SPECIAL POLICY: CAMSHAFT INFORMATION

MODELS AFFECTED: ALL 1982 AND CERTAIN 1983 CADILLAC VEHICLES EQUIPPED WITH HT4100 ENGINES

Cadillac has determined that all 1982 and certain 1983 vehicles equipped with HT4100 engines could experience grossly deteriorated engine power and severely decreased idle quality. These conditions may be diagnosed as rough idle, lack of power, engine miss, backfire, valve train noise or idle surge, and may be caused by camshaft lobe wear on one or more lobes.

In recognition of this condition, a special policy applicable to all 1982 and certain 1983 Cadillac vehicles equipped with the HT4100 engine is being issued. The special policy will provide coverage on the camshaft in the event of camshaft wear, for 5 years or 50,000 miles, whichever occurs first, from the date the vehicle was originally placed in service. This will include waiver of the $100 deductible for the Power Protection Plus second year warranty.

This special policy will include the parts and labor required to replace the camshaft.

Vehicles Involved

All 1982 Cadillac vehicles equipped with HT4100 engines are covered by this policy. Additionally, 1983 Cadillac vehicles equipped with HT4100 engines within the VIN ranges indicated below are covered by this policy.

"C" D9100001 through D9168179 "E" DE600001 through DE622329 "K" DE800001 through DE810123

Owner Notification

Cadillac will notify owners of all affected 1982 and 1983 vehicles of this special policy. Copies of the owner letters are attached.

Owner Reimbursement

Consideration should be given to owners who previously paid for repairs covered by this special policy. Owners are instructed in the owner letter to provide dealers with the original paid receipt(s) or invoice(s) for review and consideration for reimbursement. Refer to the Credit Section of this bulletin for additional details.

Dealer Responsibility

Dealers are to replace the camshaft on involved vehicles, at no charge to the owner, if it is determined to have lobe wear and the vehicle is within the time and mileage parameters of this policy.

If camshaft replacement is neeessary, the worn camshaft and associated parts must be held for zone personnel to scrap.

Parts Information

The following list of parts will be required if camshaft replacement becomes necessary. These parts are available from the Parts Distribution Centers of the General Motors Warehousing and Distribution Division (WDDGM).

*RTV may be used instead of a gasket.

If there is difficulty in obtaining these parts using normal ordering procedures, dealers may place a C.I.O. order using Advise Code "2" with no special Instruction Code. They may also be ordered on a V.I.P. order; however, unless prior zone approval is obtained, dealers will be required to absorb any surcharge involved under the V.I.P. system.

If any problems are encountered in obtaining these parts, please follow the three-step procedure as stated in the GM Parts Emergency Order Follow-up Procedure. (Refer to GM Parts Policy and Procedure Manual, Exhibit 20, Section IV, page 38.)

Service Procedure

If it has been determined that camshaft replacement is required, follow the service procedure below.

1. Replace the camshaft and valve lifters (kit P/N 1628822) as described in the appropriate Cadillac Service Information Manual.

IMPORTANT: BE SURE TO PRELUBE THE CAMSHAFT BEARING JOURNALS AND LOBES AS WELL AS THE LIFTER FEET AND THE DISTRIBUTOR DRIVE GEAR. USE THE LUBRICANT PROVIDED IN THE CAMSHAFT REPLACEMENT KIT.

2. Change engine oil and filter.

Credit

Credit will be issued upon receipt of a properly prepared warranty claim as follows:

B. Owner Reimbursements for Previously Incurred Expenses

Consideration should be given to owners of Cadillacs who previously paid for repairs covered by this policy. In the event an owner requests reimbursement, the dealer should obtain the owner's original paid receipt(s) or invoice(s) to verify the expense. The owners should, however, be advised to retain copies of these documents for their personal records before surrendering the originals.

The dealer is to advise the owner that the invoices will be reviewed by a Cadillac representative and that the owner will be advised as quickly as possible of the amount that will be reimbursed. When a request is approved, the dealer is to issue the owner a check for reimbursement.

Dealers will be credited for this reimbursement through the submission of a Warranty Claim (to be submitted as one net amount with zone approval) as detailed below:

IN BOTH INSTANCES OF CAMSHAFT REPLACEMENT AND OWNER REIMBURSEMENT, THE $100 DEDUCTIBLE FOR THE POWER PROTECTION PLUS SECOND YEAR WARRANTY IS WAIVED.

Records available to Cadillac indicate you are the owner of a 1983 Cadillac equipped with a 4.1 Liter, V-8 engine. We at Cadillac believe this engine to be one of the finest we have ever produced; however, our ongoing engineering programs have determined that with the accumulation of mileage, some of these engines could experience a significant change in engine performance as a result of excessive camshaft wear. Should this condition be present in your car, you would experience grossly deteriorated engine power and severely decreased idle quality.

It is unlikely that your Cadillac will experience this problem. However, sbould it occur within the first five years or 50,000 miles (whichever occurs first) from the date your vehicle was originally placed in service, Cadillac Motor Car Division will replace the camshaft in your engine at no charge. This service will be performed by any authorized Cadillac dealer. Damage due to lack of maintenance or use of improper oil is excluded.

As a reminder, you should follow your GM recommended Maintenance Schedule and also always use SF-quality oil of the proper viscosity. This wll reduce the possibility of your engine camshaft wearing excessively. In the event you have already experienced charges for camshaft replacement due to excessive wear, you may present your original paid receipts or invoices to your dealer for review and consideration for reimbursement.

Please place this letter in the glove box of your vehicle with your Owner's Manual and warranty documents for future reference.
