The National Traffic and Motor Vehicle Safety Act, as amended, provides that each vehicle which is subject to a product campaign of this type, must be adequately repaired within a reasonable time after the owner has tendered it for repair. A failure to adequately repair within sixty days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time. If the condition is not adequately repaired within a reasonable time, the owner may be entitled to an identical or reasonably equivalent vehicle at no charge, or to a refund of the purchase price, less a reasonable allowance for depreciation.
To avoid having to provide these burdensome solutions, every effort must be made to promptly schedule an appointment with each owner and to repair their vehicle as soon as possible. As you will see in reading the attached copy of the owner letter, the owners are being instructed to contact the nearest Cadillac Zone Office if their dealer does not remedy the condition within five days of the agreed service date. If the condition is not remedied within a reasonable time, the owners are instructed how to contact the National Highway Traffic Safety Administration.
General Motors has determined that a defect which relates to motor vehicle safety may exist in some 1986 and 1987 Fleetwood and De Ville models equipped with the Anti-Lock Brake System (ABS).
Involved vehicles may exhibit brake fluid seepage from the ABS pressure/warning switch which eventually can lead to loss of the brake system hydraulic pump motor. Loss of the hydraulic pump motor would, after accumulated pressure has been depleted (approximately 10-30 normal stops), result in a total loss of rear brakes as well as power assist to the front brakes. The red "Brake" warning Light would, before accumulated pressure has been depleted, illuminate and stay ON. If this warning is not heeded, a loss of rear brakes at a time when minimum stopping distance is required could result in a vehicle crash.
To correct this condition, dealers are to replace the pump motor relay and 30 amp ABS fuses on all vehicles involved. In addition, dealers are to inspect and replace, if required, the hydraulic pump and motor and/or pressure switch as instructed in the Service Procedure of this bulletin.
All 1986 and 1987 Fleetwood and De Ville models equipped with ABS brakes (JM4) within the following VIN range require this campaign (Cadillac records indicate that a total of 2,861 vehicles are affected):
1986 Models - G4200004 through G4367558 1987 Models - H4200003 through H4223360
OWNERS OF VEHICLES AFFECTED BY THIS CAMPAIGN WILL BE NOTIFIED BY LETTER FROM CADILLAC MOTOR CAR DIVISION. A COPY OF THE OWNER LETTER IS ATTACHED.
A list of vehicles involved is enclosed for your follow-up. The list includes: (a.) Those vehicles originally sold by you, providing the current owner is located in your zone; and, (b.) Those vehicles originally sold outside of your zone whose current owner is located in your area of sales/service responsibility.
This list contains owner names and addresses obtained from state motor vehicle registration records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this list for the follow-up necessary to complete this campaign. If no list is attached, none of the involved vehicles are known to be in your area.
Dealers are to service all vehicles involved in this campaign, at no charge to owners, regardless of mileage, age of vehicle, or ownership.
Whenever a vehicle subject to this campaign is taken into used car inventory, dealers are to take the steps necessary to be sure the campaign correction has been made before reselling the vehicle.
In addition, dealers are to perform the campaign on all affected vehicles as they are brought in for any kind of service.
The parts required to complete this campaign should be obtained from the Parts Distribution Centers of General Motors Service Parts Operations (GMSPO). A description is provided below: Quantity Required Part Number Description Per Vehicle

*NOTICE: It is anticipated that most cars will require a pressure (warning) switch, but that less than 20% will require a hydraulic pump and motor. All cars will require relay arid fuses. Please adjust your orders accordingly for the hydrautic pump arid motor.
If there is difficulty obtaining these parts using normal ordering procedures, dealers may place a C.I.O. using advise Code "2" with no special instruction code. The parts may also be ordered on a V.I.P. order; however, unless prior zone approval is obtained, dealers will be required to absorb any surcharge involved under the V.I.P. system.
If any problems are encountered in obtaining these parts, please follow the three step procedure as stated in the GM Parts Emergency Order Follow-up Procedure (Refer to GM Parts Policy & Procedure Manual, Section IV, pages 32 and 33, August 1984 Edition).
1. Raise hood, install fender covers. Leave ignition key in OFF position. Disconnect negative battery cable from battery.
2. Replace the ABS pump motor relay, and both the ABS pump motor 30 amp fuse and the ABS main 30 amp fuse. The pump motor relay will have four wires in its connector. Relay and fuses are located on the left front of dash behind the strut tower (see illustration 1).
3. Visually inspect hydraulic pump and motor housing for any evidence of brake fluid seepage below the pressure switch. If any components require replacement, care should be taken to prevent brake fluid spillage onto the motor.
a. If any evidence of brake fluid seepage is indicated, perform the following steps as outlined in the 1987 Cadillac Service Information Manual, Section 5E, pages 5 & 6. If no seepage is indicated, proceed to Step 3b.
1) Replace the hydraulic pump and motor.
2) Inspect pressure switch for red plastic identification band (See illustration 2). If red band is observed, the switch requires replacement. If red band is not observed, the original switch must be transferred to the replacement pump and motor.
FAILURE TO FULLY DEPRESSURIZE THE HYDRAULIC ACCUMULATOR BEFORE PERFORMING SERVICE OPERATIONS COULD RESULT IN INJURY TO SERVICE PERSONNEL AND DAMAGE TO PAINTED SURFACES.
b. If there is no evidence of brake fluid seepage, inspect only the pressure switch for red plastic identification band (See illustration 2). If red band is observed, the switch requires replacement. Follow pressure switch replacement procedure in 1987 Cadillac Service Information Manual, Section 5E, page 5. if red band is not observed, proceed to Step 3c.
c. If visual inspection does not indicate any parts replacement except for relay and fuses replaced in Step 2, proceed to Step 5.
4. If pressure switch is replaced, without pump and motor replacement; check fluid level in reservoir and ensure that is filled to the mark. Do not overfill or underfill. Connect battery cable and turn ignition key to ON position until pump motor stops. Check for brake fluid leak.
a. If hydraulic pump and motor is replaced:
1) Fill reservoir with brake fluid. Connect battery cable.
2) Turn ignition key to ON position until pump motor stops.
3) Check for brake fluid leak.
4) Turn ignition key OFF and discharge accumulator. See Checking and Filling in the 1987 Cadillac Service Information Manual, Section 5E, page 4.
5) Ensure that the brake fluid reservoir is filled to the mark. Do not overfill or underfill.
5. Install a Campaign Completion Label
Upon completion of this campaign, a white campaign label (Cat. No. S-1015) should be affixed on a clean, dry surface of the radiator support tie bar in an area clearly visible when the hood is raised. Each label provides space to print in ink (or type) campaign number 87-C-2 and your five-digit Cadillac dealer code. Dealers are to take the steps necessary to insure that the numbers are properly recorded on the label.
Credit for this campaign will be issued upon receipt of a properly prepared warranty claim which includes information from one of the following Labor Operations:

To prevent the possibility of this condition occurring, the hydraulic pump motor electrical relay and 30 amp fuses will be replaced. In addition, the hydraulic pump motor assembly and pressure/warning switch will be inspected and, if required, replaced.
Please contact your Cadillac dealer on or after the date shown below to arrange a service date. Your dealer will perform the required service at no charge to you.
Instructions for making this correction have been sent to your Cadillac dealer. The labor time to perform the inspection, with relay and fuse replacement, is approximately 15 minutes. If other parts require replacement, an additional 20 minutes may be required. Please allow time for the dealer to process your vehicle.
Your Cadillac dealer is best equipped to obtain parts and provide service to ensure your Cadillac is corrected as promptly as possible. However, if you take your vehicle to your dealer on the agreed service date and they do not remedy this condition on that date or within five days, we recommend you contact the nearest Cadillac Zone Office, either in person or by telephone. The Zone Office will assist you and the deater in getting your vehicle corrected. The locations and telephone numbers of the Zone Offices are listed in your Warranty and Owner Assistance Information Booklet which is in your glove compartment.
After contacting your dealer and the Zone office, if you are still not satisfied we have done our best to remedy this condition without charge within a reason- able time, you may wish to write the Administrator, National Highway Traffic Safety Administration, 400 Seventh Street, S. The enclosed Campaign Owner Identification Card identifies your Cadillac. Presentation of this card to your dealer will assist in making the correction in the shortest possible time. If you have sold or traded your vehicle, please complete the postage-paid card and return it to us. This will assist us in assuring all affected vehicles have been corrected.
