The National Traffic and Motor Vehicle Safety Act, as amended provides that each vehicle which is subject to a recall campaign of this type, must be adequately repaired within a reasonable time after the owner has tendered it for repair. A failure to adequately repair within sixty(60) days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time. If the condition is not adequately repaired within a reasonable time, the owner may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price, less a reasonable allowance for depreciation.
To avoid having to provide these burdensome solutions, every effort must be made to promptly schedule an appointment with each owner and to repair the vehicle as soon as possible. As you will see in reading the attached copy of the letter which is being sent to owners, the owners are being instructed to contact the nearest Chevrolet Zone Office if their dealer does not remedy the condition within five days of the agreed service date. If the condition is not remedied within a reasonable time, the owners are instructed how to contact the National Highway Traffic Safety Administration.
General Motors has determined that some rear brake hoses used on certain 1982 Chevrolet Celebrity and Citation models fail to conform to Federal Motor Vehicle Safety Standard 106/74 (Brake Hoses). These hoses were not fully seated into their end fittings when the fittings were crimped onto the hose at time of manufacture. As a result these hoses might separate from the end fittings when subjected to the pull force required by the FMVSS 106/74 tensile strength test.
Such a separation would result in a loss of brake fluid and a partial loss of braking action. Because these vehicles are equipped with dual braking system, part of the system will remain functional allowing the vehicle to be stopped but over a greater distance. Should a partial loss of braking action occur while the vehicle is in motion at a time when minimum stopping distances are required, a vehicle crash could occur without prior warning.
Involved are certain 1982 Chevrolet Celebrity and Citation Models within the following vehicle breakpoints:

Involved vehicles have been identified by Vehicle Identification Number Computer Listings. Computer listings contain the complete Vehicle Identification Number, Owner Name and Address Data, and are furnished to the involved dealers with the Campaign Bulletin. Owner name and address data furnished will enable dealers to follow up with owners involved in this cam- paign.
These listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign.
Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.
Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your dealership for service in the future, you should take the steps necessary to be sure the campaign correction has been made before reselling or releasing the vehicle.
This bulletin is notice to you that the new motor vehicles included in this campaign may not comply with the standard identified above. Under Sections 108 and 114 of the National Traffic and Motor Vehicle Safety Act, it is illegal for a dealer to sell a new motor vehicle which the dealer knows does not comply with an applicable Federal Motor Vehicle Safety Standard. As a consequence, if you sell any of these motor vehicles without first performing the campaign correction, your dealership may be subject to a civil penalty up to $1,000 for each such sale.
Owners will be notified of this campaign on their vehicles by Chevrolet Motor Division (see copy of Owner Letter included with this bulletin).
The parts required to complete this campaign are to be ordered from WDDGM. Very few hoses will require replacement on vehicles inspected.

To ensure this part will be obtained as soon as possible, it should be ordered from WDDGM on a C.I.O. order with no special instruction code, but order on an advise code (2).
Parts removed from the involved vehicles are to be retained by the dealer in accordance with the current Service Policies and Procedures Manual.
A rear brake hose that had the fittings incorrectly installed will be longer than one correctly manufactured. The furnished hose gage is to be used to determine if a hose on a vehicle involved requires replacement. Refer to Figure 1. This hose gage will be shipped to each dealer under separate cover.
A. Inspection
1. Raise vehicle on a hoist which allows access to rear brake hoses.
2. Check length of both rear brake hoses using furnished hose gage to determine if replacement is required.
a) Place small (square) end of gage against hose fitting flange at axle control arm. Refer to Figure 2.
b) While holding small end of gage against fitting flange place gage around hose as shown in Figure 2. Lightly press hose and gage together as shown in Figure 3 to ensure gage follows contour of hose.
- Hose does not require replacement if large (rounded) end of gage contacts or extends beyond hose fitting flange located at body bracket. (View A and B, Figure 2)
- Hose is to be replaced if large (rounded) end of gage does not contact hose fitting flange located at body bracket. (View C, Figure 2)
3. After both hoses are checked, replace long hose(s) if required following Part B of this procedure and install campaign identification label, Part C of this procedure.
B. Rear Brake Hose Replacement - Refer to Figure 4.
1. Clean dirt and foreign material from pipe and hose fittings.
2. With aid of a backup wrench, disconnect brake pipe fitting on both ends of brake hose.
3. Remove retaining clips from both ends of hose fittings.
4. Install new hose by reversing removal procedure. Tighten pipe fittings to 15 N.m (11 lb.ft.).
5. Fill and maintain brake fluid level in master cylinder reservoir and bleed applicable brake system.
6. Check brake pedal operation and inspect hose and pipe fittings for leaks. Connect as required.
C. Install campaign identification label.

*Campaign Administrative Allowance
Dealers will automatically receive the correct labor and material allowance based on the labor operation performed. Dealers will also be credited $1.48 for half pint brake fluid when Labor Operation V1551 is performed and $2.96 for one pint brake fluid when Labor Operation V1552 is performed. This includes the normal 30% dealer allowance.

Each vehicle modified in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label". Each label provides a space to include the five digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or ballpoint pen.
Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in for periodic servicing by the owner.
Apply "Campaign Identification Label" only on a clean dry surface.
