CAMPAIGN: INCORRECT STEEL SPARE WHEEL

SUBJECT: PRODUCT SAFETY CAMPAIGN 93C31 - INCORRECT STEEL SPARE WHEEL

MODEL and YEAR: 1993 G20 VAN (FLINT ASSEMBLY PLANT ONLY)

To: All Chevrolet/Geo Dealers

The National Traffic and Motor Vehicle Safety Act, as amended, provides that each vehicle which is subject to a recall campaign of this type must be adequately repaired within a reasonable time after the owner has tendered it for repair. A failure to repair within sixty (60) days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time.

If the condition is not adequately repaired within a reasonable time, the owner may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price less a reasonable allowance for depreciation.

To avoid having to provide these burdensome solutions, every effort must be made to promptly schedule an appointment with each owner and to repair their vehicle as soon as possible. As you will see in reading the attached copy of the letter that is being sent to owners, the owners are being instructed to contact the Chevrolet Customer Assistance' Center if their dealer does not remedy the condition within five (5) days of the mutually agreed upon service date. if the condition is not remedied within a reasonable time, they are instructed on how to contact the National Highway Traffic Safety Administration.

DEFECT INVOLVED

General Motors has determined that a defect which relates to motor vehicle safety exists in ' certain 1993 Chevrolet G20 series vans equipped with base wheels. Some of these vehicles were built with an incorrect spare wheel. The use of the incorrect spare wheel at a regular wheel position could, under certain loading conditions, eventually cause the wheel to crack and possibly result in separation of the wheel from the vehicle. If the wheel separates from the vehicle, loss of control may occur resulting in a vehicle crash without prior warning.

DEFECT INVOLVED (Con't)

To prevent the possibility of this condition occurring, dealers are to inspect involved vehicles for the correct spare wheel and, if an incorrect wheel has been installed, the wheel will be replaced.

VEHICLES INVOLVED

Involved are certain 1993 'Chevrolet G20 Vans built within the following VIN breakpoints:

Involved vehicles have been identified by Vehicle Identification Number Computer Listings. Computer listings contain the complete Vehicle Identification Number, owner name and address data, and are furnished to involved dealers with the campaign bulletin. Owner name and address data furnished will enable dealers to follow-up with owners involved in this campaign.

These listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any other purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign. Any dealer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.

OWNER NOTIFICATION

Owners will be notified of this campaign on their vehicles by Chevrolet Motor Division (see copy of owner letter included with this bulletin).

DEALER CAMPAIGN RESPONSIBILITY

All unsold new vehicles in dealers' possession and subject to this campaign must be held and inspected/repaired per the service procedure of this campaign bulletin before owners take possession of these vehicles.

Dealers are to service all vehicles subject to this campaign at no charge to owners, regardless of mileage, age of vehicle, or ownership, from this time forward.

Owners of vehicles recently sold from your new vehicle inventory with no owner information indicated on the dealer listing, are to be contacted by the dealer, and arrangements made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such owners a copy of the owners letter accompanying this bulletin. Campaign follow-up cards should not be used f or this purpose, since the owner may not as yet have received the notification letter.

In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.

PARTS INFORMATION

Parts required to complete this campaign are to be obtained from General Motors Service Parts Operations (GMSPO). To ensure these parts will be obtained as soon as possible, they should be ordered from GMSPO on a "C.I.O." order with no special instruction code, but on an advise code two (2).

PAINT INSTRUCTIONS

IMPORTANT: The spare wheel must be clean and free from all contaminants. If the wheel in not clean, poor adhesion of paint will result.

Paint can be obtained from any GM paint supplier. The paint must be exterior Hi solid Enamel.

Follow all material allowance and labor times from the 1993 Labor time Guide. Enamel material allowance is IIPBII.

SERVICE PROCEDURE

NOTICE: THIS CANPAIGN DOES NOT INCLUDE RALLY OR ALUNINUM WHEELS,

SPARE STEEL WHEEL WITHOUT MOUNTED TIRE

1. The spare wheel is inside the van located at the right rear of the vehicle. The spare wheel will have a stamp code located next to the air valve stem on the outboard portion of the wheel (Figure 1).

2. Verify the stamp code. If the stamp code is XR, the spare wheel must be replaced.

3. Remove spare wheel from carrier by removing the fasteners shown in Figure 2.

4. The steel spare wheel comes from the factory painted white. The paint used is a high solid baked enamel. GM CODE WA-8624. The wheel that is received from GMSPO is painted with a primer black. The steel spare wheel is to be painted white. If spare wheel has been painted an alternate color, this color must be matched. It may be necessary to contact the customer if any color other than white is needed. For paint reference, refer to the paint instructions listed on page 3.

NOTICE: ------

When stool spare wheel in mounted at the factory, the wheel does not have a spare tire nounted on the wheel.

It in possible that the customer has had a tire mounted to the spare wheel. The spare tire vill have to be removed and mounted to the replacement wheel.

It is also possible that the customer has had a flat tire or rotated the tires and has installed the spare wheel/tire to a regular wheel position. If this has occurred, it vill be necessary to inspect all wheels on the vehicle.

REMOVAL AND MOUNTING OF SPARE WHEEL WITH MOUNTED TIRE

1. Remove spare wheel from carrier by reraoving the fasteners shown in Figure 2.

2. Use a tire changing machine to mount or dismount tires. Follow manufacture's instructions. Do not use hand tools or tire irons to change tires as they may damage tire bead or wheel rim flanges.

NOTICE: -------

It is important to note that damage to either tire mounting surf ace or wheel holes can result from use of improper wheel attachment or tire mounting techniques.

Do not stand over tire when inflating. The bead may break when it snaps over safety hump and may cause serious personal injury. Do not exceed 275 kPa (40 psi) pressure when inflating. If 275 kPa (40 psi) pressure will not seat beads, deflate tire, re-lubricate and reinf late. Over inf lation may cause bead to break and result in personal injury. It takes 70 seconds for all the air to be completely exhausted from a large tire. Failure to follow proper procedures could cause the tire changer to put enough force in the tire to bend the wheel at the mounting surfaces. Such damage may result in vibration and/or shimmy and under severe use may lead to cracking

3. Clean rim bead seats with a wire brush or course steel wool to remove contaminants from bead area. Before mounting or dismounting a tire, clean and well lubricate bead area.

4. Install new valve stem and inflate to proper air pressure, which is located on the tire. Check locking rings of tire to make sure they show around rim flanges on both sides of wheel.

REMOVAL AND MOUNTING OF TIRE AND WHEEL IF SPARE HAS BEEN ROTATED TO A REGULAR WHEEL POSITION -----------------------------------------------------

1. Locate incorrect wheel by verifying stamp code (See Figure 1). Wheels with code "XH" must be replaced.

2. Raise vehicle and support with safety stands.

3. Remove hub cap, if required.

4. Remove wheel nuts.

5. Remove tire and wheel assembly.

6. Remove and replace tire from wheel by following the instructions previously mentioned for tire mounted on steel spare wheel.

7. Clean wheel nuts, bolts, wheel mounting surfaces and rotor mounting surfaces.

NOTICE: -------

Before installing wheel, remove all contaminants on wheel mounting surface, and brake disc or drum mounting surface by scraping and wire brushing. Installing wheels with poor metal to metal contact at mounting surfaces can cause wheel nuts to loosen. This may lead to a rim coming off while the vehicle is moving. Possibly causing loss of control and resulting in personal injury.

A torque wrench must be used to ensure that rim nuts are tightened to specification. Never use lubricants or penetrating fluids on wheel studs, nuts or mounting surfaces as this may raise the actual torque on the nut without a proper torque reading on the torque wrench. Rim nuts, studs and mounting surfaces must be clean and dry. Failure to follow these -instructions could result in rim, nut and/or stud damage.

8. Install tire and wheel assembly.

9. Tighten all wheel nuts (5). Do not torque at this time.

10. Torque wheel nuts (5) in an even and alternating sequence to 140 Nin (100 lb. ft.).

11. Install hub cap, if required.

12. Remove support stands and lower vehicle.

BALANCING TIRE AND WHEEL

There are two (2) types of tire and wheel balancing, static and dynamic. Static balance is an equal distribution of weight to inboard and outboard rim flanges at one location of the wheel. Dynamic balance is the distribution of weight on each side of centerline so that when assembly spins there is no tendency of the assembly to move from side to side.

IMPORTANT: Foreign material must be cleaned from inside of rim. Stones should be removed from tread in order to avoid injury during spin balance. Tire should be inspected for any damage, then properly balanced according to equipment manufacture's recommendations.

1. When balancing tire and wheel assemblies of f vehicle, use a balancer which pilots wheel by center hole (not wheel bolt holes) if possible. Always follow equipment manufacture's instructions.

FOR ALL VEHICLES INSPECTED AND/OR CORRECTED THROUGH THIS CAMPAIGN INSTALL CANPAIGN IDENTIFICATION LABEL. CAMPAIGN IDENTIFICATION LABEL

Each vehicle corrected in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identif ication Label". Each label provides a space to include the campaign number and the f ive (5) digit dealer code of the dealer perf orming the campaign service. This information may be inserted with a typewriter or a ball point pen.

Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in for periodic servicing by the owner. Additional "Campaign Identification Labels" can be obtained from DAC. Apply "Campaign Identification Label" only on a clean, dry surface.

*Campaign Administrative Allowance.

The "Parts Allowance" should be the sum total of the current GMSPO Dealer Net price plus 30% of all parts required for the repair.

The amount identified in the "Net Amount" column should represent $8.54 (material allowance IIPBII) for paint required to complete the necessary procedure and $1.00 material allowance for wheel weights.

Dealers will automatically receive the correct labor and material allowance based on the labor operation performed.

This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle Safety Act.

REASON FOR THIS RECALL

General Motors has determined that a defect which relates to motor vehicle safety exists in certain 1993 Chevrolet G20 series vans equipped with base wheels. Some of these vehicles were built with an incorrect spare wheel. The use of the incorrect spare wheel at a regular wheel position could, under certain loading conditions, eventually cause the wheel to crack and possibly result in separation of the wheel from the vehicle. If the wheel separates from the vehicle, lose of control may occur resulting in a vehicle crash without prior warning.

WHAT WE WILL DO

To correct this condition, your dealer will inspect your vehicle for the correct spare wheel and, if an incorrect wheel has been installed, the wheel will be replaced. This service will be performed for you at no charge.

WHAT YOU SHOULD DO

Please contact your Chevrolet dealer as soon as possible to arrange a service date and so the dealer may order the necessary parts for the repair. Instructions for making this inspection/correction have been sent to your dealer and parts are available. The labor time necessary to perform this service correction is approximately 1 to 1.5 hours. Please ask your dealer if you wish to know how much additional time will be needed to schedule and process your vehicle.

Your Chevrolet dealer is best equipped to obtain parts and provide service to ensure that your vehicle is corrected as promptly as possible. If, however, you take your vehicle to your dealer on the agreed service date, and they do not remedy this condition on that date or within five (5) days, we recommend you contact the Chevrolet Customer Assistance Center by calling 1-800-222-1020.

After contacting your dealer and the Customer Assistance Center, if you are still not satisfied that we have done our beet to remedy this condition without charge and within a reasonable time, you may wish to write the Administrator, National Highway Traffic Safety Administration, 400 Seventh Street, S.W., Washington, D.C. 20590 or call 1-800-424-9393 (Washington D.C. residents use 366-0123).

The enclosed owner reply card identifies your vehicle. Presentation of this card to your dealer will assist in making the necessary inspection/correction in the shortest possible time.
