Cadillac Motor Car Division has determined that certain 1986 FWD Fleetwood and De Ville Models might experience engine oil cooler hose fitting separation from the oil cooler hose. This condition will result in the loss of oil pressure possibly resulting in engine damage.
To prevent this condition from occurring, dealers will be required to replace both upper and lower oil cooler hoses on all affected vehicles per the Vehicles involved and Service Procedure sections of this bulletin.
All 1986 FWD Fleetwood and De Ville Models within the following VIN range require this Campaign (Cadillac records indicate that a total of 118,338 vehicles are affected):
G4200001 through G4318343
OWNERS OF VEHICLES AFFECTED BY THIS CAMPAIGN WILL BE NOTIFIED BY LETTER FROM CADILLAC MOTOR CAR DIVISION. A COPY OF THE OWNER LETTER IS ATTACHED.
A list of vehicles involved, which our records indicate were sold by or shipped to you, is enclosed for your follow-up. This listing contains owner names and addresses obtained from Cadillac delivery records. You are urged to limit the use of this list to the follow-up necessary to complete this campaign. If no list is attached, none of the suspect vehicles are known to be in your area.
WE SUGGEST YOU USE THE LIST OF VEHICLES INVOLVED TO ORDER YOUR INITIAL PARTS REQUIREMENTS AS SOON AS POSSIBLE.
Dealers are to service all vehicles subject to this campaign, at no charge to owners, regardless of mileage, age of vehicle, or ownership.
Whenever a vehicle subject to this campaign is taken into new or used car inventory, dealers are to take the steps necessary to be sure the campaign correction has been made before reselling the vehicle.
In addition, dealers are to perform the campaign on all affected vehicles as they are brought in for any kind of service until all vehicles have been corrected.
The following parts will be required for oil cooler hose replacement. They are available from the Parts Distribution Centers of the General Motors Warehousing and Distribution Division (GMWDD).
VIN Range Part Number Description Quantity --------- ----------- ----------- -------- G4200001 thru G4252323 1626328 Oil Cooler Inlet 1 Per Vehicle Hose (Lower)

If there is difficulty obtaining these parts using normal ordering procedures, dealers may place a C.I.O. using advise Code "2" with no special instruction code. The parts may also be ordered on a V.I.P. order; however, unless prior zone approval is obtained, dealers will be required to absorb any surcharge involved under the V.I.P. system.
If any problems are encountered in obtaining these parts, please follow the three step procedure as stated in the GM Parts Emergency Order Follow-up Procedure (Refer to GM Parts Policy & Procedure Manual, Section IV, pages 32 and 33, August 1984 Edition).
1. Disconnect upper and lower oil cooler hoses at radiator and at oil filter adapter. Use back-up wrench where appropriate (refer to appropriate illustration).
2. Loosen retaining clip screw until cooler lines can be removed (refer to appropriate illustration).
3. Inspect replacement hoses to insure that o-ring gaskets are in place at each connection. Missing or damaged o-rings should be replaced with P/N 22514085. Do not reuse old o-rings from original hose.
4. Position new upper and lower lines behind retainer clip and route as shown in appropriate illustration.
5. Start threads at all connections taking particular care to avoid cross threading.
6. Tighten all four hose connections to 18 N.m (13 ft. lbs.).
7. Tighten retaining clip screw.
8. Start engine and check for leaks. Leaking fittings cannot be corrected by applying more torque than specified.
Upon completion of this campaign, a white campaign label (Cat. No. S-1015) should be affixed on a clean, dry surface of the radiator support tie bar in an area clearly visible when the hood is raised. Each label provides space to print in ink (or type) campaign number 86-C-3 and your five-digit Cadillac dealer code. Dealers are to take the steps necessary to insure that the numbers are properly recorded on the label.
Credit for this campaign will be issued upon receipt of a properly prepared warranty claim as follows: Failed Parts Failure Labor Labor* Description Part No. Allowance Code Operation Hours ----------- ------- --------- ---- --------- ----- Replace Inlet & Outlet # ** 96 V 3510 .5 hours Oil Cooler Hoses
* This labor time represents the actual time required to perform the correction. Dealers should apply for 0.1 additional hour for administrative allowance as "Other Labor Hours".
** Parts allowance should be the total of the current GMWDD Net plus 30% of all parts required for the repair.

General Motors bulletins are intended for use by professional technicians, not a "do-it-yourselfer". They are written to inform those technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions and know-how to do a job properly and safely. If a condition is described, do not assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See a General Motors dealer servicing your brand of General Motors vehicle for information on whether your vehicle may benefit from the information.
