YEAR: 1993 MODEL: Cutlass Ciera
General Motors has determined that certain 1993 Oldsmobile Cutlass Ciera vehicles may not comply with Federal Motor Vehicle Safety Standard (FMVSS) 106. The brake hose on these vehicles were manufactured incorrectly. These vehicles may experience reduced brake effectiveness and/or uneven braking, and a vehicle crash could occur without prior warning.
To prevent these conditions from occurring, dealers are to inspect the right front brake hose assembly and record the date code on the hose assembly. If the date code falls within the specified range, dealers are to replace the right front brake hose assembly.
The following 1993 Oldsmobile Cutlass Ciera vehicles built at the Oklahoma City assembly plant are involved:

Should a question arise concerning the campaign involvement of a specific vehicle(s) with the VIN's listed above, dealers should access the Vehicle Information Service System (V.I.S.S.) for verification.
Involved vehicles have been identified by Vehicle Identification Number Computer Listings. Computer listings contain the complete Vehicle Identification Number, owner name and address data, and are furnished to involved dealers with the campaign bulletin. Owner name and address data furnished will enable dealers to follow-up with owners involved in this campaign.
These listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign. Any dealer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.
This bulletin is notice to you that the new motor vehicles included in this campaign may not comply with the standard identified above. Under Section 108 of the National Traffic and Motor Vehicle Safety Act, it is illegal for a dealer to sell a new motor vehicle which the dealer knows does not comply with an applicable Federal Motor Vehicle Safety Standard. As a consequence, if you sell any of these motor vehicles without first performing the campaign correction, your dealership may be subject to a civil penalty up to $1,000 for each such sale.
All subject vehicles which are listed on the dealers campaign printout will require correction as outlined in the SERVICE PROCEDURE section of this bulletin.
All unsold new vehicles in dealers' possession and subject to this campaign must be held and inspected/repaired per the service procedure of this campaign bulletin BEFORE owners take possession of these vehicles.
Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.
Owners of vehicles recently sold from your new vehicle inventory with no owner information indicated on the dealer listing are to be contacted by the dealer, and arrangements made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such owners a copy of the owners letter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the owner may not as yet have received the notification letter.
In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.
1. Position and raise car on frame type hoist. See service manual section OA.
2. Inspect the right front brake hose assembly and record the date code printed on the hose assembly. See Figure 1 for date code description. If necessary, clean the hose assembly using a rag and soapy water. DO NOT USE A SOLVENT TO CLEAN THE BRAKE HOSE. THIS MAY REMOVE THE DATE CODE. If the date code is located on the upper surface of the hose assembly, it may be necessary to use a mirror to view the code. If a mirror is used, be sure that the code is recorded correctly.
3. If the recorded date code matches one of the date codes shown below, continue to step four (4) of this service procedure and replace the brake hose assembly. If the recorded date code does not match one of the date codes shown below, proceed to step seventeen (17) of this service procedure.
Suspect Date Codes: ================== 1st Shift 2nd Shift 3rd Shift --------- --------- --------- X4023 Y4023 Z4023 X4053 Y4053 Z4053 X4063 Y4063 Z4063 X4073
CLEAN EACH CONNECTION OF ANY LOOSE SCALE, DIRT, OR OTHER DEBRIS BEFORE DISCONNECTING THE JOINT. IT IS IMPORTANT THAT PROPER CARE BE USED TO AVOID CONTAMINATION OF BRAKE FLUID WITH ANY FOREIGN MATERIAL.
4. Using an 11 mm wrench, disconnect the brake hose fitting (special bolt with hollow shaft and cross hole near head) from the right front brake caliper. Save the brake hose fitting for re-installation. Remove and dispose brake hose fitting gaskets (washers).
5. Using a 12 mm tube wrench, disconnect the brake pipe nut from the brake hose fitting.
6. Using a screwdriver or other appropriate tool, remove the retaining clip from the brake hose bracket. Save the retaining clip for re-installation.
7. Using a 13 mm wrench, disconnect the brake hose integral clip from the strut tab. Save the bolt for re-installation. Remove old brake hose assembly. Destroy old hose assembly to prevent re-use and dispose of destroyed hose.
8. Sub-assemble one (1) brake fitting gasket/washer to the brake hose fitting (special bolt). Place the fitting- gasket subassembly through the brake hose block fitting and place the second gasket/washer over the end of the fitting/bolt. Loose assemble the brake hose fitting to the brake caliper.
9. Position brake hose support clip to strut tab and loose assemble using previously removed bolt.
10. Position the end of the brake hose assembly through the brake hose bracket and finger start the brake pipe nut to the brake hose.
11. Make sure that the brake hose is fully seated and properly aligned in the bracket and re-install the retaining clip to the bracket and hose fitting.
12. Using a 12 mm tube wrench, tighten the brake pipe nut to 15 N.m (11 lbs.ft).
13. Using an 11 mm wrench, tighten the brake hose fitting to the brake caliper to 44 N.m (32 lbs.ft).
14. Using a 13 mm wrench, tighten the brake hose integral clip bolt to 25 N.m (18 lbs.ft).
15. Bleed brake system per service manual procedure.
16. Visually check for fluid leaks at all connections. If any leaks are observed, slightly loosen the involved joint, re-tighten to specified torque, and re-bleed the involved brake.
17. Lower vehicle.
18. Install campaign identification label.
Each label provides space to print the campaign number, and the five (5) digit dealer code of the dealer performing the campaign. Insert this information with a typewriter or ball-point pen. When installing label, clean and dry the surface of the radiator support tie bar and apply the campaign label where it is readily visible.
Parts required to complete this campaign are to be obtained from General Motors Service Parts Operations (GMSPO). To ensure these parts will be obtained as soon as possible, they should be ordered from GMSPO on a "C.I.O." order with NO special instruction code, but on an advise code (2).

General Motors bulletins are intended for use by professional technicians, not a "do-it-yourselfer". They are written to inform those technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions and know-how to do a job properly and safely. If a condition is described, do not assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See a General Motors dealer servicing your brand of General Motors vehicle for information on whether your vehicle may benefit from the information.
