MODEL: CERTAIN 1993 ELDORADOS AND SEVILLES
The National Traffic and Motor Vehicle Safety Act, as amended, provides that each vehicle which is subject to a recall campaign of this type must be adequately repaired within a reasonable time after the owner has tendered it for repair. A failure to repair within sixty (60) days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time.
If the condition is not adequately repaired within a reasonable time, the owner may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price less a reasonable allowance for depreciation.
To avoid having to provide these burdensome solutions, every effort must be made to promptly schedule an appointment with each owner and to repair their vehicle as soon as possible. As you will see in reading the attached copy of the owner letter, if the condition is not remedied within a reasonable time, owners are instructed on how to contact the National Highway Traffic Safety Administration.
General Motors has determined that a defect which relates to motor vehicle safety exists in some 1993 model Cadillac Eldorados or Sevilles equipped with the 4.6L gas engine. the fuel feed and return lines to the engine fuel injection system may not be fully assembled and locked. They may work loose with time and mileage causing a fuel leak in the engine compartment. If an ignition source is present, an engine compartment fire may occur.
To correct this condition dealers are to inspect and, if necessary, adjust or replace the fuel feed and return lines to the engine fuel injection system on all involved vehicles as per the Vehicles Involved and Service Procedure sections of this bulletin.
All 1993 model Eldorados and Sevilles equipped with the 4.6L gas engine and built within the following VIN ranges require this campaign:
Eldorado - PU600001 Through PU608760 Seville - PU800001 Through PU815616
All vehicles indicated on your Dealer List require this campaign; other suspect vehicles should be checked for campaign involvement prior to sale or service utilizing the Vehicle Information Service system (VISS).
A list of involved vehicles, which our records indicate were sold by or shipped to you, is enclosed for your follow-up. This list contains owner names, addresses and telephone numbers obtained from Cadillac delivery records. Dealers are to contact the owners of the vehicles indicated on their list and arrange for the campaign correction to be performed as soon as possible. If no list is enclosed, none of the suspect vehicles are known to be in your area. Also, we suggest you use this list to order your initial parts requirements.
All unsold new vehicles in dealer's possession and subject to this campaign MUST be held and inspected/repaired per the service procedure of this campaign bulletin BEFORE owners take possession of these vehicles.
Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.
Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the dealer, and arrangements made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such owners a copy of the owner letter accompanying this bulletin. Campaign follow-up cards, should not be used for this purpose, since the owner may not as yet have received the notification letter.
In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.
Owners of vehicles affected by this campaign will be notified by letter from Cadillac Motor Car Division. A copy of the owner letter is attached.
The availability of courtesy transportation to owners of vehicles involved in this campaign is of the utmost importance in maintaining customer satisfaction. Dealers are to take the steps necessary to ensure that these owners clearly understand that courtesy transportation is available and will be provided upon request at no charge to the owner.
To support dealer efforts in this regard, Cadillac has made specific adjustments to allow payment of courtesy transportation claims related to the completion of this campaign even though the labor time involved is less than two (2) hours. Dealers should submit such claims in the normal manner and appropriate credit will be issued.
The parts required to complete this campaign should be obtained from the Parts Distribution Centers of General Motors Service Parts Operations (GMSPO). A description is provided below:

If there is difficulty obtaining these parts using normal ordering procedures, dealers may place a "CIO" order using advise code "2" with no special instruction code. If necessary, these parts may also be ordered on a "VIP" order and Cadillac will reimburse dealer for any surcharge involved.
1. Remove cruise control servo. This must be done to allow proper visual access and working space. Refer to Section 9B, page 9, of the 1993 Eldorado/Seville Service Information Manual.
2. Place the flat side of a 10mm open-end wrench against the face of the fuel pipe connector.
3. Push down on the face of each connector away from the fuel pipe. Observe to see if the intake manifold fuel pipe flange is visible. If the flange is fully visible, the connection is not complete. Proceed to Step 4.
If four (4) metal tangs can be observed in front of the flange, the connection is complete. Proceed to Step 6.
4. Pull the fuel pipe connector toward the intake manifold fuel pipe and snap into place. An audible click noise should be apparent as the four (4) tangs lock over the flange.
5. If the connection can not be completed, pull the connector completely off and inspect the two (2) O-rings for a cocked or dislodged position. If an O-ring is cocked or dislodged, it may be damaged. Replace the fuel pipe bundle. Refer to Section 6C, page 49, of the 1993 Eldorado/Seville Service Information Manual.
6. Fill fuel tank to full capacity (20 gallons).
7. Install Campaign Completion Label.
Upon completion of this campaign, a Campaign Completion Label (CAT. NO. S-1015) should be affixed on a clean, dry surface of the radiator core support in an area clearly visible when the hood is raised. Each label provides space to print in ink (or type) campaign number 93-C-6 and your five-digit Cadillac dealer code. Dealers are to take the steps necessary to ensure that these numbers are recorded and the label is properly affixed.
Credit for this campaign will be issued upon receipt of a properly prepared warranty claim which includes the following information:

* This labor time represents the actual time required to perform the correction. Dealers should apply for 0.1 additional hour for Campaign Administrative Allowance as "Other Labor Hours".

Please contact your Cadillac dealer as soon as possible to arrange a service appointment and courtesy transportation, if required. Please ask your dealer if you wish to know how much time is needed to perform this repair and process your vehicle.
The enclosed Campaign Owner Identification Card identifies your vehicle. Presentation of this card to your dealer will assist in making the necessary corrections in the shortest possible time. If you no longer own this vehicle, please let us know by completing this postage-paid reply card and returning it to us.
