General Motors of Canada has determined that certain 1990 Chevrolet Caprice Wagons W/NA5 were built with steel rather than aluminum rear bumper reinforcements. Because of this, these vehicles are outside of their vehicle test weight class.
To correct this condition, aluminum bumper reinforcements will be installed in place of the current steel bumpers reinforcements.
Involved are certain 1990 Chevrolet Caprice Wagons W/NA5 built within the following VIN breakpoints:

All affected vehicles have been identified by the VIN listing provided to involved dealers with this bulletin. Any dealer not receiving a listing was not shipped any of the affected vehicles.
Dealers are to perform this campaign on all involved vehicles at no charge to owners, regardless of kilometres traveled, age of vehicle, or ownership, from this time forward.
Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your dealership for service, you are to ensure the campaign correction has been made before selling or releasing the vehicle.
Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the dealer, and arrangements made to make the required modification according to instructions contained in this bulletin.
Refer to Section 4 of the Service Policies and Procedures Manual for the detailed procedure on handling Product Campaigns. Dealers are requested to complete the campaign on all transfers as soon as possible.
All owners of record at the time of campaign release are shown on the attached computer listing and have been notified by first class mail from General Motors. The listings provided are for campaign activity only and should not be used for any other purpose.
Parts required to complete this campaign should be ordered through regular channels, as follows:

Credit for the campaign work performed will be paid upon receipt of a properly completed campaign claim card or DCS transmission in accordance with the following:

Time allowance includes 0.1 hour for dealer administrative detail associated with this campaign. Parts credit will be based on dealer net plus 30% to cover parts handling.
1. Raise vehicle on hoist. 2. Remove fitting for air shocks from rear face bar (if equipped). 3. Remove license plate lamp assembly from rear face bar. 4. Loosen nuts attaching rear bumper to energy absorbers. 5. With a helper holding bumper in place, remove nuts and lower bumper to floor.
6. Disassemble impact bar from rear bumper. 7. Disassemble vertical reinforcements from impact bar. 8. Install new retainer clips to new aluminum reinforcements. 9. Install aluminum vertical reinforcements to aluminum impact bar using original reinforcement bolts and torque to 45 N.m (33 lb. ft.). 10. Transfer stud mounting plates to aluminum impact bar and use round push-on retainers to hold in place. 11. Transfer upper reinforcement extension brackets to aluminum impact bar. 12. Assemble rear impact bar and centre lower reinforcement to bumper using original bolts (torque to 45 N.m (33 lb. ft.)) and nuts (torque to 24 N.m (18 lb. ft)).
13. With aid of helper, locate rear bumper assembly to body and loosely install attaching nuts. 14. Install any shims (previously removed and noted) at each energy absorber location. 15. Align bumper to body and tighten attaching nuts to 32 N.m (24 lb. ft.). 16. Reinstall license plate lamp assembly to face bar. 17. Reinstall air shock fitting to face bar (if equipped). 18. Install Campaign Identification Label.
Clean surface of radiator upper mounting panel and apply a Campaign Identification Label. Make sure the correct campaign number is inserted on the label. This will indicate that the campaign has been completed.
