GENERAL MOTORS HAS DETERMINED THAT CERTAIN 1981 CADILLAC VEHICLES EQUIPPED WITH 5.7 LITER DIESEL ENGINES AND SOLD FOR USE IN THE STATE OF CALIFORNIA MAY NOT COMPLY WITH CALIFORNIA HYDRACARBON EXHAUST EMISSION STANDARDS BECAUSE OF RETARDED TIMING OF THE FUEL INJECTION PUMP.

DEALER CAMPAIGN RESPONSIBILITY
DEALERS ARE TO INSPECT AND, IF NECESSARY, CHANGE THE TIMING OF THE ENGINE BY ROTATING THE INJECTION PUMP. THIS MODIFICATION IS TO BE PERFORMED ON ALL AFFECTED VEHICLES IN ACCORDANCE WITH THE SERVICE PROCEDURE.
DEALERS ARE TO SERVICE, AT NO CHARGE TO THE OWNER, ALL VEHICLES SUBJECT TO THIS CAMPAIGN REGARDLESS OF MILEAGE, AGE OF VEHICLE, OR OWNERSHIP.
WHENEVER A VEHICLE SUBJECT TO THIS CAMPAIGN IS TAKEN INTO YOUR NEW OR USED CAR INVENTORY IN THE FUTURE, YOU SHOULD TAKE THE STEPS NECESSARY TO BE SURE THE CAMPAIGN CORRECTION HAS BEEN MADE BEFORE RESELLING THE VEHICLE.
IN ADDITION, DEALERS ARE TO PERFORM THE CAMPAIGN SERVICES ON ALL AFFECTED VEHICLES AS THEY ARE BROUGHT IN FOR ANY KIND OF SERVICE UNTIL ALL AFFECTED VEHICLES HAVE BEEN CORRECTED.
OWNER NOTIFICATION
OWNERS OF ALL AFFECTED VEHICLES WILL BE NOTIFIED BY CADILLAC OF THIS CAMPAIGN. A COPY OF THE OWNER LETTER IS ATTACHED. A LSIT OF THOSE VEHICLES INVOLVED, WHICH OUR RECORDS INDICATE WERE SOLD BY YOU, IS ENCLOSED FOR YOUR FOLLOW UP. THIS LISTING CONTAINS OWNER NAMES AND ADDRESSES OBTAINED FROM CADILLAC DELIVERY RECORDS AND STATE MOTOR VEHICLE REGISTRATION RECORDS. THE USE OF SUCH MOTOR VEHICLE REGISTRATION DATA FOR ANY OTHER PURPOSE IS A VIOLATION OF LAW IN SEVERAL STATES. ACCORDINGLY, YOU ARE URGED TO LIMIT THE USE OF THIS LISTING FOR THE FOLLOW UP NECESSARY TO COMPLETE THIS CAMPAIGN.
SERVICE PROCEDURE
1. OPEN THE HOOD AND LOCATE THE PAPER TAG ON THE RIGHT HAND VALVE COVER CONTAINING THE ENGINE SERIAL NUMBER. IF THE ENGINE NUMBER IS BETWEEN D10118410-D10201731, ROTATING THE INJECTION PUMP WILL BE REQUIRED. IN THE EVENT THE ENGINE NUMBER IS NOT WITHIN THESE BREAKPOINTS OR THE ENGINE NUMBER IS MISSING, DO NOT PERFORM THE CORRECTION. PROCEED TO STEP 6.
2. FOR ENGINES WITHIN THE SERIAL NUMBER BREAKPOINTS, REMOVE THE AIR CLEANER ASSEMBLY.
3. WIPE THE PUMP AND ADAPTER FLANGES CLEAN AND THEN AFFIX THE SPECIAL TAPE PROVIDED. LINE UP THE LONG LINE IN THE CENTER OF THE TAPE WITH JOINT LINE BETWEEN THE ADAPTER AND PUMP FLANGE AS ILLUSTRATED IN FIGURE 1.
4. WITH THE TAPE FIRMLY STUCK IN PLACE, CUT THE TAPE WITH A RAZOR BLADE AT THE JOINT.
5. LOOSEN THE THREE PUMP TO ADAPTER NUTS AND ROTATE THE PUMP TO LINE UP THE MARKS ON THE TAPE AS SHOWN IN FIGURE 2. RETORQUE THE NUTS TO 24 N-M (18 FT.LBS.).
6. REINSTALL AIR CLEANER ASSEMBLY, INSTALL CAMPAIGN IDENTIFICATION LABEL DESCRIBED BELOW AND CLOSE HOOD.
CAMAPAIGN COMPLETION LABEL
UPON COMPLETION OF THIS CAMPAIGN, A WHITE CAMPAIGN COMPLETION LABEL (CAT.NO. S-1015( SHOULD BE AFFIXED ON A CLEAN, DRY SURFACE OF THE RADIATOR SUPPORT TIE BAR IN AN AREA CLEARLY VISIBLE WHEN THE VEHICLE'S HOOD IS RAISED. EACH LABEL PROVIDES SPACE TO PRINT IN INK OR TYPE CAMPAIGN NUMBER 81-E-1 AND YOUR 5 DIGIT DEALER CODE. DEALERS ARE TO TAKE NECESSARY STEPS TO INSURE THAT THE NUMBERS ARE PROPERLY RECORDED ON THE LABEL.
PARTS INFORMATION
THE TAPE NECESSARY TO PERFORM THIS CORRECTION IS PROVIDED WITH BULLETINS SENT TO THOSE DEALERS WITH AFFECTED CARS. ADDITIONAL TAPE MAY BE OBTAINED FROM YOUR ZONE OFFICE.
