CAMPAIGN: FRONT SHOULDER BELT RETRACTOR {LOOSE SPRING COVER}

Model and Year: 1983, 1984, 1985 CHEVROLET CAMARO MODELS

TO: ALL CHEVROLET DEALERS

THIS BULLETIN IS BEING, REISSUED TO SUPERSEDE PRODUCT CAMPAIGN BULLETIN 85C23 DATED APRIL, 1986. UPON RECEIPT OF THE REISSUED BULLETIN 85C23(a), DESTROY 85C23.

The National Traffic and Motor Vehicle Safety Act, as amended, provides that each vehicle which is subject to a recall campaign of this type must be adequately repaired within a reasonable time after the owner has tendered it for repair. A failure to adequately repair within 60 days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time.

If the condition in not adequately repaired within a reasonable time, the owners may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price leas a reasonable allowance for depreciation.

To avold having to provide these burdensome solutions, every effort must be made to promptly schedule an appointment with each owner and to repair their vehicle as soon as possible. As you will see in reading the attached copy of the letter which is being sent to owners, the owners are being instructed to contact the neareat Chevrolet Zone Office if their dealer does not remedy the condition within five days of the mutually agreed upon service date. If the condition is not remedied within a reasonable time, they are instructed on how to contact the National Highway Traffic Safety Administration.

DEFECT INVOLVED

General Motore has determined that a defect which relates to Motor Vehicle Safety exists in some 1983, 1984 and 1985 Chevrolet Camaro models. In some of these vehicles, dislocation of a spring cover in the shoulder belt retractor will allow the shoulder belt to be extended but will not allow it to retract again. While the inertial feature that "locks" the shoulder belt in the event of an accident and the operation of the lap belt are not affected, if the amount of slack introduced in the shoulder belt is more than recommended in the owner's manual it is likely that the injuries to the upper body and head will be increased in the event of an accident.

VEHICLES INVOLVED

The involved vehicles are all 1983, 1984 and 1985 Chevrolet Camaro models within the following vehicle breakpoints:

PLANT YEAR FROM THROUGH ----- ---- ---- ------- Norwood 1983 DN100001 DNI85571 1984 EN100001 EN200729 1985 FN100001 FN142847

Van Nuys 1983 DL100001 DL168811 1984 EL100001 EL260862 1985 FL100001 FL452943

Involved vehicles have been identified by Vehicle Identification Number Computer Listings. Computer listings contain the complete Vehicle Iden- tification Number, owner name and addreas data, and are furnished to the involved dealers with the campaign bulletin. Owner name and address data furnished will enable dealers to follow-up with owners involved in this campaign.

These listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle regis- tration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign. Any dealer not receiving a computer listing with the campaign bulletin was not shipped any involved vehicles.

General Motors bulletins are intended for use by professional technicians, not a "do-it-yourselfer". They are written to inform those technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions and know-how to do a job properly and safely. If a condition is described, do not assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See a General Motors dealer servicing your brand of General Motors vehicle for information on whether your vehicle may benefit from the information.
