General Motors of Canada Limited has determined that certain 1992 4.3L (LB4) Engine Retrofit Kits had the 1991 Electronic Control Module and Calibrator PROM incorrectly packaged with the kits. Although the 'P' Trucks that used these engines do not experience a driveability problem, it has been determined that the 1991 calibration would cause emitting pollutants in excess of applicable 1992 Heavy Duty Engine Emission Standards.
To correct this condition, the Calibrator PROM must be replaced.
Involved are certain 1992 4.3L (LB4) Engine Retrofit Kits P/N 15638004 from Engine Serial Number 001708 through 004020, used exclusively by United Parcel Service.
All affected vehicles have been identified by the VIN listing provided to involved dealers with this bulletin. Any dealer not receiving a listing was not shipped any of the affected vehicles.
All unsold new vehicles in dealer's possession and subject to this campaign must be held and inspected/repaired per the Service Procedure of this Campaign Bulletin before owners take possession of these vehicles.
Dealers are to perform this campaign on all involved vehicles at no charge to owners, regardless of kilometers traveled, age of vehicle, or ownership, from this time forward.
Whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or it is in your dealership for service, you are to ensure the campaign correction has been made before selling or releasing the vehicle.
Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the dealer, and arrangements made to make the required correction according to instructions contained in this bulletin.
In summary, whenever a vehicle subject to this campaign is taken into your new or used vehicle inventory, or is in your dealership for service in the future, please take the steps necessary to be sure the campaign correction has been made before selling or releasing the vehicle.
Remove the heater, as necessary. To replace the PROM, refer to the 1992 Light Duty Truck Fuel and Emissions Service Manual (X-9236), Sections 3-219 and 3-220.
Parts required to complete this campaign will be shipped to involved UPS locations by General Motors Service Parts Operation (GMSPO), on a no-charge basis. Any questions pertaining to part shortages, etc., should be directed to your UPS central parts location.
DO NOT order parts for this campaign from General Motors Service Parts Operation (GMSPO).

Each engine corrected in accordance with the instructions outlined in this Dealer Bulletin will require a "Campaign Identification Label." Each label provides a space to include the campaign number and the dealer code performing the campaign service. This information may be inserted with a typewriter or ball point pen. Each "Campaign Identification Label" is to be located on the radiator core support in an area which will be visible when the vehicle is brought in for periodic servicing.
Apply "Campaign Identification Label" only on a clean, dry surface.
