Some Cavaliers may develop a condition where the speedometer pointer "flutters" at certain speeds. Occasionally, this condition may be caused by insufficient speedometer cable lubrication. In this case, the flutter can be eliminated by lubricating the inner cable.
Past experience shows, however, that most speedometer flutter conditions do return, even after the inner cable has been lubricated. In these cases, the flutter was caused by some condition other than insufficient lubrication. Therefore, it is recommended to replace the speedometer cable assembly (both the inner cable and the outer cable) to eliminate the root cause of the flutter condition.
When it is necessary to replace the speedometer cable and case assembly, proper routing must be followed. The minimum bend radius is 152 mm (6 inches). Do not bend the cable to a smaller radius unless the cable has a preformed radius. Also, ensure the cable is not positioned near exhaust pipes or routed where it could be crushed by moving parts.
General Motors bulletins are intended for use by professional technicians, not a "do-it-yourselfer". They are written to inform those technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions and know-how to do a job properly and safely. If a condition is described, do not assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See a General Motors dealer servicing your brand of General Motors vehicle for information on whether your vehicle may benefit from the information.
