General Motors of Canada has determined that a defect which relates to motor vehicle safety may exist in certain 1989 Camaro Convertible model vehicles. Some of these vehicles may have been produced with webbing on the buckle portion of the rear lap/shoulder belts that is too long. If the rear lap/shoulder belt is worn and a severe vehicle crash occurs, the effectiveness of the lap/shoulder belt may be reduced.
To correct this condition Dealers are to replace the rear inboard seat belts with belts of the proper length.
There are fourteen (14) domestic vehicles involved. Vehicle identification numbers of involved vehicles are listed below:

Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the Dealer, and arrangements made to make the required correction according to instructions contained in this bulletin.
Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.
Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your Dealership for service in the future, you should take the steps necessary to be sure the campaign correction has been made before reselling or releasing the vehicle.
Refer to Section 4 of the Service Policies and Procedures Manual for the detailed procedure on handling Product Campaigns. Dealers are requested to complete the campaign on all transfers as soon as possible.
Parts required to complete this campaign have been shipped directly to involved Dealers. Parts will be identified by VIN and colour and an instruction sheet for replacement of these parts is included.
Credit for the campaign work performed will be paid upon receipt of a properly completed campaign claim card, RAPID terminal or DCS transmission in accordance with the following:

Time allowance includes 0.1 hour for Dealer administrative detail associated with this campaign. An amount of $6.00 will be paid for parts handling.
1. Remove 38mm rear seat cushion attaching bolts, located at centre of right and left sections of rear seat cushions.
2. Lift cushions upward to remove.
3. Remove bolts attaching rear seat belt buckles to floor anchors (see Illustration). Retain spacer for reuse.
4. Install new buckles using new bolts and original spacers.
5. Tighten bolts to 35 to 48 N.m (26 to 35 lbs. ft.).
6. Reinstall rear seat cushions.
7. Reinstall rear seat cushion attaching bolts and torque to 16 to 21 N.m (11 to 15 lbs. ft.).
Clean surface of radiator upper mounting panel and apply a Campaign Identification Label. Make sure the correct campaign number is inserted on the label. This will indicate that the campaign has been completed.
