SPECIAL POLICY:PROTECTION FROM COOLANT IN CRANKCASE

MODEL: All 1982, 1983, 1984 and 1985 DeVilles, Fleetwoods, Broughams, Eldorados and Sevilles Equipped With 4.1 liter V-8 (HT4100) Engines (VIN Code 8).

With accumulation of time and mileage, some 1982 through early production 1985 Cadillac 4.1 liter V-8 (HT4100) engines allow engine coolant to slowly leak into the crankcase. Coolant in the crankcase could cause the engine oil to lose its lubricating ability. Improper lubrication of moving engine parts might result in major engine damage. Cold weather could increase the likelihood of this condition.

SPECIAL POLICY

To minimize risk of major engine repairs, Cadillac Motor Car Division has established a Special Policy to provide certain Basic Dealer Services. The Special Policy is available to all owners of 1982, 1983, 1984 and early production 1985 Cadillac models equipped with 4.1 liter V-8 (HT4100) engines. The Special Policy provides the Basic Dealer Services on a one-time only basis.

Special Policy Adjustment Bulletins should be filed in the three ring binder furnished each dealer by General Motors Corporation in September, 1982.

BASIC DEALER SERVICES

The Basic Dealer Services provided by the Special Policy will be performed by Cadillac dealers on a one-time only basis for each eligible vehicle regardiess of time or mileage, subject to the specific requirements of each model year, as explained in the Vehicles Covered and Service Procedure sections of this bulletin. The Basic Dealer Services are:

An oil change and new filter, including an engine oil supplement.

An ethylene-glycol coolant change, if necessary, and an engine coolant supplement (sealant).

ADDITIONAL ENGINE PROTECTION

Separate from the Basic Dealer Services for the Vehicles Covered by the Special Policy, Cadillac Motor Car Division will provide important additional protection to owners of

ALL 1982 through 1985 Cadillac models equipped with HT4100 engines. This protection is explained in the following documents which will be provided to each Cadillac owner:

An Engine Value Protection Plan (EVPP) booklet, for 1982 through 19B4 models.

An Engine Value Protection Limited Warranty booklet, for 1985 models.

An Owner's Manual and Maintenance Schedule Update card, for 1982 through 1985 models.

A Cooling System Maintenance Procedure labet, for 1982 through 1985 models.

The Additional Engine Protection documents will be:

Given to owners by their Cadillac dealer following completion of the Basic Dealer Services, for 1982 through early production 1985 models. See also: Steps 16. and 17. of the Service Procedure.

NOTE: For new, 1985 models in dealer stock, dealers are instructed to complete the Basic Dealer Services (if a vehicle is eligible per the Vehicies Covered section of this bulletin), install the Cooling System Maintenance Procedure Label, and insert the Owners Manual and Maintenance Schedule Update Card and Engine Value Protectim Limited Warranty booklet in the glove box, PRIOR TO SALE OF THE STOCK VEHICLE.

Mailed to owners by Cadillac Motor Car Division for mid-year production 1985 models. See the NOTE in the Vehicles Covered section of this bulletin for additional information. See also: Step 18. of the Service Procedure.

Examples of these important documents are included at the end of this Special Policy Adjustment Bulletin.

Engine Value Protection provides for repair or adjustment of covered components in the HT4100 engine, without charge to the owner, up to 48 months or 50,000 miles, whichever occurs first, from the date the vehicle was first placed in service. The $100 deductible under provisions of the Power Protection Plus or other applicable limited warranties is not to be charged to the owner for repair or adjustment to the engine parts covered in the Plan or Limited Warranty booklets.

NOTE: Components not listed in the Engine Value Protection booklets are subject to the terms and conditions of other applicable General Motors limited warranties.

The Owner's Manual and Maintenance Schedule Update card provides important information about engine cooling system and oil change recommendations. The card will advise owners:

To add engine coolant supplement (sealant) whenever the engine coolant is changed, and,

To follow the engine oil change recommendation in their Owner's Manual and Maintenance Schedule.

PHASED MAILING

To enhance service and improve parts availability, owner letters will be mailed in model year groupings. We expect the mailings will span several months. However, all Vehicies Covered are eligible for the Basic Dealer Services immediately upon issuance of this Special Policy Adjustment Bulletin, even if an owner has not yet received a letter.

Additional Engine Protection also applies to all 1982 through 1985 model HT4100 engines, even if an owner has not yet received a letter.

OWNER NOTIFICATION

OWNERS WILLL BE NOTIFIED BY LETTER FROM CADILLAC MOTOR CAR DIVISION. COPIES OF THE OWNER LETTERS ARE ATTACHED. WE SUGGEST DEALERS ORDER THEIR INITIAL PARTS REQUIREMENTS AS SOON AS POSSIBLE. A QUANTITY OF ADDITIONAL ENGINE PROTECTION DOCUMENTS WILL BE PRESHIPPED TO EACH DEALER.

The first owner letter grouping will be the 1982 model year vehicles. A list of 1982 vehicles is enclosed for dealer follow-up. The list includes:

Those vehicles originally sold by you, providing the current owner is located in your zone, and,

Those vehicles originally sold outside of your zone whose current owner is located in your area of sales/service responsibility.

The list contains owner names and addresses obtained from State Motor Vehicle Registration records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this and subsequent lists to the follow-up for this Special Policy.

As each owner letter - model year grouping is released (approximately every 4 to 5 weeks) during the Phased Mailing, dealers will be mailed additional vehicle lists for follow-up use.

PRESHIPMENT OF DOCUMENTS

Cadillac Motor Car Division will conduct a preshipment of the various Additional Engine Protection documents. Quantities to be preshipped to each Cadillac Dealer will be a percentage of average dealer sales volume for one model year. The preshipment will include documents for 1982 - 1984 model year vehicles (Group 70 S- 2001) and a limited quantity for 1985 model year vehicles (Group 70 S-2002). Additional dealer requirements may be ordered from Cadillac Stationery Control.

Refer to the Documents Information section of this bulletin for additional information.

VEHICLES COVERED

All 1982, 1983 and 1984 DeVilles, Fleetwoods, Eldorados and Sevilles equipped with 4.1 liter V-8 engines (VIN Code 8) are eligible for the Basic Dealer Services.

Additionally, all early production 1985 Broughams, Eldorados, Sevilles and FWD DeVilles and Fleetwoods equipped with 4.1 liter V-8 (VIN Code 8) engines within the VIN ranges below are eligible for the Basic Dealer Services:

NOTE: Mid-year producdon 1985 Cadillac models built AFTER the VIN ranges above, DO NOT require the Basic Dealer Services because of changes made during production.

The owners of mid-year 1985 Cadillac models will be mailed a Cooling System Maintenance Procedure label along with the Additional Engine Protection documents. The owners are requested to apply the labels themselves; however, they have the option to ask their Cadillac dealer to install the label. See Step 18. of the Service Procedure.

PARTS INFORMATION

The following parts will be required for the Basic Dealer Services. They are available from the Parts Distribution Centers of the General Motors Warehousing and Distribution Division (GMWDD).

** Coolant will not always be needed. If a covered vehicle has been in service less than 24 months AND has less than 30,000 miles on the odometer, OR dealer records indicate a recent coolant change, the engine coolant does not need to be changed. See Step 3. of the Service Procedure.

If there is difficulty obtaining these parts using normal ordering procedures, dealers may place a C.I.O. using advise Code "2" with no special instruction code. The parts may also be ordered on a V.I.P. order; however, unless prior zone approval is obtained, dealers will be required to absorb any surcharge involved under the V.I.P. system.

If any problems are encountered in obtaining these parts, please follow the three step procedure as stated in the GM Parts Emergency Order Follow-up Procedure (Refer to GM Parts Policy & Procedure Manual, Section IV, pages 32 and 33, August 1984 Edition).

DOCUMENTS INFORMATION

1982 throuqh 1985 Models Documents for Additional Engine Protection

The following documents will be required for the Additional Engine Protection. They may be ordered from Cadillac Stationery Control, Drawer 30091, Lansing, Michigan 48909 using a Cadillac Motor Car Division Stationery Order, Group 70.

SINCE OWNERS WILL BE ADVISED OF THIS SPECIAL POLICY IN STAGES SPANNING SEVERAL MONTHS, STRICT QUANTITY ORDERING LIMITS WILL BE IN EFFECT TO ENSURE ADEQUATE DOCUMENT AVAILABILITY EXISTS FOR ALL DEALERS. THEREFORE, PLEASE EXERCISE GOOD JUDGEMENT AND ONLY ORDER THE AMOUNT OF DOCUMENTS YOU ANTICIPATE WILL BE REQUIRED TO COMPLETE YOUR PROJECTED AFFECTED VEHICLES.

GMWDD does not stock the Additional Engine Protection documents. Individual items cannot be ordered separately. Refer to the Preshipment of Documents section of this buLletin for additional information.

SERVICE PROCEDURE

CAUTION:

With a pressurized cooling system, coolant temperature in the radiator can be considerably higher than the boiling point of the solution at atmospheric pressure. Removal of the radiator cap, while the cooling system is hot and under high pressure, will cause the solution to boil instantaneously with explosive force, spewing the solution over engine, fenders and persons nearby. If the solution contains flammable anti-freeze such as alcohol (not recommended for use at any time), there is also the possibility of causing a serious fire.

1. Remove the radiator cap when the engine is cool.

A. Turn the cap slowly to the left until it reaches a "stop." Do not press down while turning the cap.

B. Wait until any remaining pressure (indicated by a hissing sound) is relieved, then press down on the cap and continue turning it to the left.

2. Perform step 2. ONLY ON ALL 1982 model vehicles. If the vehicle is a 1983, 1984 or 1985 model, skip step 2. and proceed to step 3.

A. Discard the radiator cap.

B. Loosen the hose clamp at the metal pipe (See: Figure 1) and disconnect the hose.

C. Loosen the hose clamp at the coolant reservoir (See: Figure 1) and disconnect the hose. Discard the check valve and hose assembly.

D. Install two caps (P/N 3634620) one on the reservoir and one on the metal pipe, and secure with the clamps (P/N 25518880).

E. Proceed to step 3.

3. Perform steps 3. through 11. (coolant drain and refill) on 1982 through early production 1985 vehicles only if:

A. The vehicle has been in service more than 24 months, OR

B. The vehicle has more than 30,000 miles on the odometer, UNLESS,

C. Dealer records indicate the engine coolant has been recently changed.

If the vehicle has been in service less than 24 months, AND has less than 30,000 miles on the odometer, OR dealer records indicate a recent coolant change, the coolant does not have to be changed. Skip to step 12.

4. Run engine until the upper radiator hose is hot. (This indicates that the thermostat is open and the coolant is flowing through the system.)

5. Stop the engine; drain cooling system by opening the radiator drain valve.

6. Close the drain valve, fill cooling system with water, and run engine until the thermostat opens.

7. Again, stop the engine and drain cooling system by opening the radiator drain valve.

8. Close the drain valve, fill cooling system with water, and run engine until the thermostat opens.

9. For the third time, stop the engine and drain cooling system by opening the radiator drain valve.

10. Remove the coolant reservoir and pour out any fluid; reinstall reservoir.

11. Add equal amounts of ethylene glycol base coolant (P/N 1052753 or equivalent which meets GM Spec.1825M), and water to protect the engine to at least -35 DEG Fahrenheit to -45 DEG Fahrenheit. Fill the radiator to the base of the filler neck and fill the coolant reservoir to the "full hot" mark. Put the reservoir cap back on.

12. Place the contents of the engine coolant supplement (sealant) (P/N 3634621) into the radiator filler neck. Run the engine for 10 minutes to dissolve the sealant. Do not add the sealant into the coolant recovery bottle.

NOTE: On 1985 FWD DeVille and Fleetwood models it will be necessary to drain and save (See Step 13.) one quart of coolant. Then crush the sealant pellets into small pieces, and pour the pieces into the radiator filler neck while the engine is idling.

NOTE: In the future, whenever the cooling system on a 1982-85 CadUlac model with a 4.1 liter V-8 engine is drained and new coolant added, the system must be flushed and the contents of an engine coolant supplement (sealant) package (P/N 3634621) must be added.

13. With the engine idling, add coolant, as needed, to the radiator until it reaches the bottom of the filler neck.

14. Reinstall radiator cap making sure the arrows on the cap line up with the overflow tube. On 1982 models, install a new radiator cap (P/N 6410427).

15. After running the engine for 10 minutes to dissolve the engine coolant supplement (sealant) change engine oil and filter substituting one quart of engine oil supplement (P/N 1052368) for one quart of engine oil.

NOTE: Oil supplement should be used this one time only and should not be used when performing future oil and filter changes.

16. Install the Cooling System Maintenance Procedure label on a cleaned, dry surface of the radiator cradle (See: Figure 1). Do not install it on top of any existing labels.

17. Upon completion of the Basic Dealer Services for 1982 through early production 1985 models, dealer service personnel are to provide each owner one copy of the following Additional Engine Protection documents.

An Engine Value Protection Plan (EVPP) booklet for 1982 through 1984 model owners.

NOTE: If a vehicle has already exceeded the time OR mileage limits of the Extended Value Protection Plan do not provide the owner with the EVPP booklet.

An Owner's Manual and Maintenance Schedule Update card for 1982 through 1985 model owners, and new, unsold models in dealer stock.

An Engine Value Protection Limited Warranty booklet for 1985 model owners, and new, unsold models in dealer stock.

18. Perform Step 18 only on mid-year production 1985 model vehicles BUILT AFTER the VIN ranges in the Vehicles Covered section of this bulletin:

Upon owner request, install the Cooling System Maintenance Procedure label on a cleaned, dry surface of the radiator cradle (See: Figure 1). Do not install it on top of any existing labels.

Refer to the NOTE in the Vehicles Covered section of this bulletin for additional information.

SPECIAL POLICY COMPLETION

The Cooling System Maintenance Procedure label (Step 16. of the Service Procedure) will serve as the "Completion Label" for the Basic Dealer Services. In the future, presence of the label on the radiator cradle will indicate that the Basic Dealer Services for eligible 1982 through early production 1985 vehicles have been completed, and need not be done again.

Presence of the Cooling System Maintenance Procedure label (Step 18 of the Service Procedure) on mid-year and later production 1985 model vehicles indicates that the Basic Dealer Services are not required, because of changes made during production.

CREDIT

Credit for this service will be issued upon receipt of a properly prepared warranty claim which includes information from one of the following labor operations.

OWNER REIMBURSEMENTS FOR PREVIOUSLY INCURRED EXPENSES

Owners who previously paid a Cadillac dealer for repairs or adjustments to engine parts covered by the EVPP during the 48 month/50,000 mile coverage period will be reimbursed for those repairs or adjustments. THIS INCLUDES REIMBURSEMENT OF THE $100 DEDUCTIBLE FOR THE POWER PROTECTION PLUS AND OTHER APPLICABLE LIMITED WARRANTIES FOR PARTS LISTED IN THE EVPP BOOKLET. They should present their oriqinal paid receipts or invoices to their Cadillac dealer to verify the expense.

Dealers are to obtain the original receipts from owners and advise them to retain copies for their personal records. Dealers should advise the owners that the invoices will be reviewed with a Cadillac Zone Representative and that reimbursement will be paid for covered expenses as quickly as possible. When a request is approved, the dealer is asked to issue the owner a reimbursement check.

Cadillac will also give consideration to reimbursement of owner expenses for repairs performed by non-Cadillac service facilities if the repaired part is covered by the EVPP and was repaired during the coverage period. Oriqinal paid receipts or invoices will be needed. A Cadillac Zone Representative will review these requests for reimbursement on a case-by-case basis with customer satisfaction in mind and will respond to requests as quickly as possible. When a request is approved, the dealer is asked to issue a reimbursement check.

Dealers will be credited for owner reimbursement after submittal of a Warranty Claim (to be submitted as one net amount with zone approval) as detailed below:

4.1 Liter V-8 (HT4100) Gasoline Engine Cooling System Maintenance Procedure*

Notice:

This engine requires the use of GM Engine Coolant Supplement (Sealant) and coolant antifreeze meeting GM Specification 1825-M (or those specially formulated for aluminum component protection.)

When refilling the engine cooling system, add Engine Coolant Supplement (sealant) GM Part #3634621 and coolant antifreeze meeting GM specification 1825-M, or those specially formulated for aluminum component protection, to the radiator. These tested and approved materials are available from Cadillac dealers.

Dear Cadillac Owner,

This letter has important information for you regarding service andmaintenance of your Cadillac.

Records available to Cadillac Motor Car Division indicate you are the owner of a 1982 DeVille, Fleetwood, Eldorado or Seville equipped with a 4.1 liter V-8 (HT4100) engine. You should have the basic dealer services completed as soon as possible. Please contact your Cadillac dealer to arrange a service date. Your dealer will perform the following services on your 4.1 liter V-8 engine at no charge to you:

An oil change and new filter, including an engine oil supplement.

An ethylene-glycol engine coolant change, if necessary, and an engine coolant supplement csealant).

Service to. the engine coolant recovery system, and a new radiator cap.

Upon completion of the basic dealer services, your Cadillac dealer will provide you three important documents regarding Additional Engine Protection:

An Engine Value Protection Plan (EVPP) booklet.

An Owner's Manual and Maintenance Schedule Update card.

A Cooling System Maintenance Procedure label.

The Engine Value Protection Plan provides for repair or adjustment of covered components in your 4.1 liter V-8 (HT4100) engine, without charge, up to 48 months or 50,000 miles, whichever occurs first, from the date your Cadillac was first placed in service. The EVPP booklet lists the covered components along with the terms and conditions of the protection. We urge you to take a few moments to review its content. Components not listed in the EVPP booklet are subject to the terms and conditions of other applicable General Motors new car limited warranties.

The Owner's Manual and Maintenance Schedule Update card will provide important information about engine cooling system and oil change recommendations. You should keep it in your glove compartment, along with the EVPP booklet and this letter, to serve as a reminder regarding service and maintenance.

Under the EVPP you are entitled to reimbursement for covered expenses you may have already paid at your Cadillac dealer. To obtain reimbursement you may present your original paid receipts or invoices for the covered expenses to your Cadillac dealer (you should keep copies). Unreimbursed expenses for repairs and adjustments to covered engine parts incurred at service facilities other than Cadillac dealerships will also be considered for reimbursement if you present the original paid receipts or invoices to your Cadillac dealer.

The enclosed Special Policy Identification Card identifies your vehicle. Presenting the card to your dealer will assist in completing the services in the shortest possible time. If you have sold or traded your vehicle, please complete the postage-paid card and return it to us. This will assist us in notifying other affected owners.

Cadillac believes that your use of these newly available services and information will yield many miles of trouble-free driving. We want you to enjoy your Cadillac, and hope you will accept the Special Policy and Additional Engine Protection as a continuing symbol of our dedication to your satisfaction.
