General Motors of Canada Limited has detemined that certain 1993 Chevrolet Caprice Police Car (SEO 9C1) model vehicles were assembled with batteries which do not meet the specifications advertised in vehicle literature and bid package information. Vehicle literature and bid package information identified a 730 CCA (Cold Cranking Amp) battery, however the involved vehicles were assembled with 690 CCA batteries.
To correct this condition, dealers are to install a new A/C Delco battery with 770 CCA (730 CCA batteries are no longer available), or provide a refund of $35.00 in place of receiving the 770 CCA battery (vehicle owner's option).
Involved are certain 1993 Chevrolet Caprice Police Car model vehicles within the following VIN breakpoints:

All affected vehicles have been identified by the VIN listing provided to involved dealers with this bulletin. Any dealer not receiving a listing was not shipped any of the affected vehicles.
DEALER CAMPAIGN RESPONSIBILITY:
All unsold new vehicles in dealer's possession and subject to this campaign must be held and inspected/repaired per the Service Procedure of this Campaign Bulletin before owners take possession of these vehicles.
Dealers are to perforrm this campaign on all involved vehicles at no charge to owners, regardless of ldlometres traveled, age of vehicle, or ownership, from this time forward.
Owners of vehicles recendy sold from your new vehicle inventory with no owner information indicated on the dealer listing, are to be contacted by the dealer, and arrangements made to make the required coffection according to instructions contained in this bulletin. This could be done by mailing to such owners a copy of the owner letter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the owner may not as yet have received the notification letter.
In summary, whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.
Refer to Section 4 of the Service Policies and Procedures Manual for the detailed procedure on handling Product Campaigns. Dealers are requested to complete the campaign on all transfers as soon as possible.
All owners of record at the time of campaign release are shown on the attached computer listing and have been notified by first class mail from General Motors (see copy of owner letter included with this bulletin). The listings provided are for campaign activity only and should not be used for any other purpose.
Batteries required to complete this campaign are to be obtained from your local A/C Delco battery supplier.

Repair Code 2A includes time allowance 0. 1 hour for dealer administrative detail associated with this campaign. Parts credit will be based on dealer net plus 30% to cover parts handling.
FOR ALL INVOLVED VEHICLES
Have owner sign and date "Option Selection Form" (included with the owner notification letter) indicating which option the owner is choosing (refund or battery replacement). Proceed with service procedure which follows ff owner chooses to have battery replaced. If owner instead chooses to receive refund, install Campaign Identification Label and proceed to "Claim Information" section of bulletin.
- Hydrogen gas is produced by the battery. A flame or spark near the battery may cause the ps to ignite.
- Battery (electrolyte) fluid is highly acidic. Avoid spilling on clothing or other fabric. Any spilled electrolyte should be flushed from affected areas with large quantities of water and cleaned immediately.
- Battery should remain in horizontal position to ensure clectrolyte fluid remains over plates. Failure to keep plates covered with electrolyte fluid could cause sparking.
1. Remove 690 CCA battery and install 770 CCA battery following "Battery Assembly Replacement Procedure" on Page 6D1-8 in the 1993 Chevrolet Caprice Service Manual.
2. Destroy 690 CCA battery following procedure below:
a. Place battery on a flat surface. b. Place 13/16" deep well socket over battery cable connector. c. Insert a 4" long bolt (as assembled in illustration on Page 4) into socket and screw into terminal until it bottoms; then back off one turn. d. Turn locknut until terminal connector nut is pulled out of battery.
3. Install Campaign Identification Label.
INSTALLATION OF CAMPAIGN IDENTEFICATION LABEL
Clean surface of radiator upper mounting panel and apply a Campaign Identification Label. Make sure the correct campaign number is inserted on the label. This will indicate that the campaign has been completed.

A. Have a new battery with 770 CCA (730 CCA batteries are no longer available) installed at no charge to you.
B. Receive a refund of $35.00 in place of receiving a new battery.
Please contact your GM dealer as soon as possible to arrange a service date or arrange to receive the refund. Also, complete and sign the enclosed Option Selection Form and present it to your dealer as notification of your choice. Instructions for making this correction have been sent to your dealer. If you wish to receive the new battery, please ask your dealer how much time will be needed to schedule and process your vehicle.
This letter identifies your vehicle. Presentation of this letter to your dealer will assist their Service personnel in completing the necessary correction to your vehicle in the shortest possible time.
