CAMPAIGN: STEEL DISC WHEEL CRACKS - (REPLACE ALL WHEELS)

SUBJECT: STEEL DISC WHEEL CRACKS

MODELS: 1985 Chevrolet P3--42 1986-1991 GMC & Chevrolet P3--42 1992 Chevrolet P3--42

TO: ALL GENERAL MOTORS DEALERS

General Motors of Canada Limited has determined that a defect which relates to motor vehicle safety exists in certain 1985 Chevrolet P3--42, 1986-1991 GMC & Chevrolet P3--42, and 1992 Chevrolet P3--42 Commercial Chassis model vehicles equipped with 6.2L diesel engines (RPO LLA), 1-beam front axles (RPO FS3), disc/drum power brakes (RPO JB8) and rated from 11,000# to 11,500# Gross Vehicle Weight (GVW) (RPO's C7E/C7G/9E6). Additionally, certain 1985- 1986 Chevrolet P3--42 Commercial Chassis model vehicles corrected under GM of Canada Product Safety Campaign 6A21, and equipped with disc/drum power brakes (RPO JB8) and rated at 11,000# to 11,500# GVW (RPO's C7E/C7G/9E6) are also involved.

These vehicles may exhibit cracking in the 19.5 x 6 front steel wheel disc. This cracking is circumferential, outside the bolt mounting circle, at or just underneath the clamp ring, and approximates the hub diameter. As the cracking progresses, it tends to become more visible and is likely to be noticed during routine maintenance. If the cracking should continue to go unnoticed until the centre portion of the disk is completely cracked, the wheel will still be mechanically held between the clamp ring and the hub. Eventually, if the warnings are ignored, the rim portion of the wheel could separate inboard and a vehicle crash could occur.

To prevent the possibility of this condition occurring, dealers are to replace the two (2) front wheels with newly designed wheels. Additionally, since periodic tire rotations are a common and recommended practice, the four (4) rear wheels (and spare wheel also if one exists) will also be replaced in the interest of customer satisfaction.

VEHICLES INVOLVED:

Involved are CERTAIN 1985 Chevrolet P3--42, 1986-1991 GMC & Chevrolet P3--42, and 1992 Chevrolet P3--42 Commercial Chassis model vehicles equipped with 6.2L diesel engines (RPO LL4), I-beam front axles (RPO FS3), disc/drum power brakes (RPO JB8) and rated from 11,000# to 11,500# Gross Vehicle Weight (GVW) (RPO's C7E/C7G/9E6). Additionally, CERTAIN 1985-1986 Chevrolet P3--42 Commercial Chassis model vehicles corrected under GM of Canada Product Safety Campaign 6A21, and equipped with disc/drum power brakes (RPO JB 8) and rated at 11,000# to 11,500# GVW (RPO'sC7E/C7G/9E6) are also involved.

All affected vehicles have been idenified by the VIN listing provided to involved dealers with this bulletin. Any dealer not receiving a listing was not shipped any of the affected vehicles.

DEALER CAMPAIGN RESPONSIBILITY:

All unsold new vehicles in dealer's possession and subject to this campaign must be held and inspected/repaired per the Service Procedure of this Campaign Bulletin before owners take possession of these vehicles.

Dealers are to perform this campaign on all involved vehicles at no charge to owners, regardless of kilometres traveled, age of vehicle, or ownership, from this time forward.

Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your dealership for service, you are to ensure the campaign correction has been made before selling or releasing the vehicle.

Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the dealer, and arrangements made to make the required correction according to instructions contained in this bulletin.

In summary, whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.

CAMPAIGN PROCEDURE:

Refer to Section 4 of the Service Policies and Procedures Manual for the detailed procedure on handlin, Product Campaigns. Dealers are requested to complete the campaign on all transfers as soon as possible.

OWNER NOTIFICATION:

All owners of record at the time of campaign release are shown on the attached computer listing and have been notified by first class mail from General Motors. The listings provided are for campaign activity only and should not be used for any other purpose.

PARTS AND LABOUR CLAIM INFORMATION:

Credit for the campaign work performed will be paid upon receipt of a properly completed campaign claim card or DCS transmission in accordance with the following:

Time allowance includes 0.1 hour for dealer administrative detail associated with this campaign. Repair Codes 2A, 3A and 4A include time for balancing wheels, and $2.00 for balance weights per wheel replaced. Parts credit will be based on dealer net plus 30% to cover parts handling.

Repair Code 4A is to be used only for the 1989 P3 vehicles, registered to Canada Post, which have had the two (2) front wheels replaced with the new design wheels. A list and a note are being sent to the affected five (5) dealers who have originally repaired these vehicles.

SERVICE PROCEDURE:

1. Replace 2 front and 4 rear wheel assemblies with appropriate colour (white or black) newly designed wheels. Also replace spare wheel if equipped (RPO's SNF or SNR). Follow instructions provided in section 3E of the appropriate model year service manual.

2. Install Campaign Identification Label.

INSTALLATION OF CAMPAIGN IDENTIFICATION LABEL

Clean surface of radiator upper mounting panel and apply a Campaign Identification Label. Make sure the correct campaign number is inserted on the label. Tis will indicate that the campaign has been completed.

This letter idenifies your vehicle. Presentation of this letter to your dealer will assist their Service personnel in completing the necessary correction to your vehicle in the shortest possible time.
