AND LABOUR CLAIM INFORMATION:

Credit for the campaign work performed will be paid upon receipt of a properly complete campaign claim card or RAPID terminal transmission in accordance with the following:

Time allowance includes 0.1 hour for Dealer administrative detail associated with this campaign.

SERVICE PROCEDURE:

1. Remove the left sound insulator panel (Hush Panel) from the lower instrument panel by removing the four retaining screws and one wing nut See Figure 8C-3, pg. 8C-2 of the 1986 Cadillac Service Information Manual - Fleetwood Brougham.

2. Utilizing a light source, check to determine if the instrument panel wiring harness assembly is properly positioned and locked in the white plastic harness retaining clip located on the accelerator pedal lever plate. See Figure 1.

3. If the wiring harness is not secured in the retaining clip, place the harness within the clip and lock it.

4. Reinstall left sound insulator panel (Hush Panel).

5. Install Campaign Completion Label.

INSTALLATION OF CAMPAIGN IDENTIFICATION-LABEL

Clean surface of radiator upper mounting panel and apply a campaign Identification Label. Make sure the correct campaign number is inserted on the label. This will indicate that the campaign has been completed.

This notice is sent to you in accordance with the requirements of the Canada Vehicle Safety Act.

General Motors of Canada has determined that a defect, which relates to motor vehicle safety, exists in some early production 1986 Cadillac Fleetwood Brougham vehicles equipped with 5.OL V-8 engines. On some of these vehicles, a wiring harness located under th instrument panel may not have been properly secured in its retainer. Under certain conditions, if the wiring harness is not secured it could interfere with the accelerator lever preventing the throttle from returning to the closed (idle) position when the accelerator pedal is released.

To prevent the possibility of this occurring on your vehicle, please contact your GM Dealer to arrange a service date to have this condition corrected. Your Dealer will inspect and, if necessary, secure the wiring harness in its retainer. This service will be performed at no charge to you.

Until this service has been completed, you should be alert for any occurrence of the vehicle's speed not decreasing after you have released the accelerator pedal. Should this condition occur, you should immediately shift the transmission gear selector to "1" and then drive safely to the side of the road and shut off the engine. You should not restart the engine or attempt to operate the vehicle until it is corrected by a GM Dealer.

Instructions for making this correction have been sent to your GM Dealer. Please contact your Dealer to arrange a mutually satisfactory service date to have this correction performed. The labour time necessary to perfom this correction approximately 15 minutes. Please allow additional time for your Dealer to process your vehicle.

This letter identifies your vehicle. Presentation of this letter to your Dealer will assist their Service personnel in completing the necessary correction to your vehicle in the shortest possible time.

Further assistance if required, may be obtained from the Genera! Motors Zone Office nearest you. Your vehicle Owner's Manual provides the location and phone number of each respective Zone Office.
