NEW VEHICLE INSPECTION AND PRE-DELIVERY PREPARATION

To attain the Cadillac goal of complete customer satisfaction, it is essential that pre - delivery inspection be performed with a great deal of care and attention to detail. THE OWNER'S FIRST IMPRESSION IS THE MOST LASTING, and it is the dealer's responsibility to see that each new Cadillac is in the best possible condition at the time of delivery. This may be achieved only by a thorough and complete inspection of the automobile before delivery to the owner.

The 1986 Cold Key Delivery System Pre-delivery Inspection Procedure Check Sheet (copy attached) is similiar to 1985 and is included in each Gold Key/Owner literature sealed package.

The pre-delivery inspection procedure is divided into two parts - New Vehicle Inspection (top half of form) and Pre-Delivery Inspection (buttom half of form). The New Vehicle Inspection should be performed at the time the vehicle arrives at the dealership. The Pre-Delivery Inspection should be performed as near to the time of delivery as possible.

An essential ingredient in the new vehicle inspection procedure is a thorough vehicle road test. The DFI Functional Road Test should be performed as part of the road test during New Vehicle Inspection. For 1986 a DFI Functional Road Test form (copy attached) is provided as an aid to verify proper vehicle systems operation. A pad of DFI Functional Road Test forms is included with this bulletin. Additional DFI Functional Road Test forms are available in pads of 50 at no charge from Helm, Inc., P.O. Box 3617, Highland Park, Michigan 48203. Request form H-2068-86.

An important element in the Pre-delivery Inspection procedure is the battery state of charge. Should delivery of the vehicle occur after a prolonged storage period, the battery state of charge should again be checked immediately prior to delivery.

As a final quality check, the sales consultant should sign the form, indicating that the vehicle is acceptable for delivery. A completed copy of the check sheet must be presented to the owner during delivery, while the second copy should retained in the vehicle service history file as in the past.

Normal warranty claim procedures will continue to apply for all service operation not specified as part of the New Vehicle/Pre-delivery inspection procedure. Zone personnel will continue to monitor new vehicle prepration to ensure that all operations are being performed.

The New Vehicle/Pre-Delivery Inspection time allowances for 1986 models will contain two carry over elements for performing all prescribed items, plus an additional allowance for dealership installation of the cellular telephone when ordered as a factory option.

1. A base labor time allowance assigned to each model.

2. An additional allowance of 0.1 hour for each $400 increment of DEALER PRICE above the base dealer price to a maximum of one hour. 1

3. An additional allowance of 0.7 hours to install the cellular telephone when ordered as a factory option (FWD Fleetwood and FWD De Ville).

The combined time allowance will be computed on each individual vehicle and multiplied by the Dealer's mechanical warranty labor rate to determine the credit for performing each New Vehicle Inspection and Pre-delivery Preparation service. The schedule below lists the price product groups, the base time allowance, and the additional inspection allowance based an invoice pricing. The additional inspection allowance has been revised slightly. New price product group schedules and inspection time allowances become effective with the shipment of 1986 models.

General Motors bulletins are intended for use by professional technicians, not a "do-it-yourselfer". They are written to inform those technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions and know-how to do a job properly and safely. If a condition is described, do not assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See a General Motors dealer servicing your brand of General Motors vehicle for information on whether your vehicle may benefit from the information.
