PAINT DELAMINATION (PEELING)
TO ALL GENERAL MOTORS DEALERS:
THIS BULLETIN CANCELS AND SUPERSEDES DEALER SERVICE BULLETIN NO. 90-2- 130, DATED AUGUST 1990. ALL COPIES OF 90-2-130 SHOULD BE DISCARDED AS THIS SPECIAL POLICY CONTAINS AN EXPANDED SERVICE PROCEDURE.
General Motors of Canada has determined that certain 1987-90 Chevrolet Corsica & Beretta model vehicles built at the Linden Assembly Plant may exhibit delamination (peeling) of the paint on the horizontal surfaces. If one of these vehicles should require repairs for a paint peeling condition, the vehicle should have all horizontal surfaces refinished as described in this bulletin even though the peeling may be evident in only a few places.
Involved are certain 1987-90 Chevrolet Corsica/Beretta model vehicles painted Sapphire Blue (paint code 22U), Medium Sapphire Blue (paint code 27U), Silver (paint code 13U), or Gunmetal Grey (paint code 87U), breakpoints:

This special policy covers the condition described above on 1987 involved vehicles for 12 months from the date of this bulletin. 1988-89-90 involved vehicles will be covered by this policy for a period of three (3) years from the original in-service date, unlimited odometres and no deductible. Correction, at no cost to the customer, will consist of refinishing all horizontal surfaces of involved vehicles. Customers may also be eligible for reimbursement of previous repairs with supporting documentation.
This "Special Policy Adjustment Bulletin" should be filed in the three ring binder previously furnished to dealers by General Motors.
No parts are required to complete this special policy. Paint supplies required should be obtained through normal supplier.
1. After washing vehicle, verify that condition is delamination of topcoat by applying a 2 inch width piece of masking tape firmly over suspect area, and pulling upward quickly. If top coat and/or clear coat flake or peel away from primer, leaving primer intact, the top coat is delaminating and the following service procedure should be performed.
2. Refinish all horizontal surfaces (regardless of previous paint repairs), including hood, deck lid (remove luggage rack if so equipped) and roof using the following refinishing procedure. It is important that all horizontal surfaces be refinished, as other horizontal surfaces may show the same delamination (peeling) condition at a later time, causing customer comebacks. Blend fenders, quarter panels and sail panels.
3. Sand original finish coat of paint down to electro-coat (Elpo) primer, making sure that factory pretreatment and Elpo primer are still intact for good corrosion protection. DO NOT USE CHEMICALS TO REMOVE PAINT AS THIS MAY DAMAGE THE ELPO PRIMER.
4. Finish sand exposed Elpo primer with 240 grit sandpaper to assure, removal of any chalky residue or degraded Elpo primer that may remain as a result of overbaking of primer.
5. Use an air gun to remove all dirt from cracks and surface of vehicle,
6. Clean sanded surface with grease and wax remover.
7. Spray entire prepared area with a coat of DP40/DP401 anti-corrosion primer (PPG/Ditzler) or equivalent Follow manufacturers instructions and recommended dry times.
8. Apply 2 to 3 medium wet coats of primer-surfacer to primed surface of vehicle, making sure to follow manufacturers instructions for application.
9. After allowing adequate drying time, wet sand with 400 grit (or finer) sandpaper or dry sand with 320 grit (or finer) sandpaper.
10. Repeat steps 5 and 6.
11. Apply 1 medium wet coat or primer sealer, following manufacturers directions.
12. Apply 3 to 4 medium wet coats (or until primer colour is hidden) of Acrylic/Urethane Enamel colour. Apply Clear coat after colour. Follow manufacturers directions.
13. Final wash and detail vehicle.
When performing the repair as outlined in this special policy, the dealer is requested to submit a warranty claim for credit as follows:

Dealers will be credited via Warranty Document or Terminal Transmission, whichever is their normal method of submission for payment. Claim must contain all information required and should list the labour operation as outlined.
Customer claims for reimbursement on previously paid repairs are to be submitted according to the instructions included with this bulletin. Owners must submit ORIGINAL DOCUMENTATION that reasonably confirms the amount of unreimbursed repair expense, a description of the repair, the date of the repair, and the person of entity performing the repair. Claims for customer reimbursement of previously paid repairs are to be submitted as a Net Item Dollar Amount on a warranty claim as follows:
Authorization is required on all claim submissions which fall into the Owner Reimbursement category. Labour operation T1587 is to used for owner reimbursement only.
