CAMPAIGN: INCORRECT VEHICLE CERTIFICATION LABELS

Models: 1990 Chevrolet Cavalier

General Motors of Canada has determined that certain 1990 Chevrolet Cavaliers were assembled in the United States and shipped to Canada with domestic (U.S.) certification labels instead of Canadian labels. The incorrect certification labels fail to conform to the requirements of Statement of Compliance, Regulation "6." The only difference between the two labels is the conformance statement which should read "Applicable Canada Motor Vehicle Safety..." instead of "Applicable U.S. Federal Motor Vehicle Safety ...... "

To correct this condition, a new certification label is to be affixed to each affected vehicle.

Since a new certification label can be easily installed and to reduce owner inconvenience, new certification labels will be sent directly to owners of record. Owners may install the new label or ask a dealer to do the service. Dealer service is to be done at no charge to owners.

VEHICLES INVOLVED:

Involved are certain 1990 Chevrolet Cavalier built at Janesville Assembly plant within the following VIN breakpoints:

All affected vehicles have been identified by the VIN listing provided to involved dealers with this bulletin. Any dealer not receiving a listing was not shipped any of the affected vehicles.

DEALER CAMPAIGN RESPONSIBILITY:

Dealers are to perform this campaign on all involved vehicles at no charge to owners, regardless of kilometres traveled, age of vehicle, or ownership, from this time forward.

Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your dealership for service, you are to ensure the campaign correction has been made before selling or releasing the vehicle.

Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the dealer, and arrangements made to make the required modification according to instructions contained in this bulletin.

CAMPAIGN PROCEDURE:

Refer to Section 4 of the Service Policies and Procedures Manual for the detailed procedure on handling Product Campaigns. Dealers are requested to complete the campaign on all transfers as soon as possible.

OWNER NOTIFICATION:

All owners of record at the time of campaign release are shown on the attached computer listing and have been notified by first class mail from General Motors. The listings provided are for campaign activity only and should not be used for any other purpose.

PARTS INFORMATION:

Canadian certification labels are to be sent to all owners of record along with an owner letter. For vehicles that have not been reported sold, the labels will be sent to the dealers. Owners have been instructed to either install the labels themselves or take their vehicles in for label installation by their dealers.

PARTS AND LABOUR CLAIM INFORMATION:

Credit for the campaign work performed will be paid upon receipt of a properly completed campaign claim card or DCS transmission in accordance with the following:

Time allowance includes 0.1 hour for dealer administrative detail associated with this campaign. Parts credit will be based on dealer net plus 30% to cover parts handling.

SERVICE PROCEDURE:

See instructions for installation of the label included with this bulletin.

INSTALLATION OF CAMPAIGN IDENTIFICATION LABEL

Clean surface of radiator upper mounting panel and apply a Campaign Identification Label. Make sure the correct campaign number is inserted on the label. This will indicate that the campaign has been completed.

General Motors of Canada has determined that certain 1990 Chevrolet Cavaliers were produced at the Janesville Assembly plant with incorrect vehicle certification labels. These vehicles were assembled with United States certification labels instead of Canadian labels. The incorrect certification labels fail to conform to the requirements of Statement of Compliance, Regulation "6."

To correct this condition, a new certification label should be affixed to your vehicle. For your convenience, we have enclosed a new label. You may install it yourself. Just follow the instructions on the reverse side of this letter.

If you decide not to install the new label yourself, your GM dealer will be pleased to install it for you at no charge.

Please contact your GM dealer as soon as possible to arrange a service date.

This letter identifies your vehicle. Presentation of this letter to your dealer will assist their Service personnel in completing the necessary correction to your vehicle in the shortest possible time.

INSTRUCTIONS

1. Open driver's door.

2. Verify that the Vehicle Identification Number (VIN) of the new certification label is the same as the existing label. (See illustration included).

If the VIN of the new certification label is different than the existing label, contact your Dealer to arrange to receive the correct label.

If the VIN of the new certification label is the same as the existing label, follow the remaining steps of this procedure and install the new label.

3. Lift corner of certification label and peel from door edge.

4. Clean area where new label will be installed.

5. Remove protective backing from new label, and carefully apply to vehicle in same location as original label.

NOTICE: DO NOT ATTEMPT TO REMOVE OR LOOSEN THE NEW LABEL ONCE IT HAS BEEN APPLIED AS THIS WILL DAMAGE THE LABEL AND MAKE IT ILLEGIBLE.
