General Motors of Canada Limited has determined that certain 1991 Chevrolet Caprice and 1992 Cadillac Brougham model vehicles built at the Arlington Assembly Plant may have been shipped without having the four (4) tie rod adjusting sleeve clamp bolts/nuts tightened. This condition could result in uneven tire wear.
To correct this condition, dealers are to inspect tie rod nut torques on involved vehicles and those vehicles with tie rod nuts torqued below specification will have the tie rod assemblies replaced.
Involved are the following 1991 Chevrolet Caprice and 1992 Cadillac Brougham model vehicles built at the Arlington Assembly Plant:

All affected vehicles have been identified by the VIN listing provided to involved dealers with this bulletin. Any dealer not receiving a listing was not shipped any of the affected vehicles.
Dealers are to perform this campaign on all involved vehicles at no charge to owners, regardless of kilometres traveled, age of vehicle, or ownership, from this time forward.
Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your dealership for service, you are to ensure the campaign correction has been made before selling or releasing the vehicle.
Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the dealer, and arrangements made to make the required modification according to instructions contained in this bulletin.
Refer to Section 4 of the Service Policies and Procedures Manual for the detailed procedure on handling Product Campaigns. Dealers are requested to complete the campaign on all transfers as soon as possible.
All owners of record at the time of campaign release are shown on the attached computer listing and have been notified by first class mail from General Motors. The listings provided are for campaign activity only and should not be used for any other purpose.
If parts are required to complete this campaign, they should be ordered through regular channels, as follows:
If tie rod nuts are loose, all of the parts below will be required to perform this campaign. IT IS ANTICIPATED THAT NO VEHICLES WILL REQUIRE TIE ROD ASSEMBLY REPLACEMENT. DO NOT ORDER THE PARTS LISTED BELOW UNLESS A VEHICLE EXHIBITS TIE ROD THREAD DAMAGE.

Time allowance includes 0. 1 hour for dealer administrative detail associated with this campaign. Repair code 2A includes time for removal of locking wheel covers. Parts credit will be based on dealer net plus 30% to cover parts handling.
1. Raise and suitably support vehicle. Refer to General Information (Sec. 0A) of applicable Service Manual.
2. Grasp adjusting tube/sleeve of adjustable tie rod assembly with one hand and attempt to rotate tube/sleeve clamp(s) with opposite hand (see Figure below).
3. Repeat step 2 on adjustable tie rod assembly on opposite side of vehicle.
4. If a tie rod adjusting tube/sleeve clamp(s) is found to be loose, proceed to step 5. If no looseness is found, no further action is required, proceed to step 6.
5. Replace inner and outer tie rod assemblies and required connecting and attaching components following applicable Service Manual procedures in Steering Linkage Section (Sec. 3B-J. Perform procedure on both sides of vehicle including toe-in adjustment.
6. Install Campaign Identification Label.
Clean surface of radiator upper mounting panel and apply a Campaign Identification Label. Make sure the correct campaign number is inserted on the label. This will indicate that the campaign has been completed.
