SPECIAL POLICY BULLETIN
TO ALL GENERAL MOTORS DEALERS:
General Motors of Canada Limited has determined that certain 1990-92 TopKick Medium Duty Trucks ordered with optional "Stemco" brand rear axle oil seals were built with the standard rear axle oil seals. This condition will not affect vehicle performance, but the customers were charged for the option.
Involved are certain 1990-1992 TopKick Medium Duty Trucks with Stemco brand rear wheel seals (RPO G98) built within the following VINS:
This Special Policy covers original owners of record who purchased but did not receive a Stemco brand rear wheel seal (RPO G98). Owners will be contacted and offered the following options:
A. $95.00 Total Option Reimbursement Adjustment Incentive
OR
B. Installation of Stemco Rear Wheel Seals at no charge.
When the original purchaser requests reimbursement, that customer MUST sign and date the Option Selection form included as part of the owner letter (extra copies to be reproduced locally, if needed). The signed form and a copy of the check issued to the owner is to be attached to the dealer's file copy of die request within thirty (30) days after dealer credit is received, and retained for twenty-four (24) months from date of credit.
The Special Policy Adjustment will remain in effect until September 30, 1994 with no mileage restriction.
Owners will be notified of this Special Policy on their vehicles by General Motors of Canada Limited (see copy of the owner letter included with this bulletin).
Parts required to complete this Special Policy should be ordered through regular channels as follows:

SERVICE PROCEDURE (Referenced Numbers see Artwork on Page 4)
1. Securely block front wheels.
2. Raise rear axle and secure with stands.
3. Remove rear driver's side tire and rim assembly or tire and wheel assembly. Use wheel dolly (1).
4. Remove rear axle shaft, outer adjusting nut (2), nut lock (3) and inner adjusting nut (4).
5. Release brakes and back off slack adjuster.
6. Remove hub and drum, wheel and rotor, hub and rotor or wheel (5) and drum (6).
7. Remove outer bearing (7) and cup (8).
8. Remove National brand rear seal (9) and bearing (10).
9. Remove seal sleeve (1 1) by tapping around the outside diameter with a hammer. Use a blunt chisel to cut into the sleeve inner flange.
10. Wash bearings (7 and 10) in clean mineral spirits.
11. Clean hubs or wheels and axle housing tube with a lint-free rag and an acceptable solvent such as brake cleaner or equivalent.
12. Lubricate bearings (7 and 10), axle housing tube, inside of hub or wheel, oil lip seal and housing seal lip contact surface with synthetic lubricant, GM Part Number 12345841.
13. Install rear wheel bearing seal sleeve, GM Part Number 2485338.
14. Install inner bearing cup (12) and bearing (10).
15. Install Stemco brand rear wheel seal, GM Part Number 2094440. Be sure seal lip faces inward and use J25376-A to exert force on outer edge of the seal to seat it.
16. Install the hub and drum, wheel and rotor, hub and rotor or wheel and drum. Do not damage the inner oil seal(9).
17. Install outer cup (8) and bearing (7). Push firmly into place.
18. Install inner adjusting nut (4), lock nut (3) and outer adjusting nut (2).
19. Adjust bearings (7 and 10). Refer to bearing adjustment in the Medium Duty Service Manual.
20. Install axle shaft.
21. Adjust brakes.
22. Repeat Steps 2-21 for the right side rear wheel seal.
23. Check rear axle synthetic lubricant level.
When performing the repair as outlined in this Special Policy, the dealer is requested to submit a Warranty Claim for credit as follows:

* Parts Allowance: Current dealer price plus 30% Handling Allowance.
** 0.2 hour Dealer Administrative Allowance which is entered as 'Other Labour Hours' in the Warranty Claim Submission. The appropriate customer reimbursement is to be entered in the Claim Submission as a net dollar amount.

The Special Policy Adjustment will remain in effect until September 30, 1994 with no restrictions.
Please contact your GM dealer to request reimbursement or make arrangements to have the Stemco Rear Axle Seals installed at no charge to you. Please complete and sign the "Option Selection Form" and present it to your GM dealer as notification of your choice.
If parts are required, ask your dealer for details regarding their availability. If parts are not in stock, they can be ordered before scheduling your service date.
This letter identifies your vehicle. Presentation of this letter and Option Form to your dealer will assist their Service personnel in completing the necessary correction to your vehicle or arranging your reimbursement in the shortest possible time.
