The assembly plant will install the front license plate bracket to all 1989 Eldorados and Sevilles. There are some states that do not require the front license plate bracket. When the bracket is removed a chrome molding must be installed in its place.
The following service procedure should be followed when removing the front license plate bracket:
1. Remove both bumper guards, refer to Figure 1.
2. Remove the front license plate bracket, refer to Figure 2.
3. Install chrome molding, P/N 1639260, which is currently available from GMSPO. Refer to Figure 3. Use the nuts previously removed from the front license plate bracket.
4. Reinstall the bumper guards.

General Motors bulletins are intended for use by professional technicians, not a "do-it-yourselfer". They are written to inform those technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions and know-how to do a job properly and safely. If a condition is described, do not assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See a General Motors dealer servicing your brand of General Motors vehicle for information on whether your vehicle may benefit from the information.
