CAMPAIGN:CARGO SHADE RATTLES

SUBJECT: CARGO SHADE RATTLES

Models: 1995 S/T Chevrolet Blazer and GMC Jimmy with Cargo Shade

TO: ALL GENERAL MOTORS DEALERS

General Motors of Canada Limited has determined that on CERTAIN 1995 S/T Chevrolet Blazers and GMC Jimmys (4-door) built before early December 1994, and on CERTAIN 1995 Chevrolet Blazers and GMC Jimmys (2-door) built before the end of January 1995, the retractable cargo shade was not installed, but the cost of this feature was not removed from the vehicle invoice.

Rattles that were inherent in the design of the cargo shade were deemed to be unacceptable. A decision was made to stop installing the retractable cargo shade (part of the jack cover) until the rattle condition could be corrected. In its place, a plain jack cover was installed. Further, it was decided to not issue the dealer a credit for the cost of the deleted retractable cargo shade. A new cargo shade would be sent to the dealer for installation into the vehicle once the quality concerns had been corrected. Additionally, it was agreed the customer's vehicle will be washed and the fuel tank topped off as a way of saying "thank you."

To correct this condition, dealers will install a redesigned cargo shade.

VEHICLES INVOLVED:

Involved are CERTAIN 1995 S/T Chevrolet Blazers and GMC Jimmys with cargo area retractable shades built within the following VIN breakpoints:

NOTE: PLEASE CHECK DCS SCREEN 45 OR YOUR V.I.N. LISTING BEFORE PERFORMING CAMPAIGN TO ENSURE THAT THE VEHICLE IS AFFECTED. ONLY AFFECTED VIN'S WILL BE PAID.

All affected vehicles have been identified by the VIN listing provided to involved dealers with this bulletin. Any dealer not receiving a listing was not shipped any of the affected vehicles.

DEALER CAMPAIGN RESPONSIBILITY:

All unsold new vehicles in dealer's possession and subject to this campaign MUST be held and inspected/repaired per the Service Procedure of this Campaign Bulletin before owners take possession of these vehicles.

Dealers are to perform this campaign on all involved vehicles at no charge to owners, regardless of kilometers traveled, age of vehicle, or ownership, from this time forward.

Owners of vehicles recently sold from your new vehicle inventory with no owner information indicated on the dealer listing, are to be contacted by the dealer, and arrangements made to make the required correction according to instructions contained in this bulletin. This could be done by mailing to such owners a copy of the owner letter accompanying this bulletin. Campaign follow- up cards should not be used for this purpose, since the owner may not as yet have received the notification letter.

In summary, whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.

CAMPAIGN PROCEDURE:

Refer to Section 4 of the Service Policies and Procedures Manual for the detailed procedure on handling Product Campaigns. Dealers are requested to complete the campaign on all transfers as soon as possible.

OWNER NOTIFICATION:

All owners of record at the time of campaign release are shown on the attached computer listing and have been notified by first class mail from General Motors (see copy of owner letter included with this bulletin). The listings provided are for campaign activity only and should not be used for any other purpose.

PARTS INFORMATION:

Parts required to complete this campaign should be ordered through regular channels, as follows:

PARTS AND LABOUR CLAIM INFORMATION:

Credit for the campaign work performed will be paid upon receipt of a properly completed campaign claim card or DCS transmission in accordance with the following:

Time allowance includes 0.1 hour for dealer administrative detail associated with this campaign. Parts credit will be based on dealer net plus 40% to cover parts handling.

NOTE: LABOUR OPERATIONS T2430 AND T2431 ARE TO BE PERFORMED ONLY ONCE FOR VEHICLES INVOLVED IN CAMPAIGN 5N07/5N09/5N10/5N11

These services should be clearly noted on the repair order and marked "NO CHARGE." This should then be presented to the owner as a gesture of appreciation from the dealership for their cooperation and inconvenience. These services can be charged by submitting a Warranty Claim and the amounts entered in the "Net Item/Sublet Amount" column using appropriate "T" labour operations.

SERVICE PROCEDURE:

TWO DOOR BLAZER AND JIMMY

1. Unlatch and remove the cargo shade panel (or the jack cover panel).

2. Place adhesive template on the mounting bracket for the top latch located on the trim panel (see Figure 1).

3. Using a die grinder or similar tool, remove the open keyhole area of the template.

4. Install the new cargo shade panel.

5. Install Campaign Identification label.

FOUR DOOR BLAZER AND JIMMY

1. Unlatch and remove the cargo shade panel (or the jack cover panel).

2. From the NEW cargo shade panel, unscrew and remove the forward latch nut and rubber washer (see Figure 2).

NOTE: Forward latch must be in unlatched position.

3. Temporarily install the new cargo shade by latching the rear and top latches.

4. Use a pencil to make a vertical line in the center of the open forward latch screw hole. This marks the fore/aft position of the forward latch (see Figure 3).

5. Remove the new cargo shade and refasten the forward latch rubber washer and nut.

6. Use a pencil to make a horizontal line 26 mm (1 inch) above the lower edge of the trim panel. This line should intersect the vertical line drawn earlier (see Figure 4).

7. Measure 19 mm (3/4 inch) up from the drill tip, then mark this distance by wrapping electrical tape around the bit.

IMPORTANT: This step must be performed in order to prevent drill contact with the interior seat belt retractor.

8. Drill a 3 mm (1/8 inch) diameter pilot hole in the trim panel at the point where the two lines intersect.

CAUTION:

Care should be - used in drilling so as not to crack the trim panel.

9. Measure 19 mm (3/4 inch) up from the drill tip, then mark this distance by wrapping electrical tape around the bit.

IMPORTANT: This step must be performed in order to prevent drill contact with the interior seat belt retractor.

10. Drill a 13 mm (1/2 inch) diameter finish hole in the trim panel at the starter hole.

CAUTION:

Care should be used in drilling so as not to crack the trim panel.

11. Install the new cargo shade panel.

12. Install Campaign Identification label.

INSTALLATION OF CAMPAIGN IDENTIFICATION LABEL

Clean surface of radiator upper mounting panel and apply a Campaign Identification Label. Make sure the correct campaign number is inserted on the label. This will indicate that the campaign has been completed.

The rear cargo shade was omitted from your vehicle because it had a rattle condition when severe bumps were encountered. We have revised the cargo shade and believe it will meet the high quality standards you expect from your GM product.

This enhancement will be provided for you at no charge.

Please contact your GM dealer as soon as possible to arrange a service date.

If parts are required, ask your dealer for details regarding their availability. If parts are not in stock, they can be ordered before scheduling your service date. Be sure to give your vehicle interior color, so that the correct colored cargo shade can be ordered.

This letter identifies your vehicle. Presentation of this letter to your dealer will assist their Service personnel in completing the necessary correction to your vehicle in the shortest possible time.

Canadian Motor Vehicle Safety Standards require vehicles sold in Canada to be able to pass specified crash tests with very little fuel leakage, if any. Your vehicle surpasses the requirements of these safety standards. However, recent crash tests conducted in the U.S. revealed that if a four door Blazer or Jimmy with a substantial amount of fuel in the tank were involved in a frontal collision at speeds higher than those specified by the safety standard, fuel leakage could occur through the fuel tank bottom. While fuel leakage is always possible in higher speed crashes, we were not satisfied with this performance. Consequently, we have developed a protective seal and cover for the exterior of your vehicle's fuel tank which will avoid this fuel leakage. Applying this protective seal and cover can be done without removing or disassembling your vehicle's fuel system.

The second enhancement is a rear cargo shade. An earlier version was omitted from your vehicle because it had a rattle condition when severe bumps were encountered. We believe the revised cargo shade will meet the high quality standards you expect from your GM product. These enhancements will be provided for you at no charge.

These enhancements will be provided for you at no charge.
