The pump pulley is loose.

Replace the pump pulley. Refer to Power Steering Pump Replacement or Power Steering Pump Replacement .

The pump vanes are sticking in the rotor slots.

Remove the following obstructions in order to loosen the vanes:

The pressure hose is touching other components on the vehicle.

Adjust the hose position.
