CAMPAIGN: ANALOG INSTRUMENT PLANEL CLUSTER

SUBJECT: ANALOG INSTRUMENT PANEL CLUSTER

MODELS: 1996 Cadillac Eldorados and Sevilles

TO: ALL GENERAL MOTORS DEALERS

General Motors of Canada Limited has determined that CERTAIN 1996 Cadillac Eldorados and Sevilles fail to conform to Canada Motor Vehicle Safety Standards (CMVSS) 101 "Control Location and Identification," 108 "Lighting Equipment" and 208 "Seat Belt Installation." The analog instrument panel cluster on some of these vehicles may experience an internal short circuit. This short circuit can disrupt the pass key system and cause a no-start condition.

Also, if the short circuit occurs while driving, the instrument cluster will go blank, causing loss of gauge function and all Tell-Tale indicators except for ABS, SIR, Park Brake and Service Engine Soon. The loss of the Tell-Tales for seat belts, tum signals, high beam, hazard, oil pressure, coolant temperature and others results in noncompliance with certain safety standards.

To prevent the possibility of this condition from occurring, and in order to comply with CMVSS 101, 108 and 208, dealers are to inspect and, if necessary, replace the instrument panel cluster.

VEHICLES INVOLVED:

Involved are CERTAIN 1996 Cadillac Eldorados and Sevilles equipped with sport interior/analog instrument cluster (Option Code UY9) and built within the following VIN breakpoints:

NOTE: PLEASE CHECK DCS SCREEN 45 OR YOUR V.I.N. LISTING BEFORE PERFORMING CAMPAIGN TO ENSURE THAT THE VEHICLE IS AFFECTED. ONLY AFFECTED VIN'S WILL BE PAID.

All affected vehicles have been identified by the VIN listing provided to involved dealers with this bulletin. Any dealer not receiving a listing was not shipped any of the affected vehicles.

DEALER CAMPAIGN RESPONSIBILITY:

All unsold new vehicles in dealer's possession and subject to this campaign MUST be held and inspected/repaired per the Service Procedure of this Campaign Bulletin before owners take possession of these vehicles.

Dealers are to perform this campaign on all involved vehicles at no charge to owners, regardless of kilometers traveled, age of vehicle, or ownership, from this time forward.

Owners of vehicles recently sold from your new vehicle inventory with no owner information indicated on the dealer listing, are to be contacted by the dealer, and arrangements made to make the required correction according to instructions contained in this bulletin. This could be done by mailing to such owners a copy of the owner letter accompanying this bulletin. Campaign follow- up cards should not be used for this purpose, since the owner may not as yet have received the notification letter.

In summary, whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.

CAMPAIGN PROCEDURE:

Refer to Section 4 of the Service Policies and Procedures Manual for the detailed procedure on handling Product Campaigns. Dealers are requested to complete the campaign on all transfers as soon as possible.

OWNER NOTIFICATION:

All owners of record at the time of campaign release are shown on the attached computer listing and have been notified by first class mail from General Motors (see copy of owner letter included with this bulletin). The listings provided are for campaign activity only and should not be used for any other purpose.

COURTESY TRANSPORTATION:

The availability of courtesy transportation to customers whose vehicles are involved in this campaign is of the utmost importance in maintaining customer satisfaction. Dealers are authorized to provide these customers with courtesy transportation as close as possible to the equivalent of the customer's vehicle. Cadillacs may not be available and in these cases the customer should be provided with an Oldsmobile or Buick where possible (e.g.: E, C & H Cars). Dealers should. submit claims in the normal manner for an amount of $60.00 per day plus applicable taxes. Contact your DSM if additional information is required.

PARTS INFORMATION:

Replacement instrument panel clusters (Part Number 16229006) should be ordered through the appropriate AC Delco I and D Centres as listed below. Parts will be shipped at no charge. Delivery to your dealership could take a minimum of five (5) days.

In order to ensure that the proper cluster is obtained, dealers must comply with the following instructions before contacting the appropriate center.

1 Obtain Vehicle Identification Number (VIN).

2. Record last known odometer mileage.

3. Reference Campaign Number 5D45.

4. Record values shown in Onboard Diagnostics for the following:

- IPC Option A (IP S01) - IPC Option B (IP S02) - IPC Option C (IP S03) - IPC Option D (IP S04) - IPC Option E (IP S05) - IPC Set Temp (IP S06)

ALSO IT IS VERY IMPORTANT THAT DEFECTIVE CLUSTERS ARE PROMPTLY RETURNED TO THE I AND D CENTER.

PARTS AND LABOUR CLAIM INFORMATION:

Credit for the campaign work performed will be paid upon receipt of a properly completed campaign claim card or DCS transmission in accordance with the following:

Time allowance includes 0.1 hour for dealer administrative detail associated with this campaign. An additional 0.2 hour is included in the time allowance for Repair Code 2A for Part Exchange Administrative Allowance.

Eldorado - From TU606497 Through and Including TU606513 No inspection required - IPC must be replaced (Refer to Step 15 of the Service Procedure)

Eldorado - From TU606763 Through and Including TU607457 Inspect for date codes 2955 through 3025 (Refer to Step 1 of the Service Procedure)

Seville - From TU810786 Through and Including TU810820 No inspection required - IPC must be replaced (Refer to Step 15 of the Service Procedure)

Seville - From TU811282 Through and Including TU812565 Inspect for date codes 2955 through 3025 (Refer to Step 1 of the Service Procedure)

Instrument panel clusters identified with date codes 2955 through 3025 must be replaced.

SERVICE PROCEDURE:

Refer to the Vehicles Involved section of this bulletin for specific VIN range service requirements.

Using a Tech 1, follow this procedure to obtain instrument panel cluster date code. Note that date codes are not available through onboard diagnostics.

1. Key on and connect Tech 1 with VIM (Vehicle Interface Module) to vehicle ALDL connector. Mass storage cartridge (Version X.X) (ENTER) is displayed.

2. Press the ENTER button.

Applications FO: Powertrain, F1: Chassis, F2: Body Displayed

3. Press F2 for body.

4. Enter Digits 9 and 6.

Select VEHICLE FO: Truck, F1: Pass Car is displayed

5. Press F1 for Pass Car.

Select 4th digit of VIN Code ABCD... is displayed

6. Use the NO (right arrow) key to select appropriate letter (E for Eldorado and K for Seville).

Press ENTER.

Select SYSTEM FO: ACM, F1: IPC, F2: CCP is displayed

7. Press F1 to select IPC.

Select MODE FO: Data List, F2: DTC.... is displayed

8. Press FO for Data List.

Select DATALIST FO: Module Info.... is displayed

9. Press FO for Module Info.

PROM ID ????, Calibration H) ???? is displayed

10. Press NO (right arrow) key.

Julian Date ????, Daily Serial # ???? is displayed

11. Verify Tech 1 date code against affected date codes. Clusters identified with date codes 2955 through 3025 must be replaced.

12. Disconnect Tech 1 and VIM from vehicle ALDL connector.

13. If the date code found is not a suspect date code, proceed to Step 18.

14. If the vehicle has a cluster with a suspect date code, or is in the VIN ranges that require IPC replacement without inspection, proceed to Step 15.

15. Utilizing onboard diagnostics (IPC overrides), record the values shown below. This information is required to ensure that the proper replacement cluster is obtained when parts are ordered.

- IPC Option A (IP SOI) - IPC Option B (IP S02) - IPC Option C (IP S03) - IPC Option D (IP S04) - IPC Option E (IP S05) - IPC Set Temp (IP S06)

16. Upon receipt of the new cluster, follow the replacement procedure described in Section 8C, Page 9, of the 1996 DeVille/Concours/Eldorado/Seville New Product Service Information Manual.

17. Theft Relearn Procedure

The IPC controls the Pass Key System by reading the ignition key resistor pellet value stored in the IPC EEPROM. The result of this comparison determines whether the IPC will allow vehicle starting by sending vehicle password message to the PCM which then enables the starter relay and injectors.

After replacing the IPC, the PGM must be put into password learn mode to be reprogrammed to the new IPC password. To put PCM into password learn mode, turn the ignition on for 11 minutes, then turn it off for at least 30 seconds. Repeat this sequence three times (i.e.: total of 34.5 minutes). Note that battery voltage must be within normal limits (11-16 volts) during this procedure.

18. Install Campaign Identification Label.

INSTALLATION OF CAMPAIGN IDENTIFICATION LABEL

Clean surface of radiator upper mounting panel and apply a Campaign Identification Label. Make sure the correct campaign number is inserted on the label. This will indicate that the campaign has been completed.

This service will be provided for you at no charge.

Please contact your GM dealer as soon as possible to arrange a service date.

If parts are required, ask your dealer for details regarding their availability. If parts are not in stock, they can be ordered before scheduling your service date.

This letter identifies your vehicle. Presentation of this letter to your dealer will assist their Service personnel in completing the necessary correction to your vehicle in the shortest possible time.
