GM HAS DETERMINED THAT THE ELECTRIC IN TANK FUEL PUMP IN SOME EARLY 1980 SEVILLES AND ELDORADOS EQUIPPED WITH DEFI MAY FAIL TO OPERATE PROPERLY UNDER HIGH AMBIENT TEMPERATURE CONDITIONS. THE RESULTANT LOW OR NO FUEL PRESSURE CAN RESULT IN A NO START CONDITION.
IN ORDER TO PREVENT INCONVENIENCE TO OWNERS WHO MIGHT EXPERIENCE THIS CONDITION, GENERAL MOTORS HAS DECIDED TO INSPECT THE AFFECTED VEHICLES AND REPLACE IF NECESSARY, THE IN-TANK FUEL PUMP AND ASSOCIATED COMPONENTS WITH AN IMPROVED DESIGN AT NO CHARGE TO THE OWNERS.
BECAUSE IT HAS BEEN DETERMINED THAT HIGH AMBIENT TEMPERATURES CONTRIBUTE TO THE POSSIBILITY OF EXPERIENCING THE ABOVE CONDITION, SHIPMENT OF PARTS AND MAILING OF OWNER LETTERS WILL BEGIN FIRST IN HOTTER SOUTHERN CLIMATES. AS SUFFICIENT PARTS BECOME AVAILABLE, PARTS SHIPMENTS AND OWNER LETTER MAILING WILL BE MADE TO MORE NORTHERN REGIONS.

PARTS INFORMATION
A NEW IN TANK FUEL PUMP ASSEMBLY, P/N 6471634, MAY BE REQUIRED AS INDICATED IN THE SERVICE PROCEDURE. IN ADDITION, A NEW FUEL PUMP RELAY, P/N 1621806, IS REQUIRED FOR EACH AFFECTED VEHICLE. AN INITIAL QUANTITY OF PARTS WILL BE SHIPPED TO EACH DEALER ACCORDING TO THE LIST OF VEHICLES INVOLVED. PARTS WILL FIRST BE SHIPPED TO DEALERS IN SOUTHERN REGIONS TO COORDINATE WITH MAILING OF OWNER NOTIFICATION LETTERS. ADDITIONAL FUEL PUMP ASSEMBLIES AND FUEL PUMP RELAYS WILL BE MADE AVAILABLE THROUGH GMPD IN THE NORMAL MANNER AFTER ALL OF THE INITIAL SHIPMENTS ARE COMPLETED. IN THE EVENT A FUEL PUMP ASSEMBLY IS REQUIRED PRIOR TO THIS TIME THEY SHOULD BE ORDERED C10 OR VIP ON A CASE BY CASE BASIS.

OWNERS OF ALL AFFECTED VEHICLES WILL BE NOTIFIED BY CADILLAC OF THIS CAMPAIGN. A COPY OF THE OWNER LETTER IS ATTACHED. A LIST OF THOSE VEHICLES INVOLVED, WHICH OUR RECORDS INDICATE WERE SOLD BY YOU, IS ENCLOSED FOR YOUR FOLLOW UP. THIS LISTING CONTAINS OWNER NAMES AND ADDRESSES OBTAINED FROM CADILLAC DELIVERY RECORDS. OWNERS OF AFFECTED VEHICLES IN SOUTHERN GEOGRAPHICAL AREAS WITH HOTTER TEMPERATURES WILL BE NOTIFIED FIRST. REMAINING OWNERS IN MORE NORTHERN REGIONS WILL BE NOTIFIED AS PARTS BECOME AVAILABLE.

SERVICE PROCEDURE
DEALERS WERE ADVISED BY MAILGRAM DATED 7/21/80 TO BEGIN RECORDING ON THE REPAIR ORDER THE FOUR DIGIT DATE CODE ENGRAVED ON THE FUEL PUMP BODY OF ANY SERVICE REPLACEMENT PUMP INSTALLED ON ANY DEFI VEHICLE. BEFORE PROCEEDING TO THE FOLLOWING STEPS IN THE SERVICE PROCEDURE, THE SERVICE HISTORY OF EACH AFFECTED VEHICLE SHOULD BE REVIEWED. IF THE FUEL PUMP HAS BEEN REPLACED AFTER 7/21/80 AND PRIOR TO THIS RECALL, LOCATE THE FOUR DIGIT DATE CODE RECORDED ON THE RESPECTIVE REPAIR ORDER AND USING THE INSPECTION DESCRIPTION OUTLINED IN STEP 4 OF THIS BULLETIN, DETERMINE IF THE FUEL PUMP INSTALLED ON THE PREVIOUS REPAIR ORDER IS OF THE EARLY TYPE AND REQUIRED REPLACEMENT (ITEMS A OR B IN STEP 4). IF SO, PROCEED TO STEP 1. IF THE DATE CODE ON THE REPAIR ORDER INDICATES THE FUEL PUMP THAT HAD BEEN INSTALLED WAS OF THE LATER IMPROVED TYPE (ITEM C IN STEP 4), PROCEED TO STEP 17 AS THE FUEL TANK NEED NOT BE REMOVED.
1. REMOVE FUEL TANK FROM VEHICLE AS DESCRIBED IN THE 1980 CADILLAC SERVICE MANUAL (PAGE 6C-61.)
2. NOTE LOCATION AND REMOVE ELECTRICAL CONNECTIONS FROM SENDING UNIT.
3. INSTALL FUEL TANK SENDING UNIT REMOVER AND INSTALLER, J-24187, ON CAM LOCKING RING SO THAT TOOL ENGAGES THREE TABS ON RING.
4. INSTALL RATCHET AND TURN COUNTERCLOCKWISE TO DISENGAGE LOCKING RING FROM FUEL TANK. REMOVE TOOL AND LIFT UNIT FROM TANK.
INSPECTION
WITH TANK UNIT REMOVED LOCATE FOUR DIGIT IN-TANK FUEL PUMP DATA CODE SCRIBED ON UPPER PORTION OF METAL FUEL PUMP HOUSING.
A. IF LAST DIGIT OF DATE CODE IS OTHER THAN 0 (ZERO) THE FUEL PUMP IS OF THE EARLY TYPE AND MUST BE REPLACED WITH A NEW FUEL PUMP ASSEMBLY, P/N 6471634. PROCEED TO STEP 5.
C. IF LAST DIGIT OF DATE CODE IS 0 (ZERO) AND FIRST THREE DIGITS ARE 032 OR MORE (I.E. DATE CODES SUCH AS: 0320, 0640, 1150, 1960 ETC.) THE FUEL PUMP IS OF THE LATER IMPROVED TYPE. REINSTALL ORIGINAL TANK UNIT AND PUMP IN FUEL TANK USING NEW RUBBER TANK UNIT GASKET, P/N 3983116. PROCEED TO STEP 16.
5. NOTE POSITION OF FILTER ON PUMP AND REMOVE FILTER BY GRIPPING FILTER AT PUMP AND ROTATING IN ONE DIRECTION WHILE PULLING OFF. DISCARD FILTER.
6. CUT OFF RUBBER COUPLER AND DISCARD.
7. REMOVE PUMP FROM MOUNTING BRACKET AND DISCARD OLD RUBBER ISOLATOR. INSPECT END OF TANK UNIT FUEL TUBE FOR DAMAGE, SOLDER ACCUMULATION ETC.
8. DISCONNECT ELECTRICAL CONNECTIONS AT PUMP. NOTE WHICH TERMINAL IS THE GROUND WIRE CONNECTION. POLARITY MARKINGS (+ OR -) ARE MOLDED INSIDE THE TOP PLASTIC CAP NEAR EACH TERMINAL AS ILLUSTRATED BELOW. GROUND (-) WIRE IS WLEDED TO THE PICK-UP TUBE OR THE CAPACITOR BRACKET.
9. INSPECT NEW FUEL PUMP ASSEMBLY DATE CODE AS IN STEP 4 TO ASSURE IT IS NEW STOCK. IF DATE CODE READS SUCH AS A) OR B) IN STEP 4 IT SHOULD BE HELD FOR SCRAPPING AND A NEW FUEL PUMP ASSEMBLY SHOULD BE OBTAINED. OTHERWISE LUBRICATE FUEL TUBE ON SENDING UNIT AND NEW FUEL PUMP OUTLET TUBE WITH SOAP SOLUTION OR VASELINE. SLIDE NEW RUBBER COUPLER ONTO SENDING UNIT FUEL TUBE. CARE SHOULD BE TAKEN TO PREVENT SOAP FROM ENTERING THE FUEL PUMP OUTLET TUBE.
10. CONNECT WIRES TO NEW FUEL PUMP USING NUTS AND LOCK WASHERS PROVIDED, MAKING SURE GROUND WIRE CONNECTS TO GROUND TERMINAL. RECOMMENDED NUT TORQUE IS 5-10 IN.LBS. HOLD THE LEADS DURING TORQUING TO PREVENT ROTA- TION OF PUMP TERMINAL STUDS.
11. INSTALL NEW RUBBER ISOLATOR AND NEW FUEL PUMP ON PUMP MOUNTING BRACKET.
12. ALIGN FUEL PUMP OUTLET WITH FUEL TUBE AND SLIDE RUBBER COUPLER DOWN OVER FUEL PUMP OUTLET. SUPPORT PUMP BRACKET TO PREVENT IT FROM BENDING WHILE SLIDING RUBBER COUPLER INTO POSITION.
13. POSITION NEW IN-TANK FILTER IN SAME POSITION AS OLD FITLER PRIOR TO REMOVAL AND INSTALL BY PUSHING STRAIGHT ON THE EDGES OF THE METAL FERREL. AFTER PROPER INSTALLATION THE PLASTIC RPOTRUSION CAN BE FELT PROJECTING PAST THE METAL FERREL.
14. RECHECK PUMP INSTALLATION TO ASSURE PUMP IS PROPERLY SEATED IN BRACKET AND ELECTRICAL WIRE CONNECTIONS ARE CONNECTED TO PROPER TERMINALS. IF THE WIRES ARE BACKWARDS THE PUMP WILL RUN, BUT WILL NOT PRODUCE PRESSURE.
15. REINSTALL IN-TANK FUEL PUMP AND SENDING UNIT ASSEMBLY INTO FUEL TANK USING NEW RUBBER TANK UNIT GASKET FROM KIT.
16. REINSTALL FUEL TANK ASSEMBLY.
17. LOWER CAR AND REMOVE LEFT HAND LOWER INSTRUMENT PANEL CLOSE-OUT PANEL.
18. REMOVE FUEL PUMP RELAY FROM RELAY CENTER AND INSTALL NEW FUEL PUMP RELAY, P/N 1621806 IN RELAY CENTER.
19. REINSTALL LEFT HAND CLOSE OUT PANEL.
CAMPAIGN COMPLETION LABEL
UPON COMPLETION OF THIS CAMPAIGN, A WHITE CAMPAIGN COMPLETION LABEL SHOULD BE AFFIXED ON A CLEAN, DRY SURFACE OF THE RADIATOR SUPPORT TIE BAR IN AN AREA CLEARLY VISIBLE WHEN THE VEHICLE'S HOOD IS RAISED. EACH LABEL PROVIDES SPACE TO PRINT IN INK OR TYPE CAMPAIGN NUMBER 80-C-2 AND YOUR 5-DIGIT DEALER CODE. DEALERS ARE TO TAKE NECESSARY STEPS TO INSURE THAT THE NUMBERS ARE RECORDED ON THE LABEL.
