Some 1982 Celebritys and Citations could experience an objectionable ride vibration that wheel balance will not correct.
Steel 13-inch wheels, Code "TZ", P/N 9590763, produced from May 24, 1982 through June 22, 1982 may have excessive radial run out. These wheels can be identified by the code stamped near the valve as follows:
If a vibration is encountered on a Celebrity or Citation equipped with these wheels, all wheels with these codes should be replaced before wheel balancing is attempted.
The wheel replacement procedure must include match mounting the tire's high point dot to the new wheel's valve (the low point), wheel balancing, and color coating if necessary. If the tire's high point dot cannot be found, mark the tire at the old wheel's valve and align the new wheel's valve to this mark.
Vibration correction on cars not equipped with included "TZ" wheels should follow normal diagnostic procedures of wheel balancing, measuring runouts, etc. per the service manual.
General Motors bulletins are intended for use by professional technicians, not a "do-it-yourselfer". They are written to inform those technicians of conditions that may occur on some vehicles, or to provide information that could assist in the proper service of a vehicle. Properly trained technicians have the equipment, tools, safety instructions and know-how to do a job properly and safely. If a condition is described, do not assume that the bulletin applies to your vehicle, or that your vehicle will have that condition. See a General Motors dealer servicing your brand of General Motors vehicle for information on whether your vehicle may benefit from the information.
