CAMPAIGN ENGINE WIRING HARNESS INFORMATION

General Motors has determined that some 1983 Full Size Chevrolet Police Cars equipped with 5.7L V8 engines may be emitting pollutants in excess of Federal Emission Standards.

The engine wiring harness may have been assembled improperly resulting in the air conditioning throttle cut-out switch and throttle kicker not functioning properly. These conditions if not corrected could effect engine performance and may eventually result in failure to meet hydrocarbon emission standards.

VEHICLES INVOLVED

Certain 1983 Full Size Chevrolet Police Cars (SEO 9C1) equipped with RPO LM1 (5.7L V8 engines) within the following vehicle parameters:

Involved vehicles have been identified by Vehicle Identification Number Computer Listings. Computer listings contain the complete Vehicle Identification Number, owner name and address data, and are furnished to the involved dealers with the campaign bulletin. owner name and address data furnished will enable dealers to follow-up with owners involved in this campaign.

These listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to complete this campaign. Any dealer not receiving a computer listing with the campaign bulletin was not shipped any involved vehicles.

OWNER NOTIFICATION

Owners will be notified of this campaign on their vehicles by Chevrolet Motor Division (see copy of Owner Letter included with this bulletin).

DEALER CAMPAIGN RESPONSIBILITY

Dealers are to service all vehicles subject to this campaign, regardless of mileage, age of vehicle, or ownership, from this time forward.

Whenever a vehicle subject to this campaign is taken in our new or used vehicle inventory or it is in your dealership for service in the future, you should take the steps necessary to be sure the campaign correction has been made.

SERVICE PROCEDURE

1. Open hood.

2. Unplug the wire harness leads from each relay located on the front of dash. Refer to Figure 1.

3. Unplug the four(4) wire connector (2x2) between the engine harness and the ECM harness located toward the rear of the right hand valve rocker cover. Refer to Figure 2.

4. Using an ohmmeter or any standard continuity tester, check for continuity between cavity "C" of the relay connector with four(4) wires and cavity "A" of the four(4) wire (2x2) connector attached to the engine harness that was disconnected in Step 2. With an ohmmeter, continuity will be indicated by zero(0) ohms.

5. If continuity does not exist in Step 3, switch the brown with white stripe wire in cavity "C" of the relay connector with four(4) wires with the brown with white stripe wire in cavity "B" of the relay connector with five(5) wires.

6. Using an ohmmeter or any standard continuity tester, recheck for continuity between cavity "C" of the relay connector with four(4) wires and cavity "A" of the four(4) wire (2x2) connector attached to the engine harness that was disconnected in Step 2.

7. If continuity is not established in Step 5, look for a broken wire and repair.

8. After continuity is established in either Step 3 or 5, check for continuity between cavity "B" of the relay connector with five(5) wires and cavity "B" of the four(4) wire (2x2) connector attached to the engine harness that was disconnected in Step 2. If continuity does not exist, look for a broken wire and repair.

9. Upon successful completion of Step 7, reconnect the relay connectors to the relays at the front of dash and reconnect the connector between the engine harness and the ECM harness.

Note: Both relays on the front of dash are identical;therefore, either connector can be connected to either relay and the systems will function properly.

10. Install Campaign Label.

11. Close hood.

Description: Check and repair engine electrical circuit in accordance with the instructions contained in this bulletin.

*Campaign Administrative Allowance

Dealers will automatically receive the correct material and labor allowance based on the Labor Operation performed.

Refer to the Chevrolet Claims Processing Manual for details on Product Campaign claim submission.

CAMPAIGN IDENTIFICATION LABEL

Each vehicle modified in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label". Each label provides a space to include the five digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or ballpoint pen.

Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in for periodic servicing by the owner.

Apply "Campaign Identification Label" only on a clean dry surface.

ADMINISTRATIVE PROCEDURE

REFER TO THE CURRENT CHEVROLET SERVICE POLICIES AND PROCEDURES MANUAL AND CLAIMS PROCESSING MANUAL FOR CAMPAIGN HANDLING AND ADMINISTRATIVE PROCEDURES.

General Motors has determined that some 1983 Full Size Chevrolet Police Cars equipped with 5.7 liter V8 engines may be emitting pollutants in excess of Federal Emission Standards.

The engine wiring harness may have been assembled improperly, resulting in improper operation of the air conditioning throttle cut-out switch and throttle kicker.

If not corrected, these conditions could affect engine performance and may eventually result in failure to meet hydrocarbon emission standards.

To bring your vehicle into compliance with applicable emission requirements, Chevrolet Dealers will check the engine electrical circuit, and repair it if required. This service will be performed at no charge. Please contact your Chevrolet Dealer to arrange a service date.

Instructions for making this correction have been sent to your dealer. The labor time to check the engine electrical circuit is approximately 25 minutes. If repairs are needed, approximately 20 minutes additional labor time will be required.

The enclosed owner reply card identifies your vehicle. Presentation of this card to your dealer will assist in making the necessary correction in the shortest possible time. If you have sold or traded your vehicle, please let us know by completing the postage paid owner reply card and returning it to us.
