General Motors of Canada Limited has determined that certain 1991-92 C7H TopKick models equipped with hydraulic brakes (JE3) and 11000/12000 lb (5000/5455 kg) front axles (FL2/FS7) may have been built with an interference condition between one or both of the front brake anchor plates and the steering knuckle. The interference condition could result in some loss of torque on the mounting bolts, but with no loss of function.
To correct this condition, dealers with inspect both front brake anchors for an interference condition and replace as required.
Involved are certain 1991-92 C7H TopKick models equipped with hydraulic brakes (JE3) and 11000/12000 lb (5000/5455 kg) front axles (FL2/FS7) and built within the following VIN breakpoints:
1991 TopKick M1517149 MJ523062
1992 TopKick NJ500011 NJ502039
All affected vehicles have been identified by the VIN listing provided to involved dealers with this bulletin. Any dealer not receiving a listing was not shipped any of the affected vehicles.
Dealers are to perform this campaign on all involved vehicles at no charge to owners, regardless of kilometres traveled, age of vehicle, or ownership, from this time forward.
Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your dealership for service, you are to ensure the campaign correction has been made before selling or releasing the vehicle.
Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the dealer, and arrangements made to make the required modification according to instructions contained in this bulletin.
Refer to Section 4 of the Service Policies and Procedures Manual for the detailed procedure on handling Product Campaigns. Dealers are requested to complete the campaign on all transfers as soon as possible.
All owners of record at the time of campaign release are shown on the attached computer listing and have been notified by first class mail from General Motors (see copy of owner letter included with this bulletin). The listings provided are for campaign activity only and should not be used for any other purpose.

Time allowance includes 0. 1 hour for dealer administrative detail associated with this campaign. Parts credit will be based on dealer net plus 30% to cover parts handling.
A. Inspection
1. Prepare the vehicle by engaging the parking brake and blocking all the wheels. The front wheels should be in the straight position.
2. Check the front brake anchor plate for scalloping as illustrated in Figure 1. The correct anchor plate will allow insertion of a 1/8 in. drill bit or a similar test instrument between the anchor plate and the steering knuckle. The incorrect anchor plate is unscalloped (Figure 2).
3. Repeat the inspection for the opposite side front anchor plate.
4. If both anchor plates are found to be correct, install the "Campaign Identification Label." If one or both anchor plates are found to be incorrect, continue on to Part B.
B. Replacement Procedure
1. Replace the anchor plate(s) following the Anchor Plate Replacement Procedure found in the 1991 Medium Duty Service Manual (X-9133 Page 5A2-12) or the 1992 Medium Duty Service Manual (X-9233 Page 5A2-11).
2. Install the "Campaign Identification Label."
Clean surface of radiator upper mounting panel and apply a Campaign Identification Label. Make sure the correct campaign number is inserted on the label This will indicate that the campaign has been completed.
