PRODUCT RECALL CAMPAIGN
FMVSS NON-COMPLIANCE CAMPAIGN
THE HIGHWAY SAFETY ACT, AS AMENDED, PROVIDES THAT EACH VEHICLE WHICH IS SUBJECT TO A RECALL CAMPAIGN OF THIS TYPE MUST BE ADEQUATELY REPAIRED WITHIN A REASONABLE TIME AFTER THE CUSTOMER HAS TENDERED IT FOR REPAIR. A FAILURE TO REPAIR WITHIN SIXTY (60) DAYS AFTER TENDER OF A VEHICLE IS PRIMA FACIE EVIDENCE OF FAILURE TO REPAIR WITHIN A REASONABLE TIME.
IF THE CONDITION IS NOT ADEQUATELY REPAIRED WITHIN A REASONABLE TIME, THE CUSTOMER MAY BE ENTITLED TO AN IDENTICAL OR REASONABLY EQUIVALENT VEHICLE AT NO CHARGE OR TO A REFUND OF THE PURCHASE PRICE LESS A REASONABLE ALLOWANCE FOR DEPRECIATION.
TO AVOID HAVING TO PROVIDE THESE BURDENSOME REMEDIES, EVERY EFFORT MUST BE MADE TO PROMPTLY SCHEDULE AN APPOINTMENT WITH EACH CUSTOMER AND TO REPAIR THEIR VEHICLE AS SOON AS POSSIBLE. AS YOU WILL SEE IN READING THE ATTACHED COPY OF THE LETTER THAT IS BEING SENT TO CUSTOMERS, THE CUSTOMERS ARE BEING INSTRUCTED TO CONTACT THE APPROPRIATE CUSTOMER ASSISTANCE CENTER IF THEIR DEALER DOES NOT REMEDY THE CONDITION WITHIN FIVE (5) DAYS OF THE MUTUALLY AGREED UPON SERVICE DATE. IF THE CONDITION IS NOT REMEDIED WITHIN A REASONABLE TIME, THEY ARE INSTRUCTED ON HOW TO CONTACT THE NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION.
DEFECT INVOLVED GENERAL MOTORS HAS DECIDED THAT CERTAIN 1996 CHEVROLET CAVALIER, CHEVROLET CORSICA, CHEVROLET BERETTA, PONTIAC SUNFIRE, PONTIAC GRAND AM, OLDSMOBILE ACHIEVA, BUICK SKYLARK MODEL VEHICLES FAIL TO CONFORM TO FEDERAL MOTOR VEHICLE SAFETY STANDARD (FMVSS) 101, "CONTROL LOCATION, IDENTIFICATION, AND ILLUMINATION." THE INTERIOR LAMPS MAY TURN ON BY THEMSELVES, FIVE TO THIRTY MINUTES AFTER THE VEHICLE IS STARTED AND CAN NOT BE TURNED OFF WITH THE SWITCH. THE LAMP CONTROL MODULE WILL TURN THEM OFF AFTER THIRTY MINUTES. IF THE INTERIOR LAMPS TURN ON WHILE THE VEHICLE IS BEING DRIVEN AT NIGHT, THE INCREASED GLARE COULD MAKE IT MORE DIFFICULT TO SEE OBJECTS OUTSIDE THE VEHICLE.
TO PREVENT THE POSSIBILITY OF THIS CONDITION OCCURRING, DEALERS ARE TO RUN A DIAGNOSTIC TEST ON THE LAMP CONTROL MODULE (MICAM) AND, IF NECESSARY, REPLACE IT.

DEALER CAMPAIGN RESPONSIBILITY
ALL UNSOLD NEW VEHICLES IN DEALERS' POSSESSION AND SUBJECT TO THIS CAMPAIGN MUST BE HELD AND INSPECTED/REPAIRED PER THE SERVICE PROCEDURE OF THIS CAMPAIGN BULLETIN BEFORE CUSTOMERS TAKE POSSESSION OF THESE VEHICLES.
DEALERS ARE TO SERVICE ALL VEHICLES SUBJECT TO THIS CAMPAIGN AT NO CHARGE TO CUSTOMERS, REGARDLESS OF MILEAGE, AGE OF VEHICLE, OR OWNERSHIP, FROM THIS TIME FORWARD. CUSTOMERS WHO HAVE RECENTLY PURCHASED VEHICLES SOLD FROM YOUR VEHICLE INVENTORY, AND FOR WHICH THERE IS NO CUSTOMER INFORMATION INDICATED ON THE DEALER LISTING, ARE TO BE CONTACTED BY THE DEALER. ARRANGEMENTS ARE TO BE MADE TO MAKE THE REQUIRED CORRECTION ACCORDING TO THE INSTRUCTIONS CONTAINED IN THIS BULLETIN. THIS COULD BE DONE BY MAILING TO SUCH CUSTOMERS A COPY OF THE APPROPRIATE CUSTOMER LETTER ACCOMPANYING THIS BULLETIN. CAMPAIGN FOLLOW-UP CARDS SHOULD NOT BE USED FOR THIS PURPOSE, SINCE THE CUSTOMER MAY NOT AS YET HAVE RECEIVED THE NOTIFICATION LETTER.
IN SUMMARY, WHENEVER A VEHICLE SUBJECT TO THIS CAMPAIGN ENTERS YOUR VEHICLE INVENTORY, OR IS IN YOUR DEALERSHIP FOR SERVICE IN THE FUTURE, PLEASE TAKE THE STEPS NECESSARY TO BE SURE THE CAMPAIGN CORRECTION HAS BEEN MADE BEFORE SELLING OR RELEASING THE VEHICLE.
THIS BULLETIN IS NOTICE TO YOU THAT THE NEW MOTOR VEHICLES INCLUDED IN THIS CAMPAIGN MAY NOT COMPLY WITH THE STANDARD IDENTIFIED ABOVE. UNDER 41 U.S.C. SECTION 30112 OF THE HIGHWAY SAFETY ACT AS AMENDED, IT IS ILLEGAL FOR A DEALER TO SELL A NEW MOTOR VEHICLE WHICH THE DEALER KNOWS DOES NOT COMPLY WITH AN APPLICABLE FEDERAL MOTOR VEHICLE SAFETY STANDARD. AS A CONSEQUENCE, IF YOU SELL ANY OF THESE MOTOR VEHICLES WITHOUT FIRST PERFORMING THE CAMPAIGN CORRECTION, YOUR DEALERSHIP MAY BE SUBJECT TO A CIVIL PENALTY UP TO $1,000 FOR EACH SUCH SALE.
SERVICE PROCEDURE
THE FOLLOWING INSPECTION/REPAIR PROCEDURE WILL IDENTIFY LAMP CONTROL MODULES THAT REQUIRE REPLACEMENT. THE INSPECTION PROCEDURE REQUIRES TEMPORARY REPLACEMENT OF ONE OF THE ORIGINAL EQUIPMENT INTERIOR LAMP BULBS WITH A HIGHER CURRENT TEST BULB. THE OPERATION OF THE INTERIOR LAMPS WILL THEN BE OBSERVED WHILE OPENING AND CLOSING THE DRIVER'S DOOR TEN (10) TIMES, WITH A 60 SECOND BULB COOLING INTERVAL BETWEEN EACH CYCLE.
A FLOW-CHART OF THIS INSPECTION/REPAIR PROCESS IS INCLUDED AFTER THE SERVICE PROCEDURE TEXT.
BULBS MAY BE HOT TO THE TOUCH. WEAR APPROPRIATE PROTECTIVE GLOVES WHEN TOUCHING BULBS THAT HAVE BEEN "ON". NEVER TOUCH A BULB THAT IS "ON".
1. CHECK TO SEE THAT ALL INTERIOR LAMPS ARE WORKING. IF ANY BULBS ARE NOT WORKING, CHECK THE BULB, FUSE, AND DOOR JAMB SWITCHES. IF BULBS, FUSES, AND DOOR JAMB SWITCHES ARE ALL FOUND TO BE FUNCTIONAL AND THE INTERIOR LAMPS ARE NOT WORKING, PROCEED DIRECTLY TO STEP #12. IF THE INTERIOR LAMPS ARE WORKING PROPERLY, PROCEED TO STEP #2.
2. REMOVE THE APPROPRIATE DOME OR QUARTER PANEL LAMP LENS AS SHOWN IN TABLE #1.
3. REMOVE THE APPROPRIATE BULB (ONE BULB ONLY) AS SHOWN IN TABLE #1.
4. INSTALL THE APPROPRIATE TEST BULB (ONE BULB ONLY) AS SHOWN IN TABLE #1.
5. TURN THE IGNITION TO THE "ON" POSITION.
6. EXIT THE VEHICLE AND CLOSE ALL DOORS.
7. WAIT AT LEAST SIXTY (60) SECONDS.
8. OPEN THE DRIVER'S SIDE DOOR.
9. IF THE INTERIOR LAMPS DO NOT TURN "ON" WHEN THE DRIVER'S SIDE DOOR IS OPENED, PROCEED TO STEP #12 AND REPLACE THE LAMP CONTROL MODULE (MICAM) WITH THE APPROPRIATE P/N MODULE AS SHOWN IN TABLE #1.
IF THE INTERIOR LAMPS DO TURN "ON" WHEN THE DRIVER'S SIDE DOOR IS OPENED, PROCEED TO STEP #10.
10. CLOSE THE DOOR. THE INTERIOR LAMPS SHOULD TURN "OFF" AFTER APPROXIMATELY FOUR (4) SECONDS. IF THE INTERIOR LAMPS DO NOT TURN OFF AS EXPECTED, SEE SECTION 8A OF THE APPROPRIATE SERVICE MANUAL FOR DIAGNOSIS AND REPAIR.
11. RETURN TO STEP #7 AND REPEAT STEPS #7, #8, #9, AND #10 NINE (9) MORE TIMES, FOR A TOTAL OF TEN (10) CYCLES.
IF THE INTERIOR LAMPS FAIL TO TURN "ON" DURING ANY OF THE 10 TRIALS, GO TO STEP #12 AND REPLACE THE LAMP CONTROL MODULE (MICAM).
IF THE INTERIOR LAMPS WORK PROPERLY FOR ALL TEN (10) CYCLES, PROCEED TO STEP #16.
12. REMOVE THE APPROPRIATE SOUND INSULATOR PANEL:
'J' CAR: RH SIDE - 2 SCREWS (REFER TO PAGE 8C2-6 OF THE 1996 SERVICE MANUAL) 'L' CAR: LH SIDE - 3 SCREWS, 1 NUT (REFER TO PAGE 8C-8 OF THE 1996 SERVICE MANUAL) 'N' CAR: LH SIDE - 1 NUT, 2 LOCKING FASTENERS (REFER TO PAGE 8C2-3 OF THE 1996 SERVICE MANUAL)
DISENGAGE ANY COURTESY LAMPS ATTACHED TO THE SOUND INSULATOR PANEL.
13. DISCONNECT ALL WIRING HARNESSES, REMOVE ONE (1) SCREW AND REMOVE THE LAMP CONTROL MODULE (MICAM).
14. CONNECT ALL WIRING HARNESSES AND INSTALL NEW LAMP CONTROL MODULE (MICAM).
15. INSTALL THE SOUND INSULATOR PANEL.
16. REPLACE THE TEST BULB WITH THE OEM BULB THAT WAS PREVIOUSLY REMOVED. NOTICE: THE ORIGINAL BULB MUST BE RE-INSTALLED IN THE VEHICLE. THE TEST BULB DRAWS HIGHER CURRENT THAN THE ORIGINAL BULB, AND MAY RESULT IN UNEVEN LIGHTING LEVELS AND/OR HIGHER TEMPERATURE IN THE BULB ENCLOSURE. 17. REPLACE THE LAMP LENS THAT WAS PREVIOUSLY REMOVED.
18. INSTALL THE GM CAMPAIGN IDENTIFICATION LABEL.

DEFECT INVOLVED
GENERAL MOTORS OF CANADA LIMITED HAS DECIDED THAT CERTAIN 1996 CHEVROLET CAVALIER, CORSICA AND BERETTA; PONTIAC SUNFIRE AND GRAND AM; OLDSMOBILE ACHIEVA AND BUICK SKYLARK MODEL VEHICLES FAIL TO CONFORM TO CANADA MOTOR VEHICLE SAFETY STANDARD (CMVSS) 101, "CONTROL LOCATION AND IDENTIFICATION." THE INTERIOR LAMPS MAY TURN ON BY THEMSELVES, FIVE TO THIRTY MINUTES AFTER THE VEHICLE IS STARTED AND CANNOT BE TURNED OFF WITH THE SWITCH. THE LAMP CONTROL MODULE WILL TURN THEM OFF AFTER THIRTY MINUTES. IF THE INTERIOR LAMPS TURN ON WHILE THE VEHICLE IS BEING DRIVEN AT NIGHT, THE INCREASED GLARE COULD MAKE IT MORE DIFFICULT TO SEE OBJECTS OUTSIDE THE VEHICLE.

IN SUMMARY, WHENEVER A VEHICLE SUBJECT TO THIS CAMPAIGN ENTERS YOUR VEHICLE INVENTORY, OR IS IN YOUR DEALERSHIP FOR SERVICE IN THE FUTURE, YOU MUST TAKE THE STEPS NECESSARY TO BE SURE THE CAMPAIGN CORRECTION HAS BEEN MADE BEFORE SELLING OR RELEASING THE VEHICLE.
SERVICE PROCEDURE
THE FOLLOWING INSPECTION/REPAIR PROCEDURE WILL IDENTIFY LAMP CONTROL MODULES THAT REQUIRE REPLACEMENT. THE INSPECTION PROCEDURE REQUIRES TEMPORARY REPLACEMENT OF ONE OF THE ORIGINAL EQUIPMENT INTERIOR LAMP BULBS WITH A HIGHER CURRENT TEST BULB. THE OPERATION OF THE INTERIOR LAMPS WILL THEN BE OBSERVED WHILE OPENING AND CLOSING THE DRIVER'S DOOR TEN (10) TIMES, WITH A 60 SECOND BULB COOLING INTERVAL BETWEEN EACH CYCLE.
A FLOW-CHART OF THIS INSPECTION/REPAIR PROCESS IS INCLUDED AFTER THE SERVICE PROCEDURE TEXT.
BULBS MAY BE HOT TO THE TOUCH. WEAR APPROPRIATE PROTECTIVE GLOVES WHEN TOUCHING BULBS THAT HAVE BEEN "ON". NEVER TOUCH A BULB THAT IS "ON".
1. CHECK TO SEE THAT ALL INTERIOR LAMPS ARE WORKING. IF ANY BULBS ARE NOT WORKING, CHECK THE BULB, FUSE, AND DOOR JAMB SWITCHES. IF BULBS, FUSES, AND DOOR JAMB SWITCHES ARE ALL FOUND TO BE FUNCTIONAL AND THE INTERIOR LAMPS ARE NOT WORKING, PROCEED DIRECTLY TO STEP #12. IF THE INTERIOR LAMPS ARE WORKING PROPERLY, PROCEED TO STEP #2.
2. REMOVE THE APPROPRIATE DOME OR QUARTER PANEL LAMP LENS AS SHOWN IN TABLE #1.
3. REMOVE THE APPROPRIATE BULB (ONE BULB ONLY) AS SHOWN IN TABLE #1.
4. INSTALL THE APPROPRIATE TEST BULB (ONE BULB ONLY) AS SHOWN IN TABLE #1.
5. TURN THE IGNITION TO THE "ON" POSITION.
6. EXIT THE VEHICLE AND CLOSE ALL DOORS.
7. WAIT AT LEAST SIXTY (60) SECONDS.
8. OPEN THE DRIVER'S SIDE DOOR.
9. IF THE INTERIOR LAMPS DO NOT TURN "ON" WHEN THE DRIVER'S SIDE DOOR IS OPENED, PROCEED TO STEP #12 AND REPLACE THE LAMP CONTROL MODULE (MICAM) WITH THE APPROPRIATE P/N MODULE AS SHOWN IN TABLE #1.
IF THE INTERIOR LAMPS DO TURN "ON" WHEN THE DRIVER'S SIDE DOOR IS OPENED, PROCEED TO STEP #10.
10. CLOSE THE DOOR (THE INTERIOR LAMPS SHOULD TURN "OFF" AFTER APPROXIMATELY FOUR (4) SECONDS). IF THE INTERIOR LAMPS DO NOT TURN OFF AS EXPECTED, SEE SECTION 8A OF THE APPROPRIATE SERVICE MANUAL FOR DIAGNOSIS AND REPAIR.
11. RETURN TO STEP #7 AND REPEAT STEPS #7, #8, #9, AND #10 NINE (9) MORE TIMES, FOR A TOTAL OF TEN (10) CYCLES.
IF THE INTERIOR LAMPS FAIL TO TURN "ON" DURING ANY OF THE 10 TRIALS, GO TO STEP #12 AND REPLACE THE LAMP CONTROL MODULE (MICAM).
IF THE INTERIOR LAMPS WORK PROPERLY FOR ALL TEN (10) CYCLES, PROCEED TO STEP #16.
12. REMOVE THE APPROPRIATE SOUND INSULATOR PANEL:
'J' CAR: RH SIDE - 2 SCREWS (REFER TO PAGE 8C2-6 OF THE 1996 SERVICE MANUAL) 'L' CAR: LH SIDE - 3 SCREWS, 1 NUT (REFER TO PAGE 8C-8 OF THE 1996 SERVICE MANUAL) 'N' CAR: LH SIDE - 1 NUT, 2 LOCKING FASTENERS (REFER TO PAGE 8C2-3 OF THE 1996 SERVICE MANUAL)
DISENGAGE ANY COURTESY LAMPS ATTACHED TO THE SOUND INSULATOR PANEL.
13. DISCONNECT ALL WIRING HARNESSES, REMOVE ONE (1) SCREW AND REMOVE THE LAMP CONTROL MODULE (MICAM).
14. CONNECT ALL WIRING HARNESSES AND INSTALL NEW LAMP CONTROL MODULE (MICAM).
15. INSTALL THE SOUND INSULATOR PANEL.
16. REPLACE THE TEST BULB WITH THE OEM BULB THAT WAS PREVIOUSLY REMOVED.
17. REPLACE THE LAMP LENS THAT WAS PREVIOUSLY REMOVED.
18. INSTALL CAMPAIGN IDENTIFICATION LABEL.
