The Brougham Service Information Manual Section 6El-C2 outlines the procedure for adjusting the idle load compensator. Step 1 of this procedure refers to the "Vehicle Emissions Control Label", see Figure 1. This label outlines various specifications such as timing, spark plug gap, and fast idle speed. The specified idle speed of 550 rpm is the fast idle speed on the low step of the fast idle cam. This should not be confused with the curb idle speed of 450 rpm plus/minus 25 rpm. Curb idle speed is listed in Step 11 of the "Idle Load Compensator Adjustment" procedure, page 6El-C2-10.
