General Motors of Canada has determined that certain 1989 Chevrolet Caprice police and taxi cab fleets may experience fatigue of the air conditioning condenser inlet pipe. The compressor discharge hose/pipe is too short and stiff to absorb engine roll and compressor vibration.
The fatigue resulting from this condition may lead to breakage of the inlet pipe, causing the discharge of the system's Freon and thus loss of vehicle air conditioning. To prevent the possibility of this condition occurring, dealers will install a new compressor discharge hose/pipe assembly and, if necessary, a new condenser.
Involved are certain Chevrolet Caprices equipped with 5.7L engines and police option equipment, or 4.3L engines and taxi cab option equipment. Models affected were built within the following VIN breakpoints:
B 1989 Arlington KR100001 KR225904 (Police Opt.)
B 1989 Lakewood KA106665 KA159606 (Taxi opt.)
B 1989 Arlington KR115379 KR231679 (Taxi opt.)
All affected vehicles have been identified by the VIN listing provided to involved dealers with this bulletin. Any dealer not receiving a listing was not shipped any of the affected vehicles.
Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.
Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your dealership for service in the future, you should take the steps necessary to be sure the campaign correction has been made before reselling or releasing the vehicle.
Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the dealer, and arrangements made to make the required modification according to instructions contained in this bulletin.
Refer to Section 4 of the Service Policies and Procedures Manual for the detailed procedure on handling Product Campaigns. Dealers are requested to complete the campaign on all transfers as soon as possible.
All owners of record at the time of campaign release are shown on the attached computer listing and have been notified by first class mail from General Motors. The listings provided are for campaign activity only and should not be used for any other purpose.

Time allowance includes 0.1 hour for dealer administrative detail associated with this campaign. Parts credit will be based on dealer net plus 30% to cover parts handling.
An allowance of $11.85 is included in Repair Codes 2A, 3A, 4A and 5A for Freon.
1. Inspect for previously replaced hose assembly. Illustrations of old and new style hose/pipe assemblies are shown on next page. If hose/pipe assembly has been previously replaced, install Campaign Identification Label and return vehicle to the owner or to dealer stock. If hose/pipe assembly has not been previously replaced proceed with Steps 2 and 3.
2. Replace hose/pipe assembly referring to the Refrigerant Hose replacement procedure, Section 1B, pages 1B-41 through 1B-42 of the 1989 B Carline Service Manual.
3. Install Campaign Identification Label.
INSTALLATION OF CAMPAIGN IDENTIFICATION LABEL
Clean surface of radiator upper mounting panel and apply a Campaign Identification Label. Make sure the correct campaign number is inserted on the label. This will indicate that the campaign has been completed.
