This bulletin contains additional vehicles involved and is being issued to supplement bulletins 90-C-4, 90-C-4A and 90-C-4B.
All of the vehicles indicated in the Vehicles Involved section of this bulletin require inspection of the SIR Inflator Module. Based upon this inspection, only four (4) of these vehicles should require SIR Inflator Module replacement. The Service Procedure section has been modified to include inspection instructions and a separate Labor Operation for this activity has been added to the Credit section.
The National Traffic and Motor Vehicle Safety Act, as amended, provides that each vehicle which is subject to a product campaign of this type, must be adequately repaired within a reasonable time after the owner has tendered it for repair. A failure to adequately repair within sixty days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time. If the condition is not adequately repaired within a reasonable time, the owner may be entitled to an identical or reasonably equivalent vehicle at no charge, or to a refund of the purchase price, less a reasonable allowance for depreciation.
To avoid having to provide these burdensome solutions, every effort must be made to promptly schedule an appointment with each owner and to repair their vehicle as soon as possible. As you will see in reading the attached copy of the owner letter, owners are being instructed to contact the Cadillac Consumer Relations Center if their dealer does not remedy the condition within five days of the agreed service date. If the condition is not remedied within a reasonable time, owners are instructed how to contact the National Highway Traffic Safety Administration.
General Motors has determined that a defect which relates to motor vehicle safety exists in some 1990 Cadillac Fleetwood, De Ville, Eldorado and Seville model vehicles. In the event of an accident requiring deployment of the driver's side Supplemental Inflatable Restraint (SIR), the SIR Inflator Module, located in the steering wheel assembly, could separate. If separation occurs, the air bag will not inflate as intended, and the driver will not be properly restrained. In addition, separation of the SIR Inflator Module may result in hot combustion gases escaping into the occupant compartment, presenting the possibility that vehicle occupants could receive burn injuries.
To correct this condition, dealers are to inspect and, if necessary, replace the SIR Inflator Module on affected vehicles as per the Vehicles involved and Service Procedure sections of this bulletin.
Dealers are to inspect the 14 digit Bar Code Label on the back side of the SIR Inflator Module for the following codes:
AB8822IBKAAL76 AB8822IBKAAL86 AB9765IBKAAD89 AB8823IBKABP27
If one of the above codes is found or if the Bar Code Label is not present for inspection, dealers are to replace the SIR Inflator Module.
Certain 1990 Cadillac Eldorados and Sevilles require this campaign. Cadillac records indicate that 956 vehicles are involved. See attached Vehicles Involved List for the V.I. Numbers of affected vehicles.
Owners of vehicles affected by this campaign will be notified by letter from Cadillac Motor Car Company. A copy of the owner letter is attached.
A list of vehicles involved, which our records indicate were sold by or shipped to you, is enclosed for your follow-up. This listing contains owner names and addresses obtained from Cadillac delivery records. You are urged to limit the use of this list to the follow-up necessary to complete this campaign. If no list is attached, none of the suspect vehicles are known to be in your area.
Dealers are to service all vehicles involved in this campaign, at no charge to owners, regardless of mileage, age of vehicle, or ownership. Whenever a vehicle subject to this campaign is taken into new or used car inventory, dealers are to take the steps necessary to be sure the campaign correction has been made before selling the vehicle. Dealers are to perform the campaign on all affected vehicles as they are brought in for any kind of service and are to contact the owners of the vehicles indicated on their Dealer List to arrange for the campaign correction to be performed.
Dealers who upon inspection find one of the specified 14 digit codes or discover that the Bar Code Label is missing should contact TRW - Mesa, AZ to obtain a replacement SIR Inflator Module on a "No Charge" basis. Parts in most cases will be shipped overnight express and should arrive within two days.
Parts will not be billed on dealer parts account. Dealers should not order parts from GMSPO.
To order parts contact TRW - Mesa, AZ between 8 a.m. and 4 p.m. Pacific Standard Time, Monday through Friday, by calling 1-800-346-0311, Extension 356. Provide the last eight (8) digits of the VIN, your shipping address, phone number and to whose attention you want the part shipped.
1. Read precautions on handling SIR Inflator Module. 2. Disable the SIR system. 3. Remove the SIR Inflator Module from steering wheel assembly. 4. Inspect the 14 digit Bar Code Label on the back side of the SIR Inflator Module for one of the following codes:

If the code matches or if the Bar Code Label is not present for inspection, replace the SIR Inflator Module. If the code does not match one of the above, reinstall the original SIR Inflator Module.
5. Enable the SIR system. 6. If a module is replaced, return it to TRW properly tagged, and in the TRW Inflator Module shipping container as per the instructions included with the new module.
DO NOT DEPLOY - RETURN INTACT TO TRW
7. Install Campaign Completion Label.
Upon completion of this campaign, a campaign label (Cat. No. S-1015) should be affixed on a clean, dry surface of the radiator support tie bar in an area clearly Visible when the hood is raised. Each label provides space to print in ink (or type) campaign number 90-C-4 and your five-digit Cadillac dealer code. Dealers are to take the steps necessary to ensure that the numbers are properly recorded on the label.
Credit for this campaign will be issued upon receipt of a properly prepared warranty claim as follows:
