General Motors has determined that certain 1984 Chevrolet Camaro models equipped with RPO LCI (2.8L V6) engines without air conditioning may be emitting pollutants in excess of Federal Emission Standards.
The cause has been identified as an "open" electrical circuit between the E.C.M. (Electronic Control Module) and the throttle kicker vacuum solenoid which may result in failure to meet CO and HC emission standards.
Certain 1984 Chevrolet Camaros equipped with RPO LCI (2.8L V6) engines without air conditioning within the following vehicle parameters:

Involved vehicles have been identified by Vehicle Identification Number Computer Listings. Computer listings contain the complete Vehicle Iden- tification Number, owner name and address data, and are furnished to the involved dealers with the campaign bulletin, Owner name and address data furnished will enable dealers to follow-up with owners involved in this campaign.
These listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle regis- tration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow- up necessary to complete this campaign. Any dealer not receiving a computer listing with the campaign bulletin was not shipped any involved vehicles.
Owners will be notified of this campaign on their vehicles by Chevrolet Motor Division (see copy of Owner Letter included with this bulletin).
Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.
Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your dealership for service in the future, you should take the steps necessary to be sure the campaign correction has been made before reselling or releasing the vehicle.
Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the dealer, and arrangements made to make the required modification according to instructions contained in this bulletin.
1. Open hood.
2. Expose the five (5) severed wires in the ECM harness, at the right hand side of the engine compartment. (See Illustration)
3. Strip the insulation back 13mm from the end of the two (2) tan wires. Twist the bare wires together and solder to ensure a proper connection.
DO NOT utilize "crimp" type wire splicers or rely on a twisted connection without solder, as the splice may be exposed to adverse environmental conditions resulting in corrosion and the loss of electrical continuity.
4. Insulate the splice with electrical tape. Fold splice back along with three (3) adjacent severed wires and tape to the ECM harness.
5. Install Campaign Identification Label and close hood.

Description: Inspect and splice electrical circuit between the ECM and the throttle kicker vacuum solenoid according to the instructions contained in this bulletin.
*Campaign Administrative Allowance.
Dealers will automatically receive the correct parts and labor allowance based on the Labor Operation performed.

Each vehicle modified in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label". Each label provides a space to include the five digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or ballpoint pen.
Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in for periodic servicing by the owner.

General Motors has determined that your vehicle may be emitting pollutants in excess of Federal Emission Standards. These standards were established to protect the public health or welfare from the dangers of air pollution.
Some 1984 Chevrolet Camaro models equipped with RPO LC1 (2.8L V6) engines without air conditioning may have an "open" electrical circuit betwewen the ECM (Electronic Control Module) and the throttle kicker vacuum solenoid. This may cause the vehicle to not meet applicable government emission requirements. If not repaired, this non-conformity may cause the vehicle to fail an emission inspection test.
To prevent the possibility of your vehicle not meeting emission require- ments, please contact your Chevrolet Dealer to arrange a service date to have this "open" circuit corrected. This correction will be performed at no charge.
Instructions for making this modification have been sent to your dealer. The labor time necessary to perform this modification is approximately twenty (20) minutes. Please ask your dealer if you wish to know how much additional time will be necessary to process your vehicle.
Your Chevrolet Dealer is best equipped to provide this service to ensure your vehicle is corrected as promptly as possible. However, if you take your vehicle to your dealer on the agreed service date and they do not remedy this condition on that date or within five days, we recommend you contact your nearest Chevrolet Zone Office, either in person or by telephone.
The zone office will assist you and your dealer in getting your vehicle corrected. The locations and telephone numbers of the zone offices are listed in your Owner's Manual. After contacting your dealer and the zone office, if you are still not satisfied that we have done our best to remedy this condition without charge within a reasonable time, you may wish to write the Manufacturers Operation Division, U.S. Environmental Protection Agency, 401 M Street S.W.
