The Highway Safety Act, as amended, provides that each vehicle which is subject to a recall campaign of this type must be adequately repaired within a reasonable time after the customer has tendered it for repair. A failure to repair within sixty (60) days after tender of a vehicle is prima facie evidence of failure to repair within a reasonable time.
If the condition is not adequately repaired within a reasonable time, the customer may be entitled to an identical or reasonably equivalent vehicle at no charge or to a refund of the purchase price less a reasonable allowance for depreciation.
To avoid having to provide these burdensome remedies, every effort must be made to promptly schedule an appointment with each customer and to repair their vehicle as soon as possible. As you will see in reading the attached copy of the divisional letter that is being sent to customers, the customers are being instructed to contact the appropriate Customer Assistance Center if their dealer does not remedy the condition within five (5) days of the mutually agreed upon service date. If the condition is not remedied within a reasonable time, they are instructed on how to contact the National Highway Traffic Safety Administration.
General Motors has decided that a defect which relates to motor vehicle safety exists in certain 1996 G-Van model vehicles. Some of these vehicles have exhibited water intrusion into the kick panel areas in front of both the driver and passenger doors. Over time, a corrosion path between the battery feed and ground can form. This condition could cause a short which could lead to the ignition and combustion of plastics in the electrical components of the vehicle, which could result in a vehicle fire.
To prevent the possibility of this condition occurring, dealers are to replace the 25 AMP circuit breakers with 25 AMP fuses in the fuse block; remove a temporary paper fuse-block cover; install a plastic shield over the fuse block: reorient the power door lock relay (if equipped); inspect the remote keyless entry module (if equipped) for signs of corrosion, replace if corroded and reorient it; and apply additional body sealer in key areas.
Involved are certain 1996 G-Van model vehicles (GMT 600) built within the following VIN breakpoints:

Customers will be notified of this campaign on their vehicles by General Motors (see copy of divisional customer letter(s) included with this bulletin).
All unsold new vehicles in dealers' possession and subject to this campaign must be held and inspected/repaired per the service procedure of this campaign bulletin before customers take possession of these vehicles.
Dealers are to service all vehicles subject to this campaign at no charge to customers, regardless of mileage, age of vehicle, or ownership, from this time forward.
Customers who have recently purchased vehicles sold from your vehicle inventory, and for which there is no customer information indicated on the dealer listing, are to be contacted by the dealer. Arrangements are to be made to make the required correction according to the instructions contained in this bulletin. This could be done by mailing to such customers a copy of the appropriate divisional customer letter accompanying this bulletin. Campaign follow-up cards should not be used for this purpose, since the customer may not as yet have received the notification letter.
ln summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.
Interior Electrical Procedures:
1. On the driver's (LH) side, locate the fuse block. Remove the temporary paper fuse block cover if present, and discard. Remove the 2, 25 AMP circuit breakers located at the lower portion of the fuse block. Replace with 25 AMP fuses.
2. Install a water shield cover on the back side of the fuse block. The water shield cover comes with a butyl adhesive. Remove the plastic protecting strip from the butyl adhesive and apply to the sheet metal just above the fuse block. The shield will drape down and cover the back portion of the fuse block.
3. Install the driver's side front hinge pillar lower molding (front kick panel). Align the panel and press to engage clips.
- For vehicles without remote keyless entry module and/or power door lock relay, proceed to "Exterior "A" Pillar Sealing Procedures" listed below.
- For vehicles with remote keyless entry module and/or power door lock relay, proceed to step 4.
4. The passenger's side front hinge pillar lower molding (front kick panel will need to be removed by gently pulling on the panels to release the retaining clips (reference 1996 Service Manual Section 1OA4).
5. Disconnect the negative battery cable.
6. On the passenger (RH) side, remove the Remote Keyless Entry module by removing the 2 retainers. Disconnect the electrical connectors from the module. Inspect the module connectors for potential water intrusion or corrosion. If either is evident, replace the module. Install the jumper harness to the Remote Keyless Entry module leaving a service loop at the module end, and attach the harness to the module with electrician's tape in 2 locations (Refer to Figure 1). Connect the electrical connectors to the main harness and install the Remote Keyless Entry module with the connectors pointing downward using 2 retainers.
7. Remove the power door lock relay by removing the retainer, discard retainer. Replace the power door lock relay. Reconnect the electrical connector. Apply the Velcro strip 1 in. X 1.5 in. to the back portion of the power door lock relay. Install the relay with the connector pointing downward to the body sheet metal. Make sure there is a service loop left in the harness (refer to Figure 2).
8. Install the passenger's side front hinge pillar lower molding (front kick panel). Align the panel and press to engage clips.
9. Connect the negative battery cable.
1. Remove both wiper arms, air inlet grille (cowl screens) (reference 1996 Service Manual Sections 8E & 2B).
2. Plenum Extension Panel Joints to Plenum Upper Panel, Shear Wall and "A" Pillar Outer Panel (refer to Figure 3)
- Inspect and verify that the plastic seal retainers for the air inlet grille panel are fully seated in the Plenum upper body panel. If loose, clean area and reseal retainers. Inspect the shear wall and "A" pillar outer panel. Locate all voids, cracks and pits and seal appropriately.
3. Install plastic plug to cover the processing hole (refer to Figure 3, Item 3).
4. Windshield Urethane Adhesive (refer to Figure 4)
- The urethane adhesive may not have cured properly due to bead skips or air bubble voids. From each upper corner of the windshield, measure approximately 3 inches across the top of the windshield and mark with a grease pencil. Folding back the windshield reveal molding lip, apply a thin bead of clear sealer along the inner section next to the windshield at the top, as well as the entire length of each side of the windshield. Corners are most susceptible to leaks.
5. Roof Drip Rail Front Corners (refer to Figure 4)
- Inspect the front corners (approx. 3 inches) on both LH & RH side. Locate all voids, cracks and pits. Apply clear sealer to the top and bottom portion of this area.
6. LH & RH Secondary "A" Pillar Door Seal
- The secondary weatherstrip seal is attached by pressing pin retainers into "A" pillar holes. These pins may not be seated properly. From the roof rail down to the end of the weatherstrip press all pins to ensure they are fully seated. If the pins do not seat properly, remove pin from hole and lightly pry the pin legs outward with a small screwdriver. When installing the retaining pins a slight "click" will be heard. No sealer will be necessary.
7. Reinstall the air inlet grille and wiper arms (reference 1996 Service Manual Sections 8E & 2B).
8. Install the GM Campaign Identification Label.
Each vehicle corrected in accordance with the instructions outlined in this Product Campaign Bulletin will require a "Campaign Identification Label". Each label provides a space to include the campaign number and the five (5) digit dealer code of the dealer performing the campaign service. This information may be inserted with a typewriter or a ball point pen.
Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in by the customer for periodic servicing. When installing the Campaign Identification Label, be sure to install the clear protective covering. Additional Campaign Identification Labels can be obtained from VISPAC Incorporated by calling 1-800-269-5100 (Monday-Friday, 8:00 a.m. to 4:30 p.m. EST). Ask for Item Number S-1015 when ordering.
Apply the "Campaign Identification Label" only on a clean, dry surface.
